About this file

This document contains responses to questions from a Request for Information related to a future Navy contract solicitation for Yard Repair, Berthing and Messing barges. The Navy intends to issue a Request for Proposals to recapitalize Yard Repair, Berthing and Messing barges currently in use by U.S. Fleet Forces Command and Pacific Fleet Command. The initial award would be for the design and construction of one barge, with options for four additional barges. The RFI responses will help the Navy further define procurement strategies and acquisition requirements to be included in the RFP such as performance specifications, dimensional requirements, and intended service locations. Eligible offerors would be U.S. shipyards. No timeline was provided but interested parties can request notification of any estimated timeline when established.

Question 1: Does the Navy plan to provide a preliminary draft design and complete specification, or is the intent to have one provided by the contractor as part of an RFP response? What’s is the Navy’s planned approach?

Response 1: If a future RFP solicitation is announced, the likely approach would be that a YRBM Performance Specification would be provided by the Navy and bidding contractors may or may not be required to provide a contractors craft specification, which would be the contractors translation of the Navy’s Performance Specification requirements. This contractors craft specification would be required as part of RFP response.

Question 2: The RFI states that the dimensions will be approximately 150-180 ft length, 50 ft beam and 12 ft hull depth. Since no range is given for beam or hull depth, are these dimensions that must be made? The facility we have allows us to launch vessels with approximately 45 ft beam efficiently. Will this dimension be considered?

Response 2: Requirements for the overall YRBM Barge length and beam will be identified in the YRBM Performance Specification attached to the RFP. At this time, it has not been determined if that requirement will be identified as a fixed distance (i.e. 50 ft beam) or a range (i.e. 150-180 ft length). If the maximum beam requirement identified in the Performance Specification contains an acceptable range, then bids with barge dimensions that fall within that range will be considered.

Question 3: What is the planned service location of these YRBM’s?

Response 3: At this time, existing YRBM barges service the U.S. Navy in facilities that span the globe, in a variety of different environments. It is planned for new YRBM’s to be deployed in similar locations.

Determination of barge delivery destination as part of the RFP has not yet been established.

Question 4: Does the Navy have an estimated timeline for this project?

Response 4: At this time, there is no estimated timeline for this project. RFI responders can be provided with an estimated timeline, when established, by notifying PMS325T (Liam.p.oneill2@navy.mil) that they would like to be included in estimated timeline release distribution.
