About this file
This is a Request for Information (RFI) issued by Naval Sea Systems Command (NAVSEA) seeking information about commercially available non-developmental landing ship designs and U.S. shipyard capacity. The RFI specifically targets vessels capable of shore-to-shore beaching operations with a minimum cargo capacity of 300 short tons and length under 400 feet.
Respondents must provide detailed information about their vessel design including beach gradient landing capability, cargo capacity, endurance specifications, berthing accommodations, and military features. The RFI asks about data rights ownership, classification society certifications, construction timelines, and cost estimates (+/- 10% confidence range). Responses must address small business participation and ability to meet the 5% service-disabled veteran-owned small business subcontracting goals. Responses are due by February 7, 2025, via email to elizabeth.feliciano-hernandez.civ@us.navy.mil and zachary.m.tucker2.civ@us.navy.mil.

Non-Developmental Landing Ship Request for Information (RFI) As part of this Request for Information (RFI) Naval Sea Systems Command (NAVSEA) is seeking to understand the commercial availability of a NON-DEVELOPMENTAL Landing Ship design and the current capacity of a shipyard in the United States to build one (if the responder is a shipyard).
The definition of a Landing Ship is a vessel which can conduct shore to shore beaching operations and can offload/onload cargo directly to a beach.
For the purpose of this RFI, the government seeks landing ship designs with a minimum cargo capacity of 300 short tons and less than 400 feet length overall.
The government defines a non-developmental item (NDI) as a commercial product that requires only minor modifications to meet the requirements of a government agency or a product that was developed exclusively for governmental use:
· A product previously developed by a government agency or military service
· A product that is already in use by a government agency
· A commercially available and demonstrated item The terms "commercial items" and "non-developmental items" are defined in Part 2 of the Federal Acquisition Regulation (FAR).
For further clarification, in terms of this RFI a Non-Developmental Vessel is a ship design that is complete, i.e., past functional design and is under contract to be built or has been built previously.
To satisfy the requirements of this RFI, the NAVSEA is asking for written answers to the following questions regarding a Non-Developmental Landing Ship as defined above.
1. Provide a response to the following questions:
a. What is your Unique Entity Identifier from SAM.gov?
b. Are you a shipyard, a design agent/engineering firm, or other?
c. If a design agent/engineering firm, which shipyard(s) are you or have you teamed with to build your design?
d. Are you a small business, as defined in the North American Industry Classification System (NAICS) code 336611?
i. Are there small businesses with which you envision subcontracting?
ii. Will congressionally mandated Department of Defense subcontracting goals of five percent (5%) for service-disabled veteran-owned small business (SDVOSB) be achieved with your envisioned subcontracts?
e. What are the performance aspects of your design? Specifically:
i. Beach Gradient Landing Capability at Full-Load Displacement (i.e. what is the shallowest slope of a beach on which the ship can land and recover itself). Response to slope should be in terms of 1 foot of water depth for every foot of horizontal distance from shore as 1(foot):X (horizontal distance from shore). See Figure 1.
Figure 1: Beach Slope Definition
ii. Full Load Displacement cargo carrying capacity (in short tons)
iii. Cargo area (in square feet)
iv. Endurance and sustained speed at Full Load Displacement (in knots)
v. Range at endurance, sustained, and maximum speeds at Full Load Displacement (in nautical miles)
vi. Length, beam, and draft (at Full Load Displacement) of the ship in feet
vii. Berthing accommodations for crew and other embarked personnel including:
1. Frozen, refrigerated, and dry stores capacity
2. Potable water capacity
3. Gray and black water capacity
4. Standards to which berthing and hotel accommodations were designed
viii. Any military features included in the design such as underway replenishment capabilities, aviation support, ammunition or explosive stowage, etc.
ix. Ability to nest abeam
f. How many ships of this design have been constructed or are under contract? If you are a shipyard, and were awarded a contract to construct the Non-Developmental Landing Ship within nine months from the response date of this RFI:
i. How long would it take to deliver, in months?
ii. Does your shipyard have capacity to immediately start construction of a Non-Developmental Landing Ship? If not, when could construction start at your shipyard?
iii. Who should the Government contact if it wants to arrange a visit to see an existing ship?
iv. Has the American Bureau of Shipping (ABS), Det Norske Veritas (DNV), Lloyds, or another classification society previously classified this design? If not, how long do you anticipate that taking and at what cost (+/- 10% confidence range)?
v. The last time the ship was constructed, what was the total material and construction cost at delivery?
vi. Within a +/- 10% confidence range, what is your current total cost estimate for delivery of a Non-Developmental Landing Ship of this design to the Navy?
g. Who owns the data rights to the design? If a commercial design, please describe any current or future restrictions on the Government’s right to use, modify, reproduce, release, perform, display, or disclose technical data, as described in DFARS 252.227-7015. If other than a commercial design, who should the Government contact to discuss the potential of procuring government purpose rights to the technical data, as described in DFARS 252.227-7015?
This announcement is not a contract, a request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. The Government will not reimburse respondents for any questions submitted or information provided as a result of this announcement.
Please submit responses to this RFI via e-mail to elizabeth.feliciano-hernandez.civ@us.navy.mil and zachary.m.tucker2.civ@us.navy.mil by February 7, 2025.
