Text version

The Naval Sea System Command (NAVSEA) is hereby issuing a RFI on behalf of the Support Ships, Boats, and Craft Program Office (PMS 325), to assist in informing the procurement strategy phase to recapitalize Yard Repair, Berthing and Messing (YRBM) berthing barges. These craft are currently in use by U.S. Fleet Forces Command and Pacific Fleet Command. Design and construction of one craft will be awarded initially, with options for nine additional craft. The RFI responses will assist NAVSEA in developing and further defining future procurement and acquisition strategies. RFI responses will also serve as a means for shipyards to communicate their design and construction capabilities. Please note that only shipyards located in the U.S. will be eligible to submit a proposal should an RFP be issued for YRBM. This is an update to the Industry Day announcement that was posted on beta.sam.gov by NAVSEA on 17 September 2020, and is included herein as Attachment 1.

The Government is investigating increasing the total quantity of YRBM barges from the original six (6) to ten (10). To accommodate that update, the Government anticipates the following construction profile in the table below. The timing of exercising contract options may be consistent with the construction profile or may be arranged to award options much earlier than the planned. If the options are awarded earlier than planned, the start of construction for each applicable vessel may be phased to support the notional schedule below.

The Contractor shall successfully complete a Production Readiness Review (PRR) prior to the Contracting Officer authorizing Start of Construction for each of the first three vessels awarded. Start of Construction is defined as the commencement of steel-cutting for the craft. The purpose of the PRR is to demonstrate to the Government that proper management, engineering, and production requirements are adequately defined and implemented and that design maturity supports initiation of the construction phase.

Updated Notional YRBM Construction Schedule

*Note: YRBM 66 is intended for a separate end-user and is anticipated to be awarded in FY 24.

The Navy is requesting information from shipyards and boat builders capable of constructing the craft described above and in Attachment 2 Draft YRBM RFP, to include:

· Feedback on the ordering and construction schedules, including the completion of PRRs prior to start of construction.

· The shipyard’s capacity to build the quantities of YRBM barges per year as indicated in the above ordering schedule.

· Description of shipyard’s small business and socioeconomic status Responses to this RFI or questions regarding this RFI should be e-mailed to Liam O’Neill, Service Craft Project Manager, PEO SHIPS PMS 325T at liam.p.oneill2@navy.mil and Deborah Baravik, NAVSEA Contract Specialist at deborah.baravik@navy.mil. The response file shall be in PDF format, with file name including the solicitation number and your company name. Responses are requested by 19 February 2021. Submissions may be accepted after this date, but feedback may not be as timely or contribute to NAVSEA’s strategic planning. Questions concerning this announcement may be submitted via email to liam.p.oneill2@navy.mil. NO QUESTIONS VIA TELEPHONE WILL BE ACCEPTED.

This RFI in no way binds the Government to offer contracts to responding companies. The information provided will assist NAVSEA in developing and further defining future procurement and acquisition strategies. Defense and commercial contractors, including small businesses of all socioeconomic groups are encouraged to participate. This RFI is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). NAVSEA may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary.
