The Industry Day will be held on September 18, 2024 in Virginia Beach, VA. It is open to up to three representatives per organization, with at least one being a Chief Engineer or Technical Lead. Attendance is limited and RSVPs are required by September 13, 2024. The Industry Day will be unclassified, but offerors will need a SECRET security clearance to be considered for award.

The Q&A covers topics such as underwater inspections, deployment timelines, overlap with other Navy contracts, contract structure changes, cybersecurity requirements, small business participation goals, safety standards, welding procedures, and facility locations. The government is seeking to maximize competition and receive the best value for the work performed.

Questions: Answers:

1 Inspections are listed on potential SOW list, but not listed in tasks done on type of work slide. What tasks involve underwater inspection and what does it entail?

Preliminary inspections might be done by Navy divers and augmented by the contractors under the Hull Cleaning contract prior to D&DRS contractor getting engaged. Once D&DRS contractor is engaged for operational repair, a more detailed inspection will be the first step in order to confirm how large of a problem actually exists rather than what was originally visible in the preliminary inspection so that the full scope is known moving into the repair phase.

2 Define deployment within 4 hours. The expectation is that the process has started to organize labor and make arrangements for deployment of personnel and equipment within 4 hours from the issuance of a Task Order.

3 Is there any overlap between 00C contracts? In other words, does operating under the D&DRS contract require interoperability with the Salvage contract?

Yes, the D&DRS contractor could be operating under the Salvage contractor in certain emergency conditions. An example might be that the Salvage contractor engineered a patch, but the D&DRS contractor performed the welding.

4 Will the RFP structure change from the example released with the Industry Day notice?

Certain requirements are MILSPEC and MILSTD and will not change, but the organization of Section C could change. The final RFP is what controls as the Government reserves the right to make any changes deemed necesarry from any old examples or draft RFPs released. Please send comments and feedback for improvement to the PCO and Contract Specialist as the Government is always looking to create the best work product in order to receive proposals well-tailored to the requirements.

5 Will the D&DRS contract incorporate PLAs (Project Labor Agreements)? PLAs are pre-hire collective bargaining agreements negotiated between construction unions and construction contractors that establish the terms and conditions of employment for construction projects. The D&DRS contract is not considered a construction project, thus PLAs will not be negotiated. However, the Service Contract Act (SCA) is applicable to the D&DRS contract.

6 What cybersecurity clauses will be included in the contract? The D&DRS contract will incorporate the cybersecurity clauses required by regulation.

Nothing more stringent will be applied.

7 What is the small business subcontracting requirement for this contract? A large business will be required to submit its goals for small business participation that addresses the Government's desired small business participation of 10%. Small businesses proposing as a prime Contractor may include themselves in the calculation for overall small business participation.

8 Do any of the key roles require a security clearance? A Security Clearance will be required to work with technical documentation (drawings) and diving on certain vessel types as well as hanging safety tags in classified speces in some ships.

9 Do subcontractors need a facility clearance? Only the prime contractor is required to have a facility clearance in place at the time of the proposal submission. However, if any subcontractor personnel will require access to the items identified in response to question 8, those individuals would require a security clearance.

10 What safety standards will this contract require? The Government does not over-prescribe safety standards as the contractor can determine if it wants to meet a higher than minumum commercial standard. However, the Government does prescribe certain performance standards that may be higher than commercial standards, such as MILSPEC and MILSTD welding standards.

11 What welding procedures will specifically be tested? 074 and 271 describe the welding standards that the Government will use to qualify the awardee. The Statement of Work in the RFP will prescribe the welding procedures.

12 Can you provide examples of the format for CDRL submissions? See DD1423 for the CDRL format form.

13 What is the expectation for finding suppliers for HELIOX mix? The successful contractor would be expected to source all needed supplies to meet contract requirements. Suppliers will not be specified by the Government.

14 What is the requirement for facility locations? The four facility locations are preferences that coincide with fleet concentration areas, not requirements. The Government will review a contractor's provided explanation as to how and why it can quickly mobilize or why its facility locations are more advantageous to the Government.

15 Why is this contract expanding into 4 locations from 3 previously in the presolicitation? Would it be possible to keep this at 3 to make this as competitive as possible for the small business to compete with the incumbent?

The 4 facility locations are preferences that coincide with fleet concentration areas and historical locations of the preponderance of work, not requirements. The Government will review a contractor's provided explanation as to how and why it can quickly mobilize to the or why its facility locations are more advantageous to the Government.

16 How is the fixed fee awarded for the CPFF CLINs? Task orders will be issued under the CPFF CLIN if the Government, under its sole discretion, determines the work to be nonoperational and low risk. FAR 52.216-8 will apply.

17 What are your long term goals and concerns with this contract? The Government is looking to maximize competition in order to receive the best value for the work performed. A prospective offeror must decide how to balance high quality and efficient pricing in its proposal.

18 Will the navy be giving a 15% pricing preference to federally (certified) Service Disabled Veteran Owned Small Business / Small business etc? So small businesses can have a chance to compete with the incumbent.

The Navy will not be giving a 15% pricing preference to SDVOSB.

19 Will CNNMC be required? Please submit a follow-up question to define CNNMC.

20 What will be the min. dive crew manning requirements? People try to exploit ADCI rules and use 3 man crews but that is stated as it is only supposed to be for a singular planned inspection dive only

The RFP will not specify a minimum dive crew. The contractor is expected to follow Federal regulation while staffing a safe and effective dive crew that can accomplish the assigned task safe with required quality.

21 What does the general onsite crew look like when called out? A general crew is sufficient to safely conduct 10+ hours of safe productive diving with requisit topside support for a 12-hour shift (normal shift under this contract).

22 What does an emergency response crew when called out look like? An emergency response crew, when required, is variable depending on the nature of the emergency. The crew will need to reflect the requisit skills to inspect then meet any rigging, cofferdam installation, welding, or burning needs. There is not one-size-fits-all.

The crew make-up is very dependent on the nature of the emergency which will be discussed with the contractor at the earliest possible opportunity to support quick deployment goals.

23 Will written contracts for proof of equipment be sufficient for the higher level equipment not owned? If yes can you provide details / template of what you need to see for that?

A letter of commitment should be sufficient.

24 Can the company weld standards just be the use of the Navy weld standards? All welding procedures must meet Navy requirements. If the company bases its program on Navy requirements/standards, then meeting the requirements would be a reasonable expectation.

25 How often would the navy want to recertify the welders and NDT certs? Recertification of welder/diver and NDT certs will be in accordance with NSTM 074 and applicable governing documents.
