About this file
This document contains questions submitted and responses provided relating to a federal contract opportunity for the Surface Electronic Warfare Improvement Program (SEWIP) Block 3 Electronic Attack (EA) Subsystem. The Naval Sea Systems Command intends to issue a full and open competitive fixed-price incentive contract for the production of the SEWIP Block 3 EA Subsystem and ancillary equipment from fiscal year 2020 through 2024. There are two configurations, the Hemisphere for Arleigh Burke Class destroyers and the Quadrant for Nimitz and Ford Class aircraft carriers and Wasp Class amphibious assault ships. Questions addressed technical data, engagement with suppliers, availability of parts from the incumbent, and missing documentation. Responses provided updates to the technical data package and clarified handling of proprietary and source-controlled items.

The Cover Page of the following classified drawings have Proprietary marking:
8705219 – (U) TEST SPECIFICATION, PMM PMM CCA
8705245 – (U) TEST SPECIFICATION, ADDA
Are these Documents Proprietary and how does the Government want industry to handle these documents?
The referenced documents were incorrectly marked Proprietary in the previous version of the TDP. The documents do not contain Proprietary information. Updated versions of the documents which remove the Proprietary marking will be provided in the delivery of the final TDP at RFP release.

In order to submit a competitive proposal for the work scope, bidder's will need to work with the supply chain identified in the Technical Data Package (TDP) in advance of the release of a Request for Proposals. The Terms of Use (required to receive the TDP), places significant restrictions on bidder's ability to engage with the supply chain. These restrictions do not apply to the program incumbent who is currently working with the supply chain and has access to this data outside of the GFI provided to industry. When this question was raised during the Request for Information phase, the Government response posted on February 14, 2019 stated that creating extracts for vendor quoting requires submittal of subcontract information and copies of DD Form 2345s. This is an overly burdensome requirement to engage with a supply chain that already has access to the GFI due to their involvement in the existing program, and places potential non‐incumbent offerors at a significant disadvantage in the upcoming competition. What steps is the U.S. Navy taking to ensure that all potential offerors can engage with supply chain?
If a potential offeror is seeking pricing/quote information from an existing source of supply that already makes the part, it is unclear why GFI would need to be provided to the vendor as suppliers would already have the drawings for parts which they currently make. For existing sources of supply, generally only part numbers/names or other limited information are necessary to seek pricing information. In the event that pricing/quote information is being sought from a new source of supply that doesn't currently make the part, then the standard agreements and TOU restrictions would apply to any new source, regardless of whether the potential offeror is the incumbent contractor or not. These terms of use are necessary to protect GFI from being distributed without Government knowledge.

Many of the parts in the TDP list the incumbent as the current provider. What steps is the U.S.
Navy taking to ensure that these parts will be made available and quoted competitively to potential offerors?
The TDP contains numerous Material Cards, which are Northrop Grumman drawings with an associated Northrop Grumman CAGE Code. Each Material Card lists the actual source(s) of supply for the material it documents. Material Cards are contained in the "Detailed Specifications" section of the draft TDP.
The TDP contains four (4) Northrop Grumman source control items: 1) Drawing # 46540BN ‐ FERRITE MAGNETIC TAPE; 2) Drawing # 8704364 ‐ MICROCIRCUIT, PWR CONTROLLER/GATE REG ADJ, SI, ASIC, DIE; 3) Drawing # 8704555 ‐ MICROCIRCUIT, AMPLIFIER, HIGH POWER, MMIC, GaN, DIE; 4) Drawing # 8704758 ‐ MICROCIRCUIT, AMPLIFIER, HIGH POWER, MMIC, GaN, DIE. For the four (4) Northrop Grumman source control items, the Navy reviewed the detailed specifications contained in the draft TDP. The Navy possesses Unlimited Data Rights for these four (4) parts.
Additionally, the Navy believes Industry has the capability to provide alternatives for these parts and will consider alternatives as part of the solicitation. To the extent that Industry is unable to obtain fair and reasonable pricing for source controlled items, please notify the Government immediately.

The GFI supplied TDP has a number of drawings that have been omitted from the delivery.
Missing drawings include Source Control Drawings, Test Procedures, and Assembly drawings. Will the Government provide these drawings now or if not when will the government provide these drawings required to build the system?
Previously missing drawings will be included in the next delivery of the draft TDP posted to the Bidder's Library. Assembly Drawings will be included in the "Product Drawings and Associated Lists" section of the TDP. Source Control Drawings and Test Specifications will be included in the "Detail Specifications" section of the TDP.
Government Furnished Information (GFI), Technical Data Package (TDP) various
Except for a small percentage of items which have Northrop Grumman as the item provider, the source of supply for most of the items in the TDP are not identified. Will the Government update the TDP to include sources of supply for all items? The updated draft TDP posted to the Bidder's Library will contain source of supply information.
Government Furnished Information (GFI), Technical Data Package (TDP) various
After review of the GFI Supplied TDP, it has been found that approximately 800 part numbers are listed with a Northrop Grumman cage code and no corresponding drawings were included for these part numbers. These items include paint/primer specifications, marking/label specifications, resistors, material requirements, printed circuit card components, and solder die requirements.
Will the government update the TDP to include this information so that the system can be built to print?
The items described correspond to Material Cards delivered in the "Detailed Specifications" section of the TDP. The Material Cards are Northrop Grumman drawings with an associated Northrop Grumman CAGE Code. Each Material Card lists the actual source(s) of supply for the material it documents. Refer to individual Material Cards for source‐of‐supply specification data.
