About this file

The document is a Questions and Answers (Q&A) matrix for the Maritime Launched Effects - Increment 1 (MLE-1) Request for Information (RFI), issued by the Department of the Navy Naval Sea Systems Command. The Q&A matrix provides technical details about a maritime launch system requirement, including specifications for a launch tube/cell with 9" x 9" internal clearance and 82"-88" length, designed for Navy combatant craft approximately 70 feet in length. Key technical requirements include a launch capability in sea state 2 while stationary and sea state 4 while at high speeds, with a kinetic payload threshold of 22 pounds (for warhead, fuze, and HOBs only).

The RFI emphasizes that this is a market research tool to assess industry capabilities, with a response deadline of 16 January 2026. Vendors are instructed not to submit classified information, limiting responses to Confidential Unclassified Information (CUI). The government has not provided Concept of Operations (CONOPS) details, and potential vendors are expected to share their current command and control/battle management system. The solicitation explicitly states that this is not a commitment to procurement, and all response costs are solely the responsibility of the responding parties.

QuestionGovernment Response
What type of launch system is the Government considering to use?A launch tube/cell that fits within the allotted space on the craft will be necessary (9" x 9" (internal clearance) and 82"-88" length).
Can vendors submit classified information in response to this RFI?No, please do not exceed Confidential Unclassified Informaiton (CUI)
Does the Government intend launch capability in Sea State 9 (Beaufort Scale) with corresponding wind? The munition should be able to launch in sea state 2 while craft is stationary and < 4 while holding steady heading at high speeds.
Please elaborate on what is meant by "Kinetic Payload". Is the Threshold Kenetic Payload requirement > 22 pounds speaking to the payload only or the entire air system?22lbs is for the payload (warhead, fuze, HOBs) only. The entire AIS system weight does not have a limit so long as it fits inside the listed length/ diameter limits of the launch system on the craft.
Which class of Navy ships are expected? This system will be launched from Navy Combatant Craft that are approximately 70ft in length and are high-speed craft.
What is the Government-Owned Solution for Command and Control/Battle Management System we are expected to integrate with?We request to know what system your company is currently using.
Can you share the CONOPS for the desired missions?CONOPs have not been provided by the requirement sponsor (WARCOM)
