About this file
This Request for Proposal (RFP) solicits Industry Studies for the Next Generation Logistics Ship (NGLS). The Navy seeks multiple Firm Fixed Price contracts for concept designs to assess affordability and identify cost-effective solutions by leveraging existing ship designs where possible. Industry Studies will examine cost tradeoffs of potential mission features and characteristics to inform a future System Specification. Envisioned as a family of vessels, NGLS would conduct logistics missions to rearm, refuel, and resupply near contested environments, augmenting Combat Logistics Force ships. Designs must be classed by ABS Marine Vessel Rules and equipped with cranes, replenishment gear, and cargo/ordnance areas. To ensure affordability consideration, contracts will only be awarded to shipyards capable of NGLS construction as prime, subcontractor, or team member. The Naval Sea Systems Command intends to issue this open competitive RFP during 2QFY21. Proposals are due by June 30, 2021 with anticipated 8-month period of performance.

The following have been modified:
SECTION L - INSTRUCTIONS
Section L - Instructions, Conditions and Notices to Bidders
SECTION L
L.1. ADDITIONAL INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS
L.1.1. GENERAL
Offerors shall submit the proposal by 1300 Eastern Time (ET) on 30 June 2021 to the point of contacts (POCs) listed in below.
Roxie Thomas - roxie.thomas@navy.mil AND
Heather Glovinsky - heather.e.glovinsky@navy.mil
(a) Due to ongoing restrictions resulting from the global COVID-19 pandemic, hand delivery of proposals is not possible at this time to the Washington Navy Yard.
Offerors are instructed to submit their proposal electronically via the DoD SAFE application located at https://safe.apps.mil.
(b) In order to submit your proposal through this site you must be invited to do so from the Government. Offerors wishing to submit a proposal in response to this notification shall notify the Contracting Officer and Contracts Specialist noted as points of contact on this solicitation no later than three business days prior to the proposal deadline of this solicitation and no earlier than 14 calendar days prior to the proposal deadline. The Offeror shall provide their name and e-mail as contact information so the Government can generate a pick-up request from the
DoD SAFE application to be sent to the Offeror, which is valid for 14 calendar days.
(c) Offerors shall address their package with the RFP number and Offeror’s company name. Offerors shall click the “Confirm Delivery” button within the DoD SAFE app in order to receive a confirmation of pick up by the Government. The DoD
SAFE system records the time that files are submitted for transmission. Offerors are responsible for ensuring that they drop-off their proposal and generate a drop-off time prior to the proposal submission date and time. In the event of a dispute of proposal time submission, the pick-up e-mail with the system generated drop off time within the body of the e-mail shall serve as the official time that the proposal was submitted to the Government. Late proposal submissions will be handled in accordance with FAR 52.215-1.
mailto:roxie.thomas@navy.mil mailto:%20heather.e.glovinsky@navy.mil%20l
(d) Submission of e-mail offers is not authorized for this solicitation. DoD SAFE
Site is the only acceptable method of submission.
(e) It is an Offeror’s responsibility, when transmitting its proposal electronically, to ensure the proposal’s timely delivery by transmitting the proposal sufficiently in advance of the time set for receipt of proposals to allow for timely receipt by the agency.
(f) The Offeror shall submit all information required by this solicitation. Failure to comply with the terms and conditions of this solicitation may result in the Offeror being removed from consideration for award. The Offeror’s proposal shall be based on the requirements contained in the solicitation (including those documents, exhibits, and other attachments to the solicitation identified in Section
J). Offerors are required to submit a proposal encompassing all items listed in
Section B herein.
Multiple proposals are not acceptable from the same Offeror. Each Offeror shall submit one proposal which represents their best approach to meeting the requirements of the solicitation. Because affordability, cost-tradeoffs, and impacts of potential requirements are a fundamental part of the Industry
Studies, these contracts will require a domestic shipyard that can construct the NGLS ship. Therefore, the resultant Industry Studies contract(s) for this solicitation will only be awarded to a shipyard as the prime contractor or to an offeror with a shipyard as a sub-contractor or team member.
L.1.1.1. The solicitation, solicitation-related information and amendments will be made available through the internet at:
https://www.beta.sam.gov
L.1.1.1.1. The solicitation and related information will be listed under the solicitation number and can be downloaded directly to a workstation.
L.1.1.1.2. Offerors are hereby notified that from time to time, the Government may post additional information to the website relating to this solicitation (e.g. responses to questions, amendments, etc.). It is the Offeror’s responsibility to check the website for any such information.
L.1.1.2. The Government does not anticipate that any classified data will be generated or submitted under this effort. However, if the Contractor believes that the submission of any classified data would best meet the requirements delineated in this Statement of Work and under any resulting data deliverables, the Contractor shall contact the Procuring Contracting
Officer (PCO) for further direction before submitting any classified data.
L.1.1.3. Submission of Bidder’s Questions
All questions should be submitted by 2:00 ET on 26 MAY 2021 to allow the Government adequate time to issue responses to all Offerors prior to the date and time set for receipt of proposals. Questions submitted via e-mail must use the subject line: N00024-21-R-2201
NGLS BIDDER’S QUESTIONS. Questions should be emailed to heather.e.glovinsky@navy.mil and christopher.paulus@navy.mil. The Government will continue to accept questions up to one week before the closing date and time of the solicitation; however, time may not permit responses to be issued prior to proposal receipt.
Failure of the Government to answer questions received after the 26 MAY 2021 will not constitute a reason to extend the due date of the proposal.
It is the Government’s intention that questions and responses will be posted as amendments http://www.beta.sam.gov/ mailto:heather.e.glovinsky@navy.mil mailto:christopher.paulus@navy.mil to the solicitation, visible to all Offerors, at the beta sam website, https://www.beta.sam.gov.
Although every effort will be made, the Government makes no guarantee that all questions will be answered. No information contained in the answers to bidder’s questions shall supersede any information contained in the solicitation (including amendments). No bidder’s question submitted shall contain proprietary information.

Data previously submitted, or presumed to be known (e.g., data or services previously submitted or performed for the Government), cannot be considered as part of the proposal unless physically incorporated into the proposal. Failure to conform to all requirements of this solicitation may form the basis for rejection of the proposal.
L.1.3.4. Each volume of the proposal shall be written to the greatest extent possible on a stand-alone basis so that its content may be evaluated with a minimum of cross referencing to other volumes of the proposal. Information required for each Evaluation Factor, which is not found in its designated volume, will be assumed to have been omitted from the proposal.
Cross referencing within a proposal volume is permitted where its use would conserve space without impairing clarity. All cross references shall be cited.
L.1.3.5. A legible, neat, orderly and comprehensive proposal is required. Unnecessarily elaborate brochures or other presentations beyond those sufficient to present a complete effective response to this solicitation are not desired and may be construed as an indication of the Offeror’s lack of conscientiousness.
