Text version

The Naval Sea System Command (NAVSEA) is hereby issuing a RFI on behalf of the Support Ships, Boats, and Craft Program Office (PMS 325), to assist in informing the procurement strategy phase to recapitalize Yard Repair, Berthing and Messing (YRBM) berthing barges. These craft are currently in use by U.S. Fleet Forces Command and Pacific Fleet Command. Design and construction of one craft will be awarded initially, with options for four additional craft. The RFI responses will assist NAVSEA in developing and further defining future procurement and acquisition strategies. RFI responses will also serve as a means for shipyards to communicate their design and construction capabilities. Please note that only shipyards located in the U.S. will be eligible to submit a proposal should an RFP be issued for YRBM.

The new YRBM craft will be non-self-propelled and will be employed as a moored, floating facility, capable of providing berthing for 199 personnel, messing for 300 personnel, and work and living space support for these personnel. During periods of temporary storage, no services are provided. Compartmentalization and layout must support a dual-gender crew. The YRBM craft will be built to commercial standards and ABS would be expected to class the YRBM craft as A1 Accommodation Barge, Harbor Service. The craft will contain the following notional compartment types: Commanding Officer (CO) and Executive Officer (XO) Berthing, Officer Berthing, Chief Petty Officer (CPO) Berthing, Enlisted Berthing, Washrooms/Water Closets, Galley, Walk-In Refrigerator, Walk-In Freezer, Galley Storeroom, Dry Provision Storeroom, Scullery, Enlisted Mess, CPO Mess, Officer Mess, General Administrative Support Offices, Post Office, Classrooms, Recreation/Lounge Facilities, Medical Facility (consisting of one Medical Examining Room and one Medical Officer Office), Ship’s Store, Quarterdeck, Cleaning Gear Rooms, Electrical Services Support Room, Local Area Network/Computer Equipment Room, Command Master Chief Office, Supply Department Storeroom, Self-Service Laundry, Industrial Laundry, Linen Issue Room, Collective Holding Tank (CHT) Pump Room, Fan Rooms, Equipment Rooms, and Boatswain Storage. Electrical power, sewage discharge, potable water, and fire main will be supplied via shore connections. Notional dimensions of the craft will be approximately 150-180 ft length, 50 ft beam, and 12 ft hull depth. Notional lightship displacement of the craft will be approximately 700 tons. The craft hull and superstructure will be constructed of welded steel and the design service life of the craft will be a minimum of 40 years.

The Navy is requesting information from shipyards and boatbuilders capable of constructing the craft described above, to include:

· Design and engineering support, whether in-house or subcontracted;

· Description of construction facilities, including an estimation of how many YRBM craft could be constructed/delivered in parallel (i.e. lead/follow with some lag in construction time); and

· Relevant previous contracts demonstrating capability to construct and deliver a craft of this scope, size, and complexity.

· Anticipated resources/capacity to support detail design starting in mid to late calendar year 2021 and construction starting in early calendar year 2022.

· Provide company contact information and business size status.
