BIDDERS QUESTIONS AND ANSWERS

The purpose of Amendment 0004 to Solicitation N00024-23-R-2245 is to:

a) Respond to questions submitted by potential Offerors;

1. The following questions were submitted by potential offerors. The Government’s response follows each question. Questions/Answers 009-019 are provided in this Amendment 0004.

Question 009: The Attachment J-2 DRL Section I ASME Y14.24 will greatly increase the cost of the Technical Data Package. Can the ASME Y14.24 requirement for all deliverables be removed?

Answer 009: ASME Y14.24 is a standard requirement across all programs and cannot be removed, its incorporation ensures a standard level of quality and consistency to the Technical Data Package.

Question 010: Attachment J-2 DRL DI-018 CONSTRUCTION DRAWINGS AND DOCUMENTATION requires “Drawings shall provide the design information necessary for installation, assembly, disassembly, repair and maintenance. The drawings shall reflect the end product and provide engineering data sufficient to support construction of the ship…” Are the required design information details only those explicitly required elsewhere in the details of the J-2 requirements?

Answer 010: No, there may be additional design information and/or details required beyond what is explicitly required elsewhere in the details of the J-2 requirements per DI-018 Block 4 Items 2 and 5. The drawings shall be sufficient to support construction, logistics, repair and maintenance in addition to the requirements of Attachment 1 to DI-018. Additional drawings may be required to support the design beyond those identified in Attachment 1 to DI-018.

Question 011: Since ASME Y14.24 is required, can it be assumed that the Attachment J-2 DRL DI-018 CONSTRUCTION DRAWINGS AND DOCUMENTATION Attachment 1 listed structural drawings are required to be exclusively of the ASME Y14.24 Arrangement type?

Answer 011: ASME Y14.24 is a required reference for DRLs. The type of ASME Y14.24 drawing required for each deliverable shall be determined based on the data descriptions provided in the J-2 and its attachments. The J-2 defines what data needs to be submitted for each DRL, the ASME references including Y14.24 provide the standard formats and requirements for submitting the described data. The applicable sections of the references will change based on the type of data required for each DRL.

Question 012: Do the PRR required Production Work Packages require compliance with any J-2 requirements?

Answer 012: The Request for Proposal states in Section C-3.042b, "At the PRR, the Contractor shall demonstrate sufficient design maturity has been achieved to start construction, the flow of production information will sustain production, and the status of material ordering and delivery will support the proposed build schedule. The Contractor shall identify any potential risk areas and shall explain the mitigation for each risk." In addition, when referencing Functional Design Completion, it states "These products and documents that comprise the Functional Design shall have a documented resolution to all comments related to contract compliance concerns. The associated DRLs shall be delivered no later than thirty (30) days prior to the commencement of PRR." Given that the DI items within the Functional Design Completion package required prior to PRR shall be compliant with the J-2 requirements, it would be in the contractors' best interest to supply the Production Work Packages in the same fashion. However, contractors' may use their best judgement in producing cost-effective Production Work Packages that demonstrate their designs' proficiency to the Government at PRR.

Question 013: Attachment J-2 DRL Section I required ASME Y14.100 Item Identification, Find/Part Numbers requirement, and Attachment J-2 DRL Section I require comprehensive Find/Part Numbers, will greatly increase the cost of the Technical Data Package. Can the TDP part numbers requirement be changed so that only part numbers established by commercial vendors for COTS equipment and valves are required in the TDP package?

Answer 013: Per Attachment J-2 DI-018 Block 4 Item 3, Find/Part numbers and other associated material information shall be provided on each drawing, as applicable. Items not provided with a part number (e.g. steel plate) would be provided with additional details, specifications and dimensions for identification and lifecycle referencing. ASME Y14.100 in conjunction with ASME Y14.24, Y14.34 and Y14.35 provide reference and standardization on this matter.

