About this file

This modification amends a solicitation for a multi-mission underwater breathing apparatus program. The Navy seeks to procure initial units and sustainment for closed-circuit mixed-gas diving systems to support explosive ordnance disposal divers. The amendment provides clarification on evaluation criteria and submission requirements, removes inapplicable clauses, and adjusts section references and attachments. Offerors must address all changes and are reminded that questions are due by July 24, 2021 to be answered prior to the August 9, 2021 proposal submission deadline. The opportunity aims to leverage industry expertise to meet critical Navy diving needs.

The solicitation states, "Prime Offerors shall ensure each cost-reimbursable sub-contractor includes a copy of DCAA's most recent review/approval letter as part of it's proposal detail."

If a small business (acting as the Prime contractor) issues a cost-reimbursable subcontract to a foreign subcontractor, is the foreign subcontractor required to have a DCAA or DCMA certified accounting system, or will an audit report from a foreign authority equivalent to DCAA be sufficient?

19 7/8/2021 RFP 41 3.2.2.5

The Government has expressed a desire to receive the TDP delivered under CDRL A022 with Government Purpose Rights or better.
