About this file
This document provides details on a federal solicitation for the USS STOUT (DDG 55) Docking Selected Restricted Availability (DSRA). The Naval Sea Systems Command seeks to execute the FY21 availability for the USS STOUT, which includes maintenance, modernization, and repair services. Offerors must have facilities capable of pier work for an Arleigh Burke-class ship and resources to complete, coordinate, and integrate multiple areas of ship maintenance and repair. The solicitation will not be set aside for small businesses due to the complexity, magnitude and duration of the requirement. Interested parties must register in SAM and monitor beta.SAM.gov for release of the solicitation and amendments. While most attachments will be posted to beta.SAM.gov, certain pricing and technical documents require a written request. The Navy anticipates a single award by October 2020 for work to be completed between January 2021 and January 2022 at a contractor's East or Gulf Coast facility.

| 91 | Attachment S-4 | Solicitation Section L | Factor 2, Emphasis Area A, Paragraph 1(a) states: | S-4 | (a) Provide a completed Manpower Performance Data Sheet, (Attachment S-4) in Microsoft Excel in the format provided in this solicitation for all projects, including all discrete commercial, ship repair and new construction projects, that are completed, on-going or proposed (including the proposal for the USS STOUT) between the first week identified in Attachment S-4 and the Contract Complete Date of this solicitation. This shall capture all work within the shipyard and the local Naval Station, if their shipyard is within the homeport fleet concentration area. |
i. For each project, provide the Full-Time Equivalent (FTE) information requested on a week-by-week basis (week-ending) over each project’s duration, from the Avail Start and Actual / Forecast Start Dates to the Contract Completion and Actual / Forecast Completion Dates.
Question: The first week identified in Attachment S-4 is the first week of 2018. Is the intention that Offerors provide the S-4 data for all discrete commercial, ship repair, and new construction projects from January 2018 until the Contract Complete Date of this solicitation (January 14, 2022)? If a project is ongoing in January 2018 but started prior to that date, is the data from the Project Start date to January 2018 required to be included as well?
Please revise this requirement to state, “Provide a completed Manpower Performance Data Sheet, (Attachment S-4) in Microsoft Excel in the format provided in this solicitation for all projects, including all discrete commercial, ship repair and new construction projects, that are completed, on-going or proposed (including the proposal for the USS STOUT) between the week ending 20 May 2019 and the Contract Complete Date of this solicitation.
| Attachment S-4 (REV1) has been updated to include new dates. These dates reflect a request for information in accordance with Factor #2 a.1 | |||||
| 92 | Attachment S-4 | Solicitation Section L | Factor 2, Emphasis Area A, Paragraph 1(a) states: | S-4 | Data shall be current as of the last date identified in Attachment S-4. |
Question: The last date identified in Attachment S-4 will be a date in the future, at a minimum, the Contract Complete Date of this solicitation. Data cannot be current as of a future date. Please revise this requirement to state, “Data shall be current as of the week ending 29 May 2020.”
| Attachment S-4 (REV1) has been updated to include new dates. These dates reflect a request for information in accordance with Factor #2 a.1 | |||||||
| 93 | Attachment S-4 | S-4 | Attachment S-4 provided with this solicitation is not using the most recent updates/corrections to this form as provided on recent NAVSEA solicitations. This includes the addition of tabs for the provision of trade manning and manpower conversion information. The fields in columns C and E of the Total Manpower tab were also updated. Please provide a revised/updated S-4. | Attachment S-4 (REV1) has been updated to include new dates. These dates reflect a request for information in accordance with Factor #2 a.1 | |||
| 94 | Attachment S-4 | S-4 | Several parts of the Section L requirements for attachment S-4 described in Factor 2 (a) (1) are not consistent with the requirements in recent NAVSEA solicitations and/or do not provide reasonable guidance. 1) Recent solicitations have requested historic numbers back to the week ending 20 May 2019. This Section L requests information back to the "first week identified in Attachment S-4", which is January 2018. This would be providing data more than three years prior to the start of this availability which is unlikely to be informative on how a company plans to provide manpower in 2021. Suggest either being consistent and entering the same 20 May 2019 date in Section L or revise attachment S-4 to commence with this week. Gathering information to be entered into attachment S-4 is very labor intensive and we ask that no more information is requested than is needed to properly evaluate proposals; 2) Section L also states that "Data shall be current as of the last date identified in Attachment S-4." Since attachment S-4 runs out to December 2022, it is not possible to provide data that is current as of a date more than 2.5 years into the future. Recent NAVSEA solicitations appear to have set this "current as of" date around the solicitation posting date. Please clarify. | Attachment S-4 (REV1) has been updated to include new dates. These dates reflect a request for information in accordance with Factor #2 a.1 | |||
| 95 | SOLICITATION | II. A. | 169 | Errata 1 | Contractor has received Errata 1 today with changes to ~50 items. There are answered questions and additional references that need to be downloaded, distributed and reviewed for inclusion in the pricing. This churn will adversely affect our ability to meet the due date as we distribute the changes to our subcontractors and material vendors. Many of these subs are small businesses with limited resources, and we need time to receive their pricing and evaluate to ensure we submit our best proposal to the Government. . Please consider an extension of the bid date to July 22, 2020. | The Government does not concur at this time to an extension to the proposal submission date of 29 Jun 2020 for the USS STOUT DSRA. | |
| 96 | Section L | 2.a.1.a | An amendment received after the bidder question deadline changed the requirement for S-4 data to be current as of the week concluded 19 June 2020. The data will not be internally processed and available until just a few days before the 29 June 2020 proposal deadline. Please either make this requirement for data to be current as of an earlier week or extend the proposal due date one week to 7 July 2020. | The Government does not concur at this time to an extension to the proposal submission date of 29 Jun 2020 for the USS STOUT DSRA. |
