C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing/repair knowledge by the qualified source(s) require acquisition/repair of the part from the approved source(s). The approved source(s) retain data rights, manufacturing/repair knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, A/RMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, A/RMCs 1 or 2 are valid.
Multiple Method Codes
This acquisition will be negotiated with
RWG (Repair and Overhauls) USA, Inc.
The above source provided the previous repair under a separate contract. After the engine was repaired, it failed at an operating hour status significantly below the required 15,000 operating hours. Consequently, the engine was returned to the original repair source for a root cause determination. In performance of the root cause analysis, the repair vendor dissembled the engine to the piece part level.
While disassembled, the vendor (at the request of the Government) removed the Turbine Inlet Casing, returned it to the Government, and received a replacement separately packaged Turbine Inlet Casing. Lastly, the vendor concluded that the low time engine failure was not the fault of the repair facility. Based on the foregoing information there is sufficient basis to conclude that only the above supplier can meet the Governments needs without substantial duplication of time and costs, and the Government must procure the repair of this item through the above mentioned source of supply.
