QUESTIONS AND ANSWERS
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
2. The current contract (N00033-14-D-2101) utilizes three submarine fendered tugboats while the current requirement (N00033-14-R-2111) is limited to two submarine fendered tugboats. It is proposed that all the Government’s needs for the current requirement be placed in one contract consistent with the current contract since this will provide the versatility needed to respond to the need for a third tug, often at the last minute.
ANSWER: Currently, only the requirement for two submarine fendered tugs has been validated since each move requires a minimum of two tugs. If, and when, a third tug is needed, it will be accordingly addressed through another contract vehicle.
3. We are seriously questioning the estimated hours of 480 noted in the requirement.
ANSWER: The estimated hours of 480 stated in the RFP as amended are correct. Per Amendment
0001 (item 2 of the Performance Work Statement), the projected operating tempo (OPTEMPO) for the two tugs is 120 ship movements of 2 hours each. Therefore, the annual estimate of 480 hours [(2 tugs x 2 hours) x 120 moves] is correct.
