SUMMARY OF CHANGES
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
Instructions, Conditions and Notices to Bidders
1.0 GENERAL INSTRUCTION AND INFORMATION
Each Offeror shall prepare and submit a proposal that is sufficiently detailed and complete to demonstrate a comprehensive understanding of – and compliance with – all of the requirements of this solicitation. Proposals shall contain all of the information required by this solicitation and must encompass all of the line items set forth in Section B. Proposals shall be based on the requirements contained in this solicitation, including those documents, exhibits, and other attachments to the solicitation identified in Section J. FAILURE TO FOLLOW THE
INSTRUCTIONS OR CONFORM TO ALL REQUIREMENTS OUTLINED IN THIS SOLICITATION MAY
RESULT IN THE GOVERNMENT DEEMING THE PROPOSAL AS UNRESPONSIVE.
A proposal submitted in response to the solicitation must contain a complete description of all pertinent aspects of the effort proposed by the Offeror. Offerors shall not assume that previously submitted data or prior experience presumed to be known to the Government (e.g., previous projects performed for the Government) will be considered part of the proposal.
General statements such as, “the Offeror understands,” “the Offeror can or will comply with the requirements,” “standard procedures will be used,” “well-known techniques will be used,” or statements which merely paraphrase the solicitation in whole or in part do not constitute compliance with the requirements of proposal content.
In the event that any portion of the proposal is written by anyone who is not an actual employee of the Offeror submitting the proposal, the Offeror shall furnish a certificate attesting to this, which must be signed by an authorized official of the Offeror and shall indicate the person’s name, employment capacity, the name of this person’s firm, relationship of that firm, and which portion of the proposal was written by that person.
The Government will not entertain any proposed revisions to the terms and conditions contained in this solicitation submitted as part of Offeror’s proposals, including any attachment or exhibit referenced therein. Therefore, any offer that includes “redlines,” condition(s) of offer, or any other deviation from the requirements of the solicitation may be rejected by the Government.
Notifications regarding this solicitation will be made available only through beta.sam website at https://beta.sam.gov. From time to time, the Government may post additional information to the beta.sam website relating to this solicitation. It is the prospective Offeror’s responsibility to check the website for any such information.
1.1 Communications with the Government
Unless otherwise specified, the Offerors shall submit all communications regarding this solicitation via email to the cognizant Naval Sea Systems Command Contracting Officer and Contract Specialist, who are the sole Government points of contact for this acquisition:
1.1.1 Contracting Officer
Mr. Roy Williams roy.williams@navy.mil
1.1.2 Contract Specialist
Ms. Valeria Giberti valeria.giberti@navy.mil
1.2 Submission of Questions and Comments
Offerors may electronically submit questions requesting clarification of solicitation requirements using the Bidder’s Question Submittal Form (Attachment L-1). Offerors shall submit this form in the original, editable file format. Do not submit the form in Portable Document Format (PDF). To ensure that the context of the question is clearly conveyed, Offerors shall detail the applicable document name, document date or version, page, paragraph, clause or other specific citation to which the question applies.
Offerors shall submit comments, questions, or inquiries only to the Contracting Officer and Contract Specialist identified in this solicitation. Do not submit communications to any Government representative other than the Contracting Officer or Contract Specialist. Only questions transmitted electronically will receive a response. The Government is not obligated to respond to all submissions. Although every effort will be made, the Government makes no guarantee that all questions will be answered. No information contained in the answers to bidder’s questions shall supersede any information contained in the solicitation.
In the event that a prospective Offeror wishes to submit a comment or question that the prospective Offeror believes it addresses a subject that is specific or proprietary to the Offeror, then the Offeror shall mark the question accordingly on the submission form and provide justification to support its assertion. If the Government concurs with the assertion that the question contains proprietary content, the Government will respond only to that prospective Offeror. If the Government does not concur, it will inform the submitting prospective Offeror and will not provide any further response. The prospective Offeror may resubmit the question without the proprietary information, or provide further justification of the Government’s consideration.
The deadline for receipt of questions is 20 calendar days after solicitation date listed in Block 5 of the SF 33. Any questions received after this date may not be answered prior to receipt of proposals.
UNDER NO CIRCUMSTANCES SHALL OFFERORS SUBMIT CLASSIFIED QUESTIONS. In the event classified questions are received, the Government will not respond.
Please note that pursuant to FAR 52.215-1, the Government intends to award contract(s) based upon the initial proposals. Therefore, the Offeror’s proposal shall contain the Offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Procuring Contracting Officer (PCO) determines them to be necessary. If discussions are held, Offerors selected to participate in the discussion shall be advised of weaknesses, deficiencies and risks in their proposals as well as adverse past performance ratings to which the Offeror has not had an opportunity to respond. Offerors shall be offered a reasonable opportunity to correct or resolve such weaknesses, deficiencies, and risks and to submit such technical and cost information, or other revisions to their proposals, that may result from such discussions. At the end of discussions, if they occur, the Government will request Final Proposal Revisions (FPRs) from all Offerors still within the competitive range. If it is determined that an Offeror is no longer in the competitive range they will not be given an opportunity to submit an
FPR.
