Company Question/Concern/Comment Response VT Group Request to release section L&M to truly understand the scope and requirements of the solicitation.
Sections L&M will be provided with the final solicitation.
Asset Didn't see PEO SUBS or NAVAIR represented - is NUWC heavily involved in this effort?
After installation, typically there are problems that are discovered - so question was geared towards issues that may arise on the SUBS or NAVAIR portion of the systems.
Alignment and coordination with PEO SUBS and NAVAIR occurs in the early development stage.
Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) is our Technical Direction Agent (TDA) and is involved in those actions which are not part of this solicitation.
NUWC is not heavily involved in this contractual effort. Post-installation support for open actions are included in the Statement of Work (SOW) as "space close out support" . NUWC and NAVAIR would address any issues found affecting their equipment via separate contracts actions.
Leonardo DRS Section 1.0, paragraph 2 of the SOW states: "These efforts share a shipping, receiving, and storage infrastructure as well as the SFRF." Is the government setting a requirement with this statement to set up all of these items within one location?
The facilities are not requriec to be co-located. Details will be released in the RFP.
Ultra Electronics Is there an expectation to have SIPR in place at the time of bid and award (four months?)
because historically, that is not enough time to get SIPR set up within a space.
Section 9.1 of the SOW has been updated from "Support requires uploading and gathering data from classified DoD systems to include SIPRNet and establishment of SIPRNet shall be required within nine (9) months of contract award." to "Support requires uploading and gathering data from classified DoD systems to include SIPRNet and establishment of SIPRNet shall be required within 16 months of contract award."
Company Question/Concern/Comment Notes/Response How would a business with 50 employees support the DoD in this effort? The Small Business Innovation Research (SBIR) and Small Business Technology Transfer
(STTR) programs are programs that encourage domestic small businesses to engage in Federal Research/Research and Development (R/R&D) with the potential for commercialization. Also SeaPort-NxG MAC is a great place for a small businesses to look at opportunities for awards. The SeaPort contract is a MAC IDIQ with rolling admissions for MAC-holders and opportunities are competed vice sole source.
How does the NAVSEA make a decision on sustainment for these parts? - lots of parts, cables, etc. How does NAVSEA make a decision to push to DLA or ask the OEM to do it.
Would you ask LM for the spares or is it in the contract that if the OEM isn't interested then is the option that it goes to DLA? How is this decision made?
How is determination made? And how is a determination made on the requirement?
In general, the government orders from the OEM or previously known and proven vendors for build to print parts, and orders from the Commercial Off the Shelf (COTS) vendor for commercial parts. Spares requirements are determined through Reliablity Based Sparing analysis for pre-fielded systems and quarterly demand actual data for fielded systems. NAVSUP/DLA procures all spares after Material Support Date (MSD) is achieved which is usually after completion of the second installation.

The Statement of Work (SOW) discusses repair, assembly, refurb - would request there is access to the TDP. Providing can help us develop the best response.
The system Technical Data Package (TDP) is used to create the Ship Installation Drawings (SIDs) and the SIDs will be provided to all Offerors with the sample task provided in Section L of the solicitation. All TDPs will be available to the awardee. The government is looking to ensure that responders have the ability to perform repair, assembly and refurbishment as needed.
Can the Government clarify whether they require or desire more advanced training capabilities beyond what is delivered under the current contract?
The government is looking for progressive, meaningful content and wants industry to bring their solutions forward within their proposals.
Product development schedule with CDRL A001 in the draft - if this is part of the solicitation, can we be provided this schedule?
SOW Section 3.1 Product Schedules has been updated to clarify that Attachment J-5 be can used as a guide for the contractor to deliver CDRL A001.
Regarding the Consolidated Depot Management Plan, is there anything the government can release prior to award that will help offerors understand what is currently being done and write to the best response?
The government plans on providing the depot management plan as an attachment to the solicitation.
Request the TDP and network configuration documents to help inform the proposal. The system TDP is used to create the SIDs and the SIDs will be provided with the sample task provided in Section L of the solicitation. The network diagram is not required to respond to the sample task. TDP and network configuration documents will be made available to the awardee. The TDP is utilized to create the SIDS which will be provided in support of the samle task.
Page 37 paragrah 17 of the draft solicitation states "Contractor shall update and maintain training systems until transferred to the center for combat systems." Please provide detail of how long this needs to take place before transfer.
SOW Section 4.6 Tactical Training Equipment Systems Support will be updated to indicate that the contractor shall support the trainers for 18 months.

