About this file

This document contains draft questions and answers related to a forthcoming solicitation for oil spill response utility boats and boom platforms. The Navy intends to issue a request for proposal for approximately one hundred twelve oil spill response utility boats and forty-two oil spill response boom platforms over the next six years under an indefinite delivery/indefinite quantity contract using a small business set-aside. Questions from industry are addressed around specifications for marine multi-conductor cable, electrical circuit breaker panels, and integrated electronic navigation packages. Product part numbers and specification details will be updated prior to release of the final solicitation.

Draft RFP Questions and Answers

1. Q: In section L – L-1.7 Proposal Submission Deadline: States that proposal must be submitted electronically via DOD Safe Site. In section L-1.8 Method of Submission - Offerors are instructed to submit their proposal electronically via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module (https://piee.eb.mil). Which site is the contractor to submit their proposals?

A: Offerors will be instructed to submit their proposals via the Procurement Integrated Enterprise Environment (PIEE) not DoD Safe. Section L – L1.7 has been revised to reflect the correct submission information.

2. Q: 304-3 Marine Multi-Conductor Cable – the specification calls for all provided electrical systems shall use Low Smoke Zero Halogen marine grade wire. On other contracts battery cables did not have to be LSZH wire. Would this be the case for this contract as well? If so can the specification be changed to reflect this so that at post award or during the DMR we are not having the specification changed to reflect the change.

A: The battery cables do not have to be LSZH. The spec can be changed to reflect this.

3. Q: 324-1 Electrical Circuit Breaker Panels - With few exceptions (e.g. electrical outlets, lighting), each electrical load shall have a dedicated circuit breaker. Can the government make this a little clearer. Is there a maximum amperage that can be on a circuit breaker. Can the government expand in greater detail on the exception like what other items can be exempt?

A: We do not have many exceptions where multiple components can be ran from the same circuit breaker. The times that multiple components will be ran off a single circuit breaker are typically AC/DC outlets, fans, and lighting. AC and DC outlets would be two separate circuit breakers. Fans would be divided into their respectable purposes e.g. cabin fans, engine intake fans, engine exhaust fans. Lighting would be divided into their respectable purposes e.g.

navigation, cabin, deck lights, etc. There is no maximum amperage that we set but we specify the types of breakers to use. This is in section 303-1 of the spec.

4. Q: 422-4 Space/Weight/Power/Foundation Reservations for Integrated Electronic Navigation

Package: Furuno MFD8, 8.4" Multi-Function Display (with mounting space reservation at console, for either flush- or gimble-mount). The MFD8 has been discontinued and no longer available. Request the government update their specification with a correct MFD. Why doesn’t the government just find a Furuno system they would like to use and purchase that instead of putting one system in the boat and provide power and space for something different. The government will spend more for the boat to have this option.

A: Furuno part numbers will be updated before RFP is released.
