About this file
This document provides instructions for gaining access to a classified and unclassified technical data package and bidder's library for a Navy contract opportunity. Offerors must complete security paperwork including a DD254 and submit it to the procuring contracting officer and contract specialists by a certain date to receive classified and unclassified documentation by mail or access to an unclassified online library. To access the online library, offerors must request a Naval Systems Engineering Resource Center account and identify two personnel for access. The account request involves completing forms and obtaining approvals.
The related federal contract opportunity is for the full-rate production of Surface Electronic Warfare Improvement Program Block 3 Electronic Attack subsystems and integration with AN/SLQ-32 systems. The Navy intends to award a single firm-fixed-price or fixed-price incentive contract from FY20 through FY24. Offerors must have a secret facility clearance and be a U.S. company to receive documentation. Classified attachments and technical data will be provided by mail and through a restricted online bidder's library. Questions must be submitted in writing to the contracting contacts by a specified date.