Are there innovations that the Government is looking for or a space for innovative work that small businesses can do?
The government is open to ideas for innovation from industry, including ideas that reduce cost, or have a novel methodology. There is opportunity for innovation in all areas of the SOW. Section L provides instruction on where offerors can discuss capability.
Is the training scope for the operator or the maintainers? Both - SQQ89 (and associated components) and acoustics training (new operators) scope is for all operators and the maintainers. The subject effort will include transitioning the training from one location in San Diego, CA to a number of locations across the fleet to ensure sailors can access at all ports. The training scope is addressed in the Statement of Work.
Interested in cloud technologies - specifically secret cloud development to help with training distribution?
The school house at Fleet Anti-Submarine Warfare Training Center (FLEASWTRACEN) PAC has been fully virtualized and we're delivering virtual training to the fleet operators.
Paragraph 4.2 of the SOW requests that cirriculum be developed in accordance with DoD Instruction 1322.26 for Distributed Learning.
What are your biggest product support challenges - especially for a small business to help innovate on the non-ILS side?
The biggest support challenges include predictive failure analysis, effective I-level training for the RMCs, efficient distance support tools. Some of these efforts are currently being worked through Small Business Innovation Research (SBIR) programs and Broad Agency Announcement (BAA) contracts.

Company Question/Concern/Comment Response What are the biggest concerns/challenges you foresee with transitioning the prime? One concern is continuity of efforts. The School House is open 24 hours a day/7 days a week (4500 students), so those students and that process has to continue in order to keep the fleet sustained with operators (new and modernization training). This is a 365 days a year - 24/7 service and the fleet is not shy with providing feedback.
The fleet will expect the installation, training, and logistics support efforts to continue uninterrupted throughout the transition. Additionally, the fielding schedule is always fluid. The government plans to award unclassified LOE work on day one. The incumbent may be required to continue working classified items during a transition period while the awardee gets their facility certified for classified processing. Transition of material to new facilities, or transition of lease agreements to the awardee while continuing to ship and receive material on a daily basis. The pace is always moving.
Getting through all delivery, testing, and installation while transitioning to a new prime contractor.
Is Train the Trainers lecture-based or labs-based? There are labs as well as lectures at the School House in San Diego. Labs run 24/7. The Statement of Work will be updated to clarify this requirement.
Is PMS 339 involved in training as well? PEO IWS 5 Center for Surface Combat Systems (CSCS) and or PMS 339 is involved in this training process as noted in SOW paragraph 4.6.
Is innovation in training delivery an interest of this effort? (gameification) Yes. Gameification is huge right now and a focus for the future as long as it can be delivered in accordance with the SOW.
Is there a provision to facilitate NDAs, so that we can have access to TDPs prior to solicitation in order to more accurately inform our proposal? VTG has experience in this process for other efforts.
A sample task has been created and incorporated in Section L to focus on ensuring offeror's knowledge of the process, therefore the TDP is not required.
CPIF CLIN with emphasis on cost savings. How do you characterize cost savings?
So each installation is a task order at the SLIN level?
The government has changed the contract type for CLINs X007 to CPFF Completion from CPIF Completion.
Concerned with planning A-90 (LLM buys, etc.), so making sure there is ample time before the avail starts
The government intends for there to be sufficient time for planning A-90. Requests for proposals will be sent to awardee for the remaining installations based on the fielding plan which will be provided as GFI.

There is an additional procurement for SW/HW development for SQQ-90. What is the connection to that announcement and this one if at all?
There is no connection between the SQQ-90 announcement and this solicitation.
Not too in-depth on what the steps taking place are, but Red Hat takes the open source process and modifies it to ensure it's secured.

