Any proposed early completion will be incorporated in the resultant contract via Section F and the Execution Milestones and Key Events (Attachment J-3). The Navy will apply a Total Evaluated Price reduction based on the values shown in Attachment S-6 using the proposed number of “Days Completed Early” in Attachment J-3.

b) The VATEP price adjustment will not be applied in calculating the Offeror’s Total Evaluated Price if the Offeror has been evaluated and assigned a Marginal rating (proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high) for Factor 2 – Schedule & Resource Capacity.

c) The resultant contract will incorporate the accelerated delivery schedule via Section F and the applicable Milestones and Key Events (Attachment J-3), even if the VATEP price adjustment is not applied in calculating the Offeror’s Total Evaluated Price.

7. Inter-port Differential (IPD)

a) The IPD applicable to the LHD 4 FY20 DSRA must be included in all offers and is calculated using foreseeable costs for fuel, towing and pilot charges, and travel to the contractor’s facility by applicable Government personnel. The following chart provides the values to be included in all offerors’ price proposals to determine the offeror’s total evaluated price. Additionally, the Navy has included an Inter-port Differential Reduction for “Days Completed Early” as proposed in the Execution Milestones and Key Events (Attachment J-3). This reduction value is to be applied per day for any VATEP schedule acceleration proposed.

Location Differential Inter-port Differential Reduction for “Days Completed Early” stated in Attachment J-3

Portland, OR $13,768,203 $946 San Diego, CA $1,190 $0

b) Offeror’s whose location is not listed in the above Government provided port differential tables shall submit a bidder’s question requesting a Government provided port differential be calculated for the offeror’s proposed location for the USS BOXER

(LHD 4) FY20 DSRA.

8. The Government provided pier differential must be included in all offers proposing to use a Government provided pier in lieu of a contractor owned pier and is calculated using average electricity and water consumption, as well as sewage and oily waste disposal.

The following chart provides the values to be included in offerors’ price proposals, as applicable, to determine the offeror’s total evaluated price:

Location** Differential San Diego, CA $4,892,958

**Offeror’s whose location is not listed in the above Government provided pier differential table shall submit a bidder’s question requesting a Government provided pier differential be calculated for the location of the offeror’s proposed Government provided pier space for the USS BOXER (LHD 4) FY20 DSRA.

The subcontractor representative who signs the letter must be authorized to contractually bind the company.

c) Provide a copy of the offeror's current Master Ship Repair Agreement (MSRA), MSRA number, or proof of MSRA equivalency that meets the requirement of CNRMC instruction 4280 series. To be eligible for award, a prospective contractor must possess a MSRA as described in DFARS 217.71 Master Agreement for Repair and Alteration of Vessels (MARAV) or demonstrate organization and facilities equivalent to that reflected in a MSRA. Offerors meeting this eligibility requirement with documents and evidence outside of a MSRA must contact the PCO to schedule an on-site inspection. Requests shall be sent to Stephanie Hoffman at Stephanie.L.Hoffman@navy.mil and LT Michelle Wogu at michelle.wogu@navy.mil.

Failure to request an inspection by the designated time may result in a negative determination of offeror eligibility.

d) Provide a current dry-dock certification applicable to the dry-dock proposed for the

Availability. Certifications shall demonstrate the dry-dock will remain certified throughout the entire proposed use of the dry-dock. If the proposed dry-dock is currently uncertified, or if the certification will expire prior to the end of the offeror's proposed docking period, the offeror shall provide a detailed plan and schedule to certify or re-certify the dry-dock in order to remain certified throughout the proposed docking period in the Execution Milestones & Key Events (Attachment J-3).

SECTION M - EVALUATION FACTORS FOR AWARD

EVALUATION FACTORS FOR AWARD

I. GENERAL

A. The Government intends to award a Fixed-Price contract for the completion of the USS BOXER (LHD 4) Dry-Docking Selected Restricted Availability (DSRA) to the offeror whose proposal represents the Best Value to the Government.

B. Offerors are advised that the Government intends to make award on the basis of initial proposals without conducting discussions with Offerors, but reserves the right to conduct discussions if determined by the Contracting Officer to be necessary (see paragraph (f)(4) of FAR 52.215-1). Therefore, each initial offer should contain the Offeror’s best terms from a price and technical standpoint.

C. Offerors are advised that the Government will not evaluate any proposal information not contained within the body of the proposal.

II. BASIS OF AWARD

A. The Government will select the best overall offer, based upon an assessment of non-price factors/Sub-factors and Cost/Price. A contract may be awarded to the offeror who is deemed responsible in accordance with FAR 9.104, whose proposal conforms to the RFP’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation) and represents the best value to the Government utilizing trade-offs, in accordance with the evaluation criteria.

B. The best value basis for award will be based on the following evaluation factors:

1. Non- Price Factors

a) Factor 1: Eligibility Factor

b) Factor 2: Schedule & Resource Capacity

(1) Sub-factor A: Manpower

(2) Sub-factor B: Physical Resource Capacity

(3) Sub-factor C: Integrated Product Schedule (IPS)

c) Factor 3: Past Performance

2. Cost/Price Factor

a) Factor 4: Price

C. Ratings will be applied to each factor as follows:

a) Non-price Factor 1 in terms of acceptable or non-acceptable

b) An overall adjectival rating from section IV below for Non-Price Factor 2, as well as an adjectival rating for each Subfactor under Factor 2.

c) A performance confidence rating from section IV below for Non-Price Factor 3.