2.0 PROPOSAL PREPARATION REQUIREMENTS
Offerors shall carefully read the proposal preparation requirements outlined in this section. If any aspect of these instructions require clarification, the Government encourages Offerors to submit an inquiry using the process outlined in paragraph 1.2 of this section.
2.1 Proposal Guidelines
The completion and submission to the Government of an offer shall indicate the Offeror’s unconditional acceptance of the terms and conditions in the solicitation.
Offerors shall take care to submit a legible, neat, orderly, concise and comprehensive proposal. Descriptions within each section of a proposal should be self-contained so as to minimize the need to refer to the other sections of the proposal. Where the need to refer to other sections exists, such references must clearly identify the applicable page and paragraph number. The Government is not responsible for locating missing or improperly referenced data.
Elaborate brochures or artwork, or expensive visual or presentation aids beyond those sufficient to present a complete and comprehensive proposal are unnecessary.
UNDER NO CIRCUMSTANCES SHALL OFFERORS SUBMIT CLASSIFIED INFORMATION. In the event classified information is found anywhere within sections of the proposal, the proposal will be collected and destroyed and will be determined to be non-compliant.
2.2 Proposal Structure and Page Limits
In presenting material in these volumes, Offerors are advised that the quality of information is significantly more important that quantity. In this respect, the page limitation must be strictly observed. It is not necessary to supply the maximum number of pages allowed for each volume; fewer pages may be submitted. Offerors shall organize proposal content sections using index pages with clear cross-referencing to the table of contents. All pages are to be numbered sequentially and indexed pages are to be used for chapter breaks. It is not acceptable to restart numbers in subsequent chapters within the proposals. A date shall be placed on each page of the proposal corresponding to the date of the initial proposal. Any pages that may be revised as a result of discussions (if required) shall contain revision numbers and dates.
Electronic proposal submissions and supporting information shall be submitted via DoD Secure Access File Exchange (SAFE) suitable for reading on a standard PC. All view graphs shall be in Microsoft PowerPoint 2016.
All spreadsheets or mathematical computations (cost data) shall be in Microsoft Excel 2016 format and shall be working versions, including formulas and computations. For Volume II (Past Performance), each of the past performance submissions (maximum of 3 total) shall be no more than 5 pages (total maximum of 15 pages).
Every paragraph, figure, and table shall be numbered.
Pages in excess of the page count limitation will be removed prior to the evaluation. If the proposal exceeds the page limit identified in the table above, the Government will remove all pages exceeding the specified page count from the back of the substantive proposal volume (not the appendices or any other content excluded from the Volume I – Technical Proposal page limitation) prior to the evaluation of the proposal and those removed pages will not be reviewed or evaluated. Pages will not be removed from the index or from any appendices provided at the back of the proposal. Proposal material shall be presented on double-sided pages only and in a single column on each page (refer to Section I, FAR 52.204-4). Each double-sided page counts as 2 pages.
Offerors shall structure proposal submittals such that the required content is organized as follows:

Offerors shall address their package with the RFP number and Offeror’s company name. Offerors shall click the “Confirm Delivery” button within the DoD SAFE app in order to receive a confirmation of pick up by the Government. The DoD SAFE system records the time that files are submitted for transmission. Offerors are responsible for ensuring that they drop-off their proposal and generate a drop-off time prior to the proposal submission date and time. In the event of a dispute of proposal time submission, the pick-up e-mail with the system generated drop off time within the body of the e-mail shall serve as the official time that the proposal was submitted to the Government. Late proposal submissions will be handled in accordance with FAR 52.215-1.
In the rare event the DoD SAFE portal is down or inaccessible, an Offeror shall immediately notify the cognizant Contracting Officer for the solicitation via e-mail prior to the solicitation closing date and time. The Offeror shall also contact the DoD SAFE helpdesk to register a help ticket/notice that the portal is down or inoperable prior to the closing time and date. In the rare event of a portal malfunction, arrangements must be made with the Contracting Officer cognizant for the solicitation prior to the solicitation closing date and time in order to submit a proposal electronically outside the portal. Failure to submit a complete proposal prior to the solicitation closing date and time may render the proposal late and unacceptable.
3.0 PROPOSAL VALIDITY
Proposals in response to this Solicitation shall be submitted to the Government no later than the time specified in Block 9 of the SF 33 and shall remain valid for 180 days after the due date for receipt of proposals. “Local time” shall refer to the time zone for Washington, D.C.
