About this file

This document is an amendment to a solicitation for 6K Diesel, Sit-down Counterbalanced Forklifts, Solicitation Number N0010424RK015, issued by the Department of the Navy Naval Supply Systems Command.

The amendment addresses questions received from a vendor regarding the First Article Testing (FAT) requirements. It clarifies that the contractor must decide how to factor the FAT costs into the overall unit pricing, as there are no separate line items for the FAT. The amendment also states that the contractor can propose an alternate delivery schedule if needed. Additionally, it notes that the number of trucks to be produced for testing is left intentionally blank to allow the contractor to decide. Overall, this amendment provides additional details and clarification on the FAT and delivery requirements for this forklift procurement.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

(End of Summary of Changes)

The following items are applicable to this modification:

CONTINUATION PAGE

Q: Is the intent to have the FAT front loaded in the price of the initial trucks or evenly spread over 3 years?

A: You must decide how to factor this in to your overall unit pricing.

Q: Can the FAT simply be a single line item and separate from the forklift pricing?

A: Line item 0002 satisfies this.

Q: Is there a place to break out all the test pricing for technical manuals, Hi-shock, EMI, Salt Fog, MIP/MRC? Or does this all go under FAT?

A: You must decide how to factor this in to your overall unit pricing.

Q: If a different proposed timeline is needed for the testing and delivery, can the solicitation be marked up with the new dates in the RFP submission or is there a formal process for this?

A: You are welcome to propose another delivery schedule under “offerors proposed delivery schedule” under

Section F, FAR 52.211-8 Time of Delivery.

Q: Amendment 0019 states the contractor is responsible for FAT testing costs. Does this assume there is no additional line item for this and these costs are worked into the cost of the units provided?

A: This is factored in to your overall unit pricing as there are no additional line items.

Q: Amendment 0017 removed CLIN 2 qty, so how does the FAT get included without knowing a firm number of forklifts to be ordered? The engineering, testing, manuals development, etc would normally all be rolled into the FAT and that would then spread over an estimated number of trucks. This is better than rolling it all into the first unit.

A: Per SOW T&E Section 1.1, contractor shall determine the number of trucks to produce for testing. This is left intentionally blank to allow the contractor to decide.

Q: Amendment 0017 also refers to stating how many test trucks are needed. Where does the cost of these units get included?

A: You must decide how to factor this cost in to your overall unit pricing.