Question 014: Can the Government clarify whether the anchoring equipment shall be fully ABS-compliant (two anchors of required size and corresponding windlass(es) and chain) or if the single anchor equipment described on the Contract Guidance Drawings is acceptable? If a single anchor and accessories is acceptable, can NAVSEA provide the rationale for this arrangement?

Answer 014: The contractor shall design and install an ABS-compliant anchoring system aboard the MST.

Attachment J-1: Specifications: 260 ft Mobile Ship Target II, states in Section 042d, "7. Order of Precedence - In case of inconsistency between these Specifications and referenced documents, the following order of precedence applies:

A. These Specifications.

B. Other first-tier references.

C. Sub-tier references.

D. Contract Guidance Drawings."

Although the Contract Guidance Drawings reference the installation of a single anchor, the Order of Precedence stated within the J-1 maintains that ABS shall be used as the prevailing requirement for anchor system design.

Question 015: Can the Government confirm whether the MST will at times be anchored with containers fitted on the weather deck?

Answer 015: The MST is not intended to utilize anchors during mooring, operations, exercises, etc. However, during an emergency or unforeseen change in scheduling, anchors may be deployed at sea to ensure the vessel maintains its position. During such a scenario, it may be assumed that the container configuration fitted on the weather deck is that referenced in Attachment J-1: Specifications: 260 ft Mobile Ship Target II, Section 096b.

Question 016: Will the Government obtain a waiver for MST visibility arrangements to satisfy requirements from ABS or similar?

Answer 016: The Government acknowledges that the design of the control room/pilothouse and arrangement of containers located on the weather deck inhibit the visibility specification required by ABS MVR Part 3 Chapter 6 Section 1. The Government anticipates the need for an ABS waiver to satisfy visibility requirements. The Government has not required bridge wings to satisfy visibility requirements.

Question 017: To obtain a load line certificate, does the Government intend to obtain any waivers that may be required for the hull geometry depicted in the Contract Guidance Drawing Lines Plan (TDL-8001)?

Answer 017: The drawing package represents the Government's vision of the MST platform utilizing design aspects of the previous platform, augmented as documented by the Attachment J-1 Specifications. J-1 states, "Contract Guidance Drawings - A NAWCWD drawing identified as a "Contract Guidance Drawing" which illustrates function, performance and special features of the Target or its systems. A Contract Guidance Drawing does not necessarily depict, nor is it intended that it depict, all features and details of the systems and structures to which it relates." Furthermore, "Contract Guidance Drawings are primarily utilized to provide the contractor with information. Contract Guidance Drawings, when referenced, shall be utilized by the contractor as general guidance and reference." The Government acknowledges that aspects of the supplied lines' plan and hull design may or may not meet all J-1 requirements. It is ultimately the contractor's responsibility to deliver a complete, compliant hull shape that adheres to Attachment J-1, including Load Line Certificate requirements.

Question 018: Would the Government accept a replacement of Attachment J-1 245b Item 2 with the following:

"Propellers tolerance shall be in accordance with ISO 484-2 Class 2."

Answer 018: In establishing Attachment J-1, the Government anticipated propeller diameters to which ISO 484- 1 was applicable (> 2.5m). The primary objective of listing ISO 484-1 was not to preclude propeller diameters of 0.8m - 2.5m (applicability of BQ referenced ISO 480-2), but to establish propeller tolerance. As indicated in 245b.6, Propeller characteristics (including diameter) are to be determined by the Contractor. The Government's intent in stating ISO 480-2 was not to specify a propeller diameter but to achieve the solicitation performance objectives, as indicated within 245b.6.

Question 019: Would the Government accept a replacement of J-1 568a Item 2 with the following: "The design shall include one (1) or more roll stabilization tanks sized to maximize roll reduction in regular waves or swell without impacting the vessel principle dimensions, deck heights or quantity of internal subdivisions."

Answer 019: The Government acknowledges that vendor solutions may provide maximum theoretical roll reduction of 75% and 50% for regular and irregular waves respectively. The Government maintains this J-1 requirement, and encourages the contractor to provide roll reduction to the maximum extent plausible.
