About this file

This document is a questionnaire for an industry day related to a federal contract opportunity for the operation and maintenance of the four Multi Mission Surface Combatants (MMSC) during a 14-month Post Delivery (PD) period for each ship.

The key details are:

  • The Naval Sea Systems Command (NAVSEA) plans to issue a solicitation for a Professional Mariner (PM) Crew to operate and maintain the MMSC ships during the PD period. Responsibilities include safe operation, equipment maintenance, hotel services, and routine upkeep.
  • The PM Crew Contractor will also be required to provide shore support services.
  • The document contains 30 questions covering topics such as specific SOW requirements, crew training and roles, insurance, safety management, reduced operating status, compensation, and shore support.
  • An industry day is planned for December 2024, and the government requests feedback on the draft SOW by November 22, 2024.
  • A Request for Proposal (RFP) is anticipated to be released in fiscal year 2025.

Text version

· General

· G-1) Are there any specific tasks or requirements in the Statement of Work that could pose a problem or concern to the Contractor?

· G-2) Are the shipboard instructions that were provided clear? Does the Contractor have any questions and/or recommendations?

· G-3) Are there any tasking restrictions for Reduced Operating Status (ROS) personnel? Does the oversight tasking in the SOW for PSA periods present any potential issues?

· G-4) During ROS what would be the per diem (meals & lodging) requirements? Is there a minimum daily rate?

· G-5) If the Contractor is required to procure food to support ship operations, where would the Contractor procure it from? Does the Contractor have experience sourcing and delivering food for 100+ shipboard personnel on a regular basis? What is a reasonable daily rate for food per person?

· G-6) Does the Contractor have experience subcontracting support functions (i.e. cleaning, maintenance, ship husbandry, etc.)?

· G-7) Does the Contractor have thoughts / ideas on how to reduce PM Crew turnover? Incentives?

· G-8) Does the Contractor anticipate any problems providing the required tools to perform planned maintenance?

· G-9) Would the Contractor crew be permitted to handle ordnance for stowage if properly trained?

· G-10) If the Government adds a requirement for all PM Crew personnel to hold security clearances, will cost be affected?

· G-11) Does the Contractor intend to install any “temporary” communication systems when operating the ship to support PM Crew requirements?

· Insurance

· I-1) Traditionally, what liability does the Contractor shoulder for damage to the ship or other vessels/structures if it is the result of crew error?

· I-2) What is the scope of any insurance that the Contractor is required to carry?

· I-3) PMS 525 has developed a robust tag-out manual in line with U.S. Navy requirements. Will the Contractor be able to adopt our process or tailor their own process to meet our requirements?

· Medical Person In Charge (MPIC)

· M-1) What level of onboard medical personnel represents an industry “norm” for a vessel and crew size for MMSC? What drives that requirement?

· M-2) Is the MPIC typically an independent crew member or is the role fulfilled as a collateral duty?

· Safety Management System (SMS)

· S-1) Can the Contractor provide the Government with a previous SMS as a deliverable requirement in the RFP?

· Crew Roles/Training

· C-1) The Government desires that crews become proficient in firefighting and other damage control efforts. Is this an industry standard or should the Government plan to teach such courses?

· C-2) What kind of shipboard drills, and/or training, does the Contractor anticipate performing (and frequency) to remain compliant with the statement of work requirements?

· C-3) Is a requirement for a Chief Engineer as well as the 1st Assistant Engineer to have a gas turbine certification a difficult ask? How prevalent are mariners with both gas turbine and main propulsion diesel engine certifications?

· C-4) Are the traditional PM Crew positions / roles relatable to the MMSC crew requirements as defined in the Statement of Work? Is there a “gap” that needs to be addressed?

· C-5) Will the Contractor require any specialized training for the PM Crew to perform Organizational-Level Planned Maintenance?

· C-6) Will evolutions such as small boat launch and recovery and line handling require extra crew members, or can these evolutions be accomplished with a typical crew?

· ROS/FOS

· R-1) Does the Contractor foresee an issue with transitioning the vessel from a Full Operating Status to Reduced Operating Status for PSA, then ramping back up to a FOS condition 6 weeks prior to the end of PSA?

· R-2) What is the likelihood of returning a majority of the crew after PSA to continue operations for the remainder of the Period of Performance.?

· R-3) What tools/methods would the Contractor use to ensure retention of the crew to avoid high turnover and re-training?

· Compensation

· CO-1) What drives the requirement for ordnance pay and is it always paid? MMSC will carry varying levels of ordnance over the course of PD. How is this managed?

· CO-2) MMSC berthing will be starkly different than typical commercial ships with most berthing spaces being 4-8 men. What impacts are we likely to see as a result?

· Shore Support

· SS-1) How would the Contractor manage requirements for ship shore support which are beyond the “norm?”

· SS-2) Based on the Statement of Work, what would the Contractor suggest as the composition of a full-time “core shore support team” and what work would be subcontracted for as needed?

· SS-3) Will the Contractor be able to provide qualified personnel to perform the planned maintenance during the scheduled PMAVs?