The government indicated this would be Best Value Trade-off. Does the government anticipate that the evaluation criteria will reward offerors for innovative approaches that improve performance, reduce timelines and lower cost?
The best value proposal will be selected using a tradeoff process, as defined in FAR 15.101-1, which permits tradeoffs among cost and non-cost factors. Accordingly, the Government may accept other than the lowest cost proposal where the perceived benefits of the higher cost proposal merit the additional cost. Conversely, the Government may select a lower-cost, lower rated proposal if the Government determines that the premium associated with the higher-rated proposal is not justified.
Does the government plan to include a requirement for transition in the SOW or Section L/M? If yes, will offerors be required to propose associated labor hours/costs and will transition costs be included in the Total Evaluated Price?
Yes the requirement for a transition plan is included in section L/M. Requirements of this Plan will be incorporated in section L/M contained in the final solicitation.
Please clarify how the LOE will be determined and administered after award. In accordance with (IAW) note "E", is it the government's intent to issue Technical Instructions (TI) which the contractor will price. Will the resulting negotiated LOE become the basis for cost baselines, fee pools, and incentive fee on each TI?
Level of Effort (LOE) will be determined by the scope identified within the Technical Instruction (TI) after award. The awarded cost, fee, and hour ceilings for CPFF CLINS dictate the hourly rate and fixed fee paid per hour for each TI.
Please clarify the Incentive Fee Plan. Will the government confirm that target cost/hour (rate) for CLINS 0004, 1004, 2004, 3004 and 4004 will be calculated on a per TI basis, using the labor mix proposed for each TI versus the labor mix for the overall CLIN? This will provide offerors with a fair target rate for each TI, upon which to calculate the incentive fee.
The government has changed the contract type for CLINs X007 to CPFF Completion from CPIF Completion.
Please confirm that the government will pay for compensated overtime worked by personnel exempt from the Fair labor Standards Act (FLSA) for hours worked in excess of 40 in order for such hours to count towards the LOE.
Please advise if any pre-authorization is required, or if it is up to the contractor to manage to the proposed LOE.
As the contract type is CPFF, allowable direct costs for LOE can be invoiced, therefore every allowable hour worked will be paid. However, IAW 52.222-2 Payment for Overtime Premiums no overtime premium will be allowable. Therefore, an hour of overtime and an hour of regular time invoiced shall incur the same fixed fee. Regarding the authorization of work exceeding 40 hours per FTE, direction of required work will be included through bi-laterally signed Technical Instructions, any increase to the agreed upon rough ordering magnitude would require notification to the government, revision to the Technical Instruction if increased hours are authorized and at times an increase to the available funding on SLINS.
IAW FAR 15.404-4 "Profit" para C.(4)(i)(C), "fee shall not exceed 10 percent of the contract's estimated cost, excluding fee." It is in the Government's interest to offer contractors opportunities for financial rewards sufficient to stimulate efficient contract performance, attract the best capabilities of qualified large and small business concerns to Government contracts, and maintain a viable industrial base. Will the government consider removing the fee limitation of 8%.
The government will review the RFP and provide final determination upon solicitation release.
Given the large amount of material, spares and TTE, will the government consider allowing fee on these CLINs? The opportunity to earn fee on material, spares and TTE will reduce fee dilution and may result in an increase in competition. Several agencies such as the Naval Undersea Warfare Center and NIWC LANT have recently issues RFPs with large amounts of material/ODC and where fee is allowed on material.
There will be no fee on these CLINs.
Has the government included transition labor hours in the Staffing Matrix? Yes, transition labor hours are included in the Staffing Matrix.
Will the government be providing labor category descriptions and qualification requirements for the labor categories identified in the mandatory staffing plan or will offerors be required to submit them as part of their proposal. If not provided, or required to be submitted by offerors, how will the government evaluate competing staffing plans?
Yes the government will be providing labor category descriptions and qualification requirements.
Does the government anticipate overtime will be required on the shipboard Installation CLIN, and if so, how will that be accounted for?
Installations will be negotiated individually and the requirements for each installation may vary. Please explain why BLS occupation codes are provided. Will the BLS wage data be used for realism and/or reasonableness analysis?

Are offerors to bid on the job descriptions provided in the BLS? If so, are offerors to account for various skill levels (e.g. Jr, Journeyman, Sr, Expert) within these descriptions or will they be provided by the government? How will the government evaluate the education and experience requirements that are necessary for the effort required in the
PWS?

The government has provided codes that appear to reference Department of Labor (DoL) Wage and Hour Division, Code of Federal Regulations (CFR) part 541 DEFINING AND DELIMITING THE EXEMPTIONS FOR EXECUTIVE, ADMINISTRATIVE, PROFESSIONAL, COMPUTER AND OUTSIDE SALES EMPLOYEES. Is it the government's intent to direct the offeror that LCATs with this reference are exempt from the FLSA?
