About this file

This document contains answers to questions from industry regarding a forthcoming solicitation for the conversion of offshore support vessels (OSVs) into personnel, training, and sustainment vessels for research and operations (PTSVRONs). The Navy intends to award a contract by September 2024 to convert an OSV into the first PTSVRON with FY24 funding. A second contract award is planned for FY26. The Navy anticipates releasing one solicitation covering both contract awards.

Key details include: the PTSVRONs will be crewed by Navy and contract mariners; cranes must meet ABS and OP-4 standards with DP1 or higher capability; integral tanks will be converted while independent tanks removed; proposals must demonstrate ability to complete conversions per specifications; and a teaming agreement between a shipyard and vessel owner must be included. The Navy is still assessing requirements around vessel age, operation equipment, certification retention, and maintenance contracts after delivery.

Item No. Question Answer

1 Once the PTSVRONs are delivered, will they be operated by the Navy?

It is anticipated that the PSTVRONs will be exclusively operated by the Navy.

2 Is the Jones Act applicable? It is not anticipated.

3 Would the Contractor have to provide an alteration plan to the Navy?

When the solicitation is released, it will have the specification and will state that the Contractor needs to have a vessel and/or a teaming arrangement. All proposals need to be in compliance with the solicitation to be determined within competitive range. The solicitation may require information on how the alterations will be performed.

4 Will the shipyard require facilities clearance (i.e. a

DD254)?

To Be Determined. Major drivers for this are anticipated to be the GFE list and communication systems.

5 Does the Navy prefer commonality in source selection?

Sister ship status is anticipated to be an evaluation criteria (preferred and graded higher, but not required) included in Section L and M of the anticipated solicitation.

6 Will the cranes need to be man rated? Will the Dynamic Positioning requirement be DP1 or DP2? Is moonpool acceptable to the Navy?

The man rating is to be determined. Cranes are anticipated to meet ABS CRC notation and OP-4 requirements.

Currently, DP1 or greater is anticipated. Moonpool is not a current requirement but is not anticipated to be prohibited.

7 Can you elaborate on the drawings and TDP requirements?

It is understood that a Contractor may not have all of the drawings and TDP. However, it is anticipated that a comprehensive package similar to new construction standards, inclusive of all existing equipment, is required.

8 How rigid is the 15 year old requirement? The Navy is actively assessing this requirement.

9 Can you elaborate on the operation requirement and tempus requirement? Does that include all OSV equipment and all tanks?

The Navy is actively assessing this requirement and is seeking feedback from Industry.

Currently, the Navy requirement includes, but is not limited to, installing PDS, pulling boxes, liquid tank conversion, and cable laying.

10 Can the independent tanks be removed and the Integral tanks be converted?

It is anticipated that independent tanks be removed and Integral tanks be converted.

11 Has the Navy looked at existing MSC vessels? Yes.

12 Does the prime contractor need to be a shipyard? Can you elaborate on the LOI?

It is anticipated that the Prime Contractor is required to be a shipyard. However the Navy is actively assessing this requirement. A teaming arrangement is acceptable. It is anticipated that an agreement/LOI between the shipyard and vessel owner would need to be completed and included in the proposal. It is anticipated that alteration management will be a large portion of the requirement and Quality Assurance is of utmost importance to the Navy.

13 Is a Master Ship Repair Agreement required? It is not anticipated that an MSRA is required due to the conversions being commercial.

14 Is this a small business set aside? Based on the responses from Industry thus far, a small business set aside is not anticipated.

15 How will past performance be evaluated? The Navy is currently assessing the evaluation criteria. Past performance has been evaluated based on an offerors relevancy and performance confidence, typically, with a best value tradeoff.

16 What is the proposal requirement? Will a detailed design be evaluated?

Typically in Sections L and M, evaluation will be completed on technical, past performance, and the price analysis. It is anticipated that no detail design evaluation is required. Proposals must present to the Navy that the specification is understood by the Contractor and that the Contractor is capable of completing the requirement.

17 Is there flexibility with milestone payments? The Navy is actively assessing this requirement. The Navy intends to release a draft solicitation for Industry feedback. Once the formal solicitation is released, the competitive terms and conditions will be set.

18 Will the PTSVRONs be crewed with active duty? It is anticipated that the PTSVRONs will be crewed with Licensed Government mariners and contract crew.

19 In order to transit the PTSVRONs to CA, a Certificate of Inspection (COI) must be retained by successful offeror. Can you retain a COI with the modifications to the vessel?

The Navy is actively assessing this requirement to determine if a COI is required, or can be modified, waivered, or other.

The Navy currently is looking to accept ownership once the ship has been delivered to CA.

20 What is driving the aggressive schedule? The current funding is FY24 funding for the first OSV. The Navy is looking to award a contract by September 2024.

21 Will there be an operations and maintenance of the PSTVRONs contract after the PTSVRON vessel and conversion contracts?

It is anticipated.

22 Does the Navy intend to release two different solicitations for the two different contracts?

The navy anticipates one solicitation in FY24 and one solicitation in FY26. A separate source selection is required for the FY26 contract award.

23 When is the second contract intended to be awarded?

Do the PTSVRONs for that award need to be similar to the FY24 award?

FY26. The Navy does not anticipate a preference for FY26 vessels to be sister-ship vessels to FY24 vessels.
