TECHNICAL DATA PACKAGE

1. SCOPE

1.1 Part 1, Schedule, and Technical Data Package (TDP) contain the requirements and specifications for performance of work as set forth in Part I, Schedule, for the inspection, repair, and modification of propellers, propeller blades, propeller caps, propeller devices, propeller blade gages, propeller accessories, and other propeller related items as specified by the Contracting Officer.

2. APPLICABLE DOCUMENTS.

2.1 Applicable Documents. The document(s) listed in 2.4 below form a part of this contract including modifications or exclusions.

2.1.1 “Document References” listed in 2.4 below must be obtained by the Contractor. Ordering information is included in Section 4 of the TDP.

2.2 Order of Precedence.

2.2.1 In the event of a conflict between the text of this

contract/purchase order and the references and/or drawings cited herein, the text of this contract shall take precedence. Nothing in this contract, however, shall supersede applicable laws and regulations unless a specific exemption has been obtained.

2.2.2 Definitions and requirements.

A. A “zero tier” reference is a specification, standard or drawing that is cited in the contract including contract attachments.

B. A “first tier” reference is either:

1. A specification, standard or drawing cited in a zero tier reference, or

2. A specification cited in a first tier drawing.

C. All zero tier and first tier references, as defined above are mandatory for use. All lower tier references shall be used for guidance only.

2.3 Updating specifications and standards. If during the

performance of this contract the Contractor believes that the contract contains outdated or different versions of any specifications or standards, the Contractor may request that the contract be updated to include the current version of the applicable specification or standard. Updating to a different version of a specification or standard shall not affect the form, fit or function of any deliverable item or increase the cost or price of the item to the government unless specifically agreed to by the Contracting Officer. The Contractor should submit update requests to the PCO with copies to the ACO for approval. The

Contractor shall perform the contract in accordance with the existing specifications and standards until notified by the

Contracting Officer of the disposition of the request. Any approved alternate or updated specifications and standards will be incorporated into the contract.

2.5 The following forms are considered a part of this contract as specified herein. The latest version of the inspection forms shall be used as determined by the issue date of the individual delivery order. REPLACEMENT AND VERIFICATION

3. DATA REQUIREMENTS.

3.1 A001. Monthly Status Report. The Contractor shall submit

monthly reports to the Government in accordance with Data Item

Description DI-MGMT-80227 referenced on Contract Data

Requirements List DD Form 1423 and Spread Sheets Titled: (Sheet

#1 Contract Status Report) and (Sheet #2 Government Furnished

Equipment). An electronic copy of the report and preparation instructions can be found at the following web site:

http://www.dcma.mil/npp/forms. The Contractor shall contact

NAVSUP WSS N743 for Email addresses for report distribution.

3.2 A002. Inspection System Program and Test Plan. The

Contractor shall prepare and submit an Inspection System Program and Test Plan in accordance with Data Item Description DI-QCIC-

81110, as modified, referenced on Contract Data Requirements List

DD Form 1423.

3.2.1 Test Procedures. The Contractor shall submit procedures for all inspections and tests planned to demonstrate that the specified requirements will be met.

3.3 A003. Weld Procedures and Qualification Test Report. The

Contractor shall submit welding procedures that apply to the repair of monobloc propellers, controllable pitch propeller blades, propeller caps, propeller devices, propeller accessories, propeller gages, and related propeller assemblies. Prior to performing any welding (production or repair), the applicable welding procedure qualification data shall be submitted in accordance with Data Item Description DI-MISC-80876, as modified, listed on Contract Data Requirements List DD Form 1423. Welding procedures shall be submitted for information with the supporting procedure qualification data. Submission of welding procedures and qualification data is not required for tack/spot welds.

3.3.1 Welder Performance Qualification. The Contractor shall

submit welder performance qualification records in accordance with NAVSEA Manual S9074-AR-GIB-010/248 and the Contract Data

Requirements List DD Form 1423.

3.4 A004. Request for Departure from Specifications. ANSI EIA-

649 entitled “Configuration Management”, Paragraph 5.4.8, Configuration Control (Short Form Procedure), is hereby incorporated for all engineering change proposals, waivers, and deviations.

3.4.1 Request for Waiver. Departures from specifications for

pre-existing and as repaired or manufactured departures shall be submitted on a case-by-case basis for evaluation, consideration, and disposition. Requests shall be submitted in accordance with

Data Item Description DI—CMAN—80640C, as modified, listed on

Contract Data Requirements List DD Form 1423.

3.4.2 Request for Deviation. Departures from specifications in advance of the departure shall be submitted on a case-by-case basis for evaluation, consideration, and disposition. Requests shall be submitted in accordance with Data Item Description DI-

CMAN-80640C, as modified, listed on Contract Data Requirements

List DD Form 1423.

