(2) The Offeror shall provide three (3) Manpower Curves (Project in FTE) representing the EAC and

Actual / Forecasted Start & Completion Dates of each project represented in Attachment S-4, as described herein. Offerors shall clearly delineate prime and subcontractor FTE, even though this is not a requirement of Attachment S-4. Remaining options must also be represented and clearly distinguished from currently authorized work. Growth options shall be totaled for each set of project curves required and displayed as a single curve within each chart. The offeror shall provide horizontal lines across each curve to identify the FTE employed by the offeror, the FTE provided through subcontractors and the FTE provided through temporary labor. The three (3) Manpower Curves (Project) are as follows:

a) The total FTE resources required to complete the proposed availability.

b) The total FTE resources required to complete 1) this proposed Availability, plus 2) work the

Offeror currently has under contract. This shall be represented by multiple stacked curves each representing an individual Availability. Each ship Availability shall be labeled by hull number.

c) The total FTE resources required for all projects completed, awarded, on-going, or proposed, as provided in Attachment S-4. This shall be represented by multiple stacked curves each representing an individual availability. Each ship’s availability shall be labeled by hull number.

(3) The Offeror shall provide three (3) Manpower Curves (by Trade in FTE) representing the EAC and Actual / Forecasted Dates of each project resented in Attachment S-4 ,as described herein.

Remaining growth options are not required to be provided for trade-level manpower curves. The offeror shall provide horizontal lines across each curve to identify the FTE employed by the offeror, the FTE provided through subcontractors and the FTE provided through temporary labor.

The three (3) Manpower Curves (Trade) are as follows:

(a) The trade FTE resources required to complete the proposed availability. This shall be represented by multiple stacked curves, each representing an individual trade. Each trade shall be labeled.

(b) The trade FTE resources required to complete 1) this proposed Availability, 2) plus work the

Offeror currently has under contract. This shall be represented by multiple stacked curves each representing an individual trade. Each trade shall be labeled.

(c) The trade FTE resources required for all projects completed, awarded, on-going, or proposed as provided in Attachment S-4. This shall be represented by multiple stacked curves each representing an individual trade. Each trade shall be labeled.

(4) Offerors shall provide a narrative, not to exceed 25 pages:

(a) That supports the extent to which the Offeror has provided the planned man days, both prime and subcontractor, necessary to complete all their current projects, including all discrete commercial, ship repair and new construction projects, completed within their proposed shipyard and within the local Naval Station, if their shipyard is within the homeport area of fleet concentration area. As part of their narrative, Offerors shall provide:

(i) A root cause analysis of any shortfalls in the completion of production man days to schedule and inefficiencies in the amount of man days actually required to complete the man days budgeted for that work, as identified in the data submitted in Attachment S-4.

“Shortfalls” are defined as cumulative actual man days completed (ACWP) less than baseline man days planned (BCWS). “Inefficiencies” are defined as cumulative actual man days completed (ACWP) less than the cumulative baseline man day budget for that work completed (BCWP).

(ii) An explanation of the mitigations implemented and planned to resolve those shortfalls and inefficiencies on the solicited availability, a timeline of their implementation, and a quantified explanation of their observed or expected effectiveness.

(iii) An explanation of how the Offeror will provide the proposed manpower resources to complete the solicited availability, accounting for:

a. the Offeror’s current manpower resourcing performance as shown in the Offeror’s current Attachment S-4 Manpower Plan to Actual Data Sheet.

(b) Corresponding to the curves (total) and (trade), provided in response to Factor 2, Emphasis

Area A, Manpower, paragraphs (2) and (3), outline how the Offeror will achieve proposed manning levels via overtime, additional hiring actions, utilization of subcontractors, or the utilization of temporary labor (if applicable).
