Section C - Description/Specifications/Statement of Work
SECTION C
SECTION C - 501-K34 STATEMENT OF WORK for ASP-2380
The Contractor shall induct the engine, upload engine location to WEBLOG, verify GGTB 11 inventory sheet, disassemble, inspect, photograph any discrepancies or abnormalities, and analyze the engine assembly, container/canister, accessories, assemblies, subassemblies, and components. (CDRLs A001, A002, A006 and A007)
(1) The following applies to the depot repair of the following 501-K34 gas turbine engine, serial number ASP-2380:
a. The depot engine Repair Turn-Around-Time (RTAT) will not exceed 180 days for the engine repaired.
i. RTAT, for purposes of this contract is defined as the time from engine induction until the time the engine successfully completes post repair test cell evaluation and the performance data provided is reviewed and considered acceptable by NSWC-PD.
ii. Induction of an engine is defined as the point at which a non-Ready-
For-Issue (NRFI) engine is removed from the shipping container.
(DCMA QAR is required to be on-sight at the Contractor’s facility to inspect the received engine with the vendor).
iii. The Contractor will be required to induct the engine within 7 days of receiving the asset.
b. The Contractor is required to provide written documentation showing serviceable, repairable and new parts held in stock are of sufficient quantities to support all engine repairs, or produce order boards showing estimated delivery dates of long lead items that will be delivered to support the 180 days
RTAT per engine under the stated repair schedule.
i. Where insufficient serviceable, repairable, or new material is held by the vendor, and it is apparent that long lead material delivery dates prevent completing a repair within 180 days of an engines induction, the vendor is required to notify the Contracting Officer immediately, indicating what the expected impact may be to planned RTAT.
ii. The Contracting Officer may request consideration in such cases when
RTAT will not be met. This consideration may include, but not limited to negotiation for provision of Government Furnished Material and associated pricing offsets as he/she deems appropriate and in the best interest of the Government.
(2) For the engine, the Contractor shall repair, replace, modify, assemble, test, preserve, package, mark and prepare for shipment each gas turbine engine/module assembly, container/canister accessories, assemblies, subassemblies, and components
a. The following defines a limited depot inspection and repair requirement for the 501-K34 engine, serial number ASP-2380. This engine has suffered a low time engine failure (Time Since Repair = 2,038.5 hours). The cause of this removal was contributed to a number 2 bearing failure. As a result of this failure, the compressor suffered extensive damage and is considered Beyond
Economic Repair (BER). The US Navy will provide a Non Ready for Issue
(NRFI) Compressor Assembly (S/N ASP-452C) to the Contractor as
Government Furnished Material (GFM) to replace the damaged Compressor
Assembly (ASP-2380C). This NRFI Compressor assembly shall be inducted for repair with the remainder of the engine. In addition, the Turbine Inlet
Casing (TIC) has been removed and replaced with an asset that requires extensive repairs.
b. The Contractor shall develop the balance of the work scope for the engine from the complete work control document package based on analysis of the problem(s) identified and the requirement for the engine to operate 15,000 hours before the need for subsequent depot repair.
c. The Contractor is to be informed of any suspected latent defects discovered after engine acceptance that were not readily identifiable per inspection or test cell performance evaluation, as soon as they occur and will have a technician ready to travel to the ship, wherever it may be in the world within 48 hours.
The inability to satisfy this requirement will result in the U.S. Navy being authorized to attempt a repair with no impact on the warranty.
d. NAVSEA technical directives shall be incorporated as directed by the General
Gas Turbine Bulletin No. 0, latest revision. U.S. Navy approved OEM engineering change proposals shall be incorporated.
e. The Contractor is required to provide an induction and build schedule Plan of
Action and Milestones reflecting all work in process, and ongoing in the repair facility and demonstrate graphically as part of their proposal where the planned induction fit into the Contractor’s Work In-Process (WIP) to validate ability to achieve requested repair turn time.
f. The Contractor shall be guided by the S9311-CW-TRS-010, the S9234-BD-
MMD-010 and the Rolls Royce Allison 501-K34 Industrial Engine Overhaul
Manual, Publication No. CSP12017. Also authorized are OEM and U.S.
Navy technical guidance related to the components being repaired and tested.
The Contractor can use prior approved Contractor developed procedures but new procedures must be individually approved by NSWC-PD. A list of all such procedures must be maintained by the Contractor and made available for
NSWC-PD inspection. The list must include the approval date and the name and organization of the individual who granted the approval.
g. Authorized replacement material shall be OEM, DLA, or US Navy owned serviceable parts. Prior to the use of serviceable parts, the Contractor shall disclose the origination of such parts and request official approval from
NSWC-PD, Code 423 and the NAVSUP-WSS Contracting Officer to use them in the engine repair, prior to embodying such parts into the engine. All exchange and/or serviceable material shall be in overhauled condition.
h. Material removed from Navy Decommissioned Assets is the property of the
US Navy and shall be placed in Government property storage. With U.S.
Navy approval, this material may be used on any engine/module inducted for repair under this contract, and may reduce the cost of any fixed price proposal submission.
i. The on-site Government representative and/or NSWC-PD, Code 423 shall have the authority to require further disassembly, or more extensive failure analysis of all, or part of any parts/assemblies. In addition, the Contractor shall advise the Contracting Officer, the Contracting Officer’s designated representative (DCMA, DCMA QAR), NAVSUP-WSS End Item Manager and NSWC-PD, Code 423 via e-mail if an extensive engineering analysis is required and the reason for it. If NSWC-PD, Code 423 agrees to authorize the
Contractor to conduct an engineering analysis, such authorization shall be confirmed in writing to the Contracting Officer, who will direct revision to the pre-inspection proposal by the Contractor and request resubmittal by the
Contractor for further consideration.
j. The vendor is required to submit an Engine Repair Completion Report within
30 days after the engine acceptance test data is accepted by NSWC-PD. This report shall be emailed to NSWC-PD Codes 423 and 424, as well as uploaded to Marine Gas Turbine Information System (MGTIS)/WEBLOG.
k. Information on engine install service life and removal cause is available with
MGTIS/WEBLOG. If required, access to MGTIS/WEGLOG will be granted on an as needed basis.