3.5 A005. Equipment Damage and Refurbishment Report. Visual

Preservation Inspection (VPI). The Contractor shall submit the inspection report in accordance with Data Item DescriptionDI-

NDTI-80809B, as modified, referenced on Contract Data

Requirements List DD Form 1423 for pre and post repaired conditions. The Contractor shall notify NAVSUP WSS N96/N97 and

NSWCPD 426/427 of any Government Furnished Material deficiencies that impair serviceability that may need repair and/or replacement.

3.6 A006. Equipment Damage and Refurbishment Report. Visual

Technical Inspection (VTI). The Contractor shall submit the inspection report in accordance with Data Item DescriptionDI-

NDTI-80809B, as modified, referenced on Contract Data

Requirements List DD Form 1423 for pre and post repaired conditions. The Contractor shall notify NAVSUP WSS N96/N97 and

NSWCPD 426/427 of any Government Furnished Material deficiencies that impair serviceability that may need repair and/or replacement.

3.7 A007. Equipment Damage and Refurbishment Report.

Dimensional Inspection Report. The report shall include all data, information, and associated calculations from measurements of the items to demonstrate the conformance to all dimensions, inspections, tolerances, and other requirements specified by the applicable technical requirements and Part I, Schedule. In addition, the Contractor shall submit a copy of the original mil material certifications for the actual inspection and test results obtained for all propeller accessories, castings, or other material in accordance with the applicable material specification. The Contractor shall submit dimensional inspection reports in accordance with Data Item DescriptionDI-

NDTI-80809B, as modified, referenced on Contract Data

Requirements DD Form 1423 for pre and post repaired conditions.

The Contractor shall notify NAVSUP WSS N96/N97 and NSWCPD 426/427 of any Government Furnished Material deficiencies that impair serviceability that may need repair and/or replacement.

3.8 A008. Certification Data Report. After repair or

manufacture of an item, the Contractor shall prepare a

Certification Data Report. For propellers or propeller blades, the Contractor shall submit a propeller certification report after approval of the final visual technical inspection report and dimensional inspection report in accordance with Data Item

Description DI-MISC-80678, as modified, on Contract Data

Requirements List DD Form 1423. The certification report shall list all departures from specification and the approving correspondence for all departures.

3.9 A009. Repair Proposal. The Contractor shall prepare and

submit a proposal for the inspection and repair of items listed in Part 1, Section C., in accordance with Data Item Description

DI-ILSS-80620, as modified, referenced on Contract Data

Requirements DD Form 1423.

3.10 A010. Propeller On-Site Repairs. Equipment Damage and Refurbishment Report. On-Site

Repair Reports. The Contractor shall submit the inspection report in accordance with the Data

Item Description DI-NDTI-80809B, as modified, referenced on Contract Data Requirements List

DD Form 1423 for pre and post repaired conditions of propellers and associated caps during propeller on-site repairs.

4. DOCUMENT ORDERING AND AVAILABILITY.

4.5 Commercial Specifications, Standards, and Descriptions.

These specifications, standards, and descriptions are not available from Government sources. They may be obtained from the publishers of the applicable societies.

4.6 Ordnance Standards (OS), Weapons Specifications (WS), and

NAVORD OSTO 600 Pages. These type publications may be obtained by submitting a request to:

4.12 Interim Changes and Classified Specifications shall be

obtained by submitting a request on DD Form 1425 to NAVSUP WSS—

MECH.

4.13 Statement of Prior Approval Data. If the item(s) being

offered meet the requirements specified in the contract/purchase order and is an exact duplicate of item(s) previously approved by the Government, furnish the NSN, name of prime manufacturer, drawing number, technical manual number, and previous contract number. Provide this information on company letterhead signed by a responsible company official.

4.14 In accordance with OPNAVINST 5510.1 all documents and

drawings provided by the U.S. Navy to perspective Contractors must include a Distribution Statement’ to inform the Contractor of the limits of distribution, and the safeguarding of the information contained on the documents and drawings. There are 7

(seven) separate distribution statement codes used for non— classified documents and drawings. The definition for each is as follows:

A... approved for public release; distribution is unlimited.

B... distribution authorized to US Governments agencies only, C... distribution authorized to US Government agencies and their contractors.

D... distribution authorized to DoD and DoD contractors only.

E... distribution authorized to DoD Components only.

F... further distribution only as directed by Commander, Naval Sea Systems Commend, code 09T.

I... distribution is authorized to US Government agencies and private individuals or enterprises eligible to obtain export controlled technical data in accordance with OPNAVINST 5510.161.
