About this file
This document is an amendment to a solicitation for mobile shredding services. The amendment extends the response deadline from August 18th to August 22nd at 1:00 PM and provides answers to questions from interested offerors. The shredding requirement is for an indefinite quantity of materials and the Navy estimates being able to fill each 4-hour period based on past volumes.

QUESTIONS AND ANSWERS, 0001
Q1: On the SF 1449 when you say quantity 1 each – what is that referring to? Price per 1 pound? Price per 1 job?
Or is 1 each referring to a 4 hour period of shredding services?
A1: Quantity 1 is one 4 hour period onsite at the Washington Navy Yard in the District of Columbia. The contemplated contract vehicle allows NAVSEA to award the contract and receive one 4 hour service period within 30 days of contract award (this is the “base period”, and is reflected in the Delivery Information as “30 dys. ADC,” or 30 days after date of contract). In addition to the base period, the purchase order includes up to 25 contract options that could be exercised in the next five calendar years that upon exercise would procure an additional 4 hour service period (these are the “option period(s)”, and are reflected in the Delivery Information as “30 dys. AOE,” or 30 days after option exercise). The options are designed so that after exercise, the contractor and Navy would mutually agree upon a date for the service period to be executed that falls within 30 days of the option exercise date (i.e. the date that the modification is signed). The underlying idea being that this would allow for flexibility for the Government to get the service it requires and for the contractor to be able to schedule the work around its existing demand signal.
Q2: That statement of work isn’t really clear as to how much we will be shredding? Is there a certain number of boxes, does it go by pound, etc.?
A2: The amount to be shredded is indefinite, and so we thought the best way to procure would be to procure time periods of availability from the mobile shredding equipment onsite at the Washington Navy Yard in the District of Columbia.
Q3: Are you just wanting service 1 time per year or multiple times?
A3: The base period funded at contract award will be one 4 hour period to be performed onsite at the Washington Navy Yard in the District of Columbia within 30 days of contract award. In addition to the base period, the purchase order includes up to 25 contract options that could be exercised anytime in the next five calendar years that upon exercise would procure an additional 4 hour service period.
Q4: Can you provide an estimate of the total number of pounds of material to be shredded? Or possibly the number of filled copy paper boxes and/or bins?
A4: This is an enduring requirement. I do believe we will have enough material to fill each four hour period we are soliciting for. In the past year we had a truck onsite every two weeks for four hours doing shredding.
Q5: Could you please extend the due date to next week so we can fully evaluate the scope?
A5: Yes. In response to this question we have evaluted the offer due date to 1:00 PM on August 22, 2023.
