About this file

This document contains a set of questions and answers related to a solicitation for the FY25 USS GREEN BAY (LPD 20) Docking Selected Restricted Availability (DSRA). The solicitation, numbered N00024-24-R-4411, was issued by the Naval Sea Systems Command (NAVSEA) and seeks a highly capable contractor to perform maintenance, modernization, and repair on the USS GREEN BAY. The availability is scheduled to begin in February 2025 and be completed by October 2025. The solicitation is not set aside for small businesses, and the Government anticipates making a single award around November 2024. Key details from the questions and answers include:

  • The contractor notes issues with the work specification attachments, such as missing index pages and discrepancies between the attachments. The Government has provided or updated the attachments as needed.
  • The contractor requested a 15-day extension to the proposal due date, from July 8, 2024 to July 22, 2024. The Government's response is still in progress.
  • The contractor had questions about the ship's availability during the work period and the contract milestones, which the Government has clarified or updated.

000117-May-24N/AAttachment S-3N/AKTR notes there is no drop down choices listed on column "C" and had to add them from a previous S-3.

Will the S-3 be updated to include a drop down menu onto column "C"

The Contractor can use this spreadsheet to add new bidder questions. The S-3 is not standardized with drop down choices. The bidder can continue to add drop down choices.
000217-May-24N/ARFPN/AIs the avail to commence at ship's homeport before migrating to KTR's facility? The ship will be available for work to commence in the home port on 10FEB25 – at the start of the availability.
000317-May-24N/ARFPN/AWill the USS Green Bay be returning to KTR's facility after sea trials? The USS GREEN BAY will not return to the contractors facility after sea trials.
000417-May-24N/AExtension RequestN/AKTR notes receipt of the RFP on 10 May 2024, receipt of the J-1 work specification package on 13 May 2024 with receipt of J-2 references package on 16 May 2024. Current proposed due date of 08 April 2024 results in a very compressed proposal development timeline, only allowing contractors roughly ~39 planning days to prepare and provide a robust proposal. There are also 2ea holidays (Memorial Day & 4th of July) which will impact 3ea workdays.

This current planning timeline will have a negative effect on bid development, and more specifically, the responsiveness of the subcontractor and material vendor community who are already notifying us of impacts from other simultaneous proposal efforts.

In order to depressurize the planning schedule and afford all contractors ample time to prepare/submit accurate proposals, and to allow for adequate time for subcontractor/vendor solicitations/evaluations/selections, request that the proposal due date be extended 15 days or roughly 10 additional planing days.

Will a proposal due date extension from 08 July 2024 at 1400 local time, Washington DC, to 22 July 2024 at 1400 local time, Washington DC be provided?Govt response in progress.
000517-May-24N/AAttachment J-1N/AKTR notes the J-1 specification package received to be lacking a cover page, WI index and NAVSEA SI index.
Will a J-1 cover page, WI index and NAVSEA SI index be provided?Cover page, NAVSEA SI, and WI index are provided in a PDF: USS GREEN BAY Cover page, WI index and NAVSEA SI index.pdf
000617-May-24N/ARFPN/AKTR notes Section "L" paragraph "C" to state: To ensure the Government is able to adequately address and respond to Offeror pre-proposal information (PPI) via amendments, it is requested Offerors submit no more than four sets of controlled questions, outlined in the table below, before 11:59 pm, local time, Washington, DC.

KTR also notes that the listed set of bidders questions with corresponding due dates only consists of three sets, not four.

Will the RFP be revised to reflect an additional set of bidders question (PPI) with it's corresponding due date? There are three sets of Bidder’s Questions.
000717-May-24N/AAttachment J-3N/AKTR notes that the J-3 attachment ERL tab includes a WI 433-10-001 not listed on the J-4 or work specification included on the J-1.

Will the J-3 be revised to remove WI 433-10-001 from the ERL tab?

Alternatively, will the J-1 and J-4 be revised to add and include WI 433-10-001?WI 433-10-001 has been removed from the J-3 ERL tab.
000817-May-24N/AAttachment J-3N/AKTR notes that the J-3 attachment "Exec Milestones (Contractual)" tab lists a work complete date of 29 July 2026, and a contract complete date of 28 July 2026.

Is the J-3 mileston date for "Work Complete (WC)" incorrect and should be revised to reflect a date prior to contract complete? The USS GREEN BAY duration has been extended by the Navy. On the the updated J-3 Exec Milestones tab, a new Contract Complete date (12/1/2026) is provided as a result of the extended duration.