D. The Navy will first evaluate Factor 1, eligibility for acceptability. If an Offeror is found to be unacceptable for Factor 1, then the Navy reserves the right to not conduct additional evaluation. Overall, non-Price factors, when combined, are considered more important than the Price factor. Factor 2 is significantly more important than Factor 3. Under Factor 2, Sub-factors A, B and C are approximately equal in importance. This may result in an award to a higher rated, higher priced Offeror, where the decision is consistent with the evaluation factors, and the Source Selection Authority (SSA) determines that the benefits associated with award to the higher price Offeror outweigh the difference in price. The importance of price as an evaluation factor will increase as the difference in non-price factors among competing proposals decreases. The SSA will base the source selection decision on an assessment of proposals against all source selection criteria in the solicitation.

III. EVALUATION FACTOR DESCRIPTIONS

A. Factor 1 – Eligibility Factor:

The objective of this factor is to:

1. Assess whether, upon receipt of proposals, the offeror holds a Master Ship Repair

Agreement (MSRA) or has applied for and will hold by time of award, a Master Ship Repair Agreement (MSRA) or MSRA Equivalency through NAVSEA 02,

2. Assess whether the offeror has ownership or committed access to a pier capable of berthing the vessel, and has ownership or committed access to a dry-dock capable of docking the vessel, in accordance with Section L.

3. Assess if the proposed dry-dock is certified and remains certified during the required period of performance; and should the dry-dock certification lapse anytime during the proposed docking period, the offeror has adequately described a plan for recertification.

B. Factor 2 – Schedule & Resource Capacity:

Basis of Evaluation - The objective of this factor is to evaluate the offeror's response to the Section L requirements for this factor, as follows:

1. The Government will evaluate Factor 2, Sub-factor A, Manpower to:

a) Assess the extent to which the offeror’s narrative demonstrates a detailed, substantiated and complete understanding of how the offeror will provide the manpower resources to successfully complete the Availability’s requirements as proposed, accounting for the offeror’s current manpower resourcing performance. In addition, assess the extent to which the offeror’s narrative regarding utilization of overtime, hiring additional personnel and utilization of subcontractors is supported by current manning performance and narrative.

b) Assess the extent to which the Offeror's completed Manpower Plan to Actual Data Sheet (Attachment S-4) and associated CDRLs or equivalent reports correlate with the narrative in Factor 2, Sub-factor A (1).

c) Assess the extent to which the offeror’s proposed manpower curves (total) demonstrate a detailed, substantiated and complete understanding of how the offeror will provide the manpower resources to successfully complete the Availability’s requirements and all existing and proposed work. The Government will assess these curves in relation to the narrative provided in Factor 2, Sub-factor A (1). Emphasis will be placed on how the offeror plans to de-conflict anticipated manning shortfalls.

d) Assess the extent to which the offeror’s proposed manpower curves (trade) demonstrate a detailed, substantiated and complete understanding of how the offeror will provide the trade manpower resources to successfully complete the Availability’s requirements and all existing and proposed work. The Government will assess these curves in relation to the narrative provided in Factor 2, Sub-factor A (1). Emphasis will be placed on how the offeror plans to de-conflict anticipated trade manning shortfalls.

2. The Government will evaluate Factor 2, Sub-factor B, Physical Resource Capacity to:

a) Assess the extent to which the offeror’s narrative and graphical representation demonstrates that the Offeror's capability to provide the required physical resources to complete the Availability. An emphasis will be placed on how the offeror plans to de-conflict anticipated physical resource conflicts.

3. The Government will evaluate Factor 2, Sub-factor C, Integrated Product Schedule for:

a) Understanding of scope and integration of the work items in the Work Item

Specification Package (Attachment J-1)

b) Identifying the critical path and logically sequencing work items, and

c) Integrating the milestones and key events in the Execution Milestones & Key Events

(Attachment J-3) reasonably.

C. Factor 3 – Past Performance:

The Government will measure how well an Offeror has performed on recent and relevant contracts in the past as an indicator of the Offeror’s probability of meeting the solicitation requirements and an indicator of the successful performance on the current requirement.

The Government will evaluate the recency, relevancy and quality of an Offeror’s past performance to assess a performance confidence rating. The Government will utilize CPARS data (Attachment S-9) where available, and if unavailable, utilize PPQ (Attachment S-2) as provided. The Government reserves the right to evaluate other sources of information. Other sources of information for past performance may include, but are not limited to, an Offeror’s past performance information from the Past Performance Information Retrieval System

(PPIRS), the Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Report System (eSRS), as well as any other sources reasonably available to the Government.

For large businesses, the Government will consider historical compliance with the requirements of FAR Part 52.219-9.

Assessment of past performance will be a subjective assessment based on consideration of all relevant facts and circumstances. The Government is seeking to determine whether the Offeror has consistently demonstrated on recent and relevant contracts a commitment to customer satisfaction and timely delivery of quality goods and services at fair and reasonable prices.

Offerors shall also address unfavorable reports of past performance and their response, or lack thereof, will be taken into consideration. In particular, recent and relevant contracts will be examined to ensure that corrective measures have been put in place to prevent the reoccurrence of past performance problems. Prompt actions taken to correct performance problems will be a reflection of management concern for customer satisfaction; however, such action may not mitigate all negative performance trends.

The Government’s past performance evaluation will focus on the following areas:

Cost Control Schedule Technical Performance Subcontract Management

In accordance with FAR 15.305(a) (2) (iv), an Offeror without a record of relevant past performance or for whom information on past performance is not available, will not be evaluated favorably or unfavorably on past performance. The lack of a performance record will result in a neutral performance risk assessment.

D. Factor 4 - Price

1. The Government will analyze price proposals in accordance with FAR 15.404 using the information contained in the Pricing Workbook (Attachment J-4). Although award will be made based on an offeror’s total price, a price proposal that is found unreasonable and/or unbalanced may be rejected. Reasonableness will be determined based on proposals submitted in accordance with FAR 15.404.
