QUESTIONS AND ANSWERS ON RFP N00033-12-R-8013
This document does not constitute an amendment to the solicitation and the answers do not constitute changes to the solicitation.
Q1. If an offeror submitted an initial proposal and final proposal revisions by the established due dates, will the government accept both of these as the final submission?
A1. If an offeror submitted an initial proposal and final proposal revisions by the established due date and time when the solicitation was open previously, a cover letter re-affirming both proposals with date submitted is acceptable. If the offeror wants to revise any part of their offer, the offeror shall clearly state what is revised in the cover letter and attach the revised proposal to the cover letter (change pages are acceptable).
Q2. On page 18 of Amendment 6, Jessica Chu’s fax number is listed as (202) 685-5965 in the middle, but at the bottom of the page it is listed as (202) 685-5947.

Please see Amendment 8 for the correction.
Q3. On Page 30 of Amendment 6, item (7) Page Limitations, bullet one states that the
“Technical FPR Approach, when combined, shall not exceed 30 pages in length”;
however, bullet 3 states that the “Technical FPR shall not exceed 20 pages in length.”
A3. The Technical Proposal shall not exceed 30 pages in length. The third bullet has been deleted. Please see Amendment 8 for the correction.
Q4. The Amendment 006 Attachment 4 says, “Note: The total hours proposed in each
Period of Performance for all Labor Categories must match the above. The total hours for the base period for all Labor Categories must total 9,780 hours and the total hours for each option period for all Labor Categories must total 4,890 hours.”
However, Amendment 6 – Factor 3, Paragraph a) [last sentence, first paragraph] says, “…the total number of labor hours shall not exceed the maximum amounts listed in the table below.” (i.e. 9,780, etc.) and the second paragraph of the same section says, “The total hours for the base period for all labor categories must total 9,780 hours and the total hours for each option period for all labor categories must total 4,890 hours. “
A4. The last sentence in paragraph a) is deleted. Please see Amendment 8 for the change.
Q5. Do offerors who have already submitted proposals also need to include any attachments such as signed copies of Amendments 6 and 7?
A5. Offerors must acknowledge all amendments. This may be done by one of three methods as stated in Block 11 of the SF-30. The three methods are:
1) Acknowledging all amendments in the cover letter
2) Submitting a copy of all amendments in the offeror’s proposal
3) By separate letter or telegram which includes a reference to the solicitation and amendment numbers
Please note that Amendment 8 provides a revised Rate Table for submission by Offerors.
Q6. Can MSC provide an expected award date?
A6. No, MSC cannot provide an expected award date.

A7. No, MSC does not have a specific number of companies that they intend to award to.
