Section C - Descriptions and Specifications
STATEMENT OF WORK
1 SCOPE
The contractor shall provide engineering and technical services to accomplish specific requirements described herein in support of maintenance and planning for the overhaul and repair of equipment and systems associated with U.S. Navy Aircraft Carriers (CVN) and west coast U.S. Navy Surface Ships. It is expected that the labor force for this contract will be performing on board US Naval vessels located around the world. Major locations include Norfolk, VA, San Diego, CA, Bremerton, WA, Naval Station Mayport, FL; Pearl Harbor, HI, Yokosuka, Japan, Sasebo, Japan, and Everett, WA; however, this list is not all-inclusive and there may be some work requirements in other locations.
1.1 BACKGROUND
Primary support to Commander, Naval Air Force Atlantic (COMNAVAIRLANT), Commander, Naval Air Force Pacific (COMNAVAIRPAC), Commander, Naval Surface Force Atlantic (COMNAVSURFLANT), Commander, Naval Surface Force Pacific (COMNAVSURFPAC), Program Executive Office (PEO) for Carriers and Ship Maintenance and Material Departments, Code N43. The NAVSEA Enterprise wide Carrier Engineering Maintenance Assist Team (CEMAT) and Surface Engineering Maintenance Assist Team (SEMAT) are essential in executing work on Aircraft Carriers and the surface fleet with a resource for professional systems/equipment maintenance that supports both repairs and deck-plate maintenance training (Find, Fix, and Train) for Ship’s Force equipment operators and maintenance technicians. This unique training approach leverages deck-plate On-the-Job Training (OJT), resulting in sailors’ being properly trained to accomplish repairs across different applications. Additionally, the training provides Ship’s Force the tools to properly manage and execute work following the approved Production Team Strategy. The CEMAT/SEMAT teams respond in a quick manner and accomplish assigned tasks with the mission of assisting Ship’s Force to be able to sustain their equipment during their operational deployments by providing engineering, technical guidance, repair and logistic support to force afloat in identification and correction of material condition discrepancies in Hull, Mechanical and Electrical (HM&E), Aviation equipment and systems, Command, Control, Communications, Computer and Intelligence (C4I) combat support systems and other support equipment. Additionally, the teams identify and correct systems material discrepancies, update and maintain configuration and availability report database systems, and develop and/or update on board training and curriculum and conduct instruction/on board training to support U.S. Naval Aircraft Carrier Forces and/or U.S. Naval Surface Forces. The CEMAT/SEMAT contract utilizes teams of company-certified craftsmen, technicians, and engineers qualified in hull, mechanical, electrical, electronic systems and equipment. These individuals are required to be familiar with carrier and surface ship maintenance procedures, hull coatings, COMNAVSEASYSCOM Logistics Support Center (ILS) procedures and functions of the Ship’s Maintenance Support Center (MSC), Corrosion Control Information Management System (CCIMS), and Integrated Technologies (IT) Specialists familiar with fleet database management systems. The CEMAT/SEMAT teams perform inspections, examinations, analysis, repairs incidental to such inspections, examinations, analysis, and make recommendations in the areas of maintenance planning and/or repair as requested on non-nuclear naval propulsion systems, auxiliary machinery, non-nuclear steam plant systems of nuclear powered Aircraft Carriers, and aviation systems associated with these naval propulsion plants.
1.2 The contractor shall provide qualified engineering and technical personnel who fully meet the qualifications set forth herein and shall be provided as directed by the Administrative Contracting Officer at any geographical area where U.S. Navy Aircraft Carriers and U.S. Navy COMNAVSURFPAC Surface Ships may be located. In support of COMNAVAIRPAC, COMNAVAIRLANT, PEO Carriers, COMNAVSURFPAC, Mid-Atlantic Regional Maintenance Center (MARMC), Southwest Regional Maintenance Center (SWRMC), Northwest Regional Maintenance Center (NWRMC), Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF), and Ship Repair Facility (SRF) Japan, the contractor shall provide engineering, technical, repair and logistic support to forces afloat in identification and correction of material condition discrepancies in Hull, Mechanical and electrical (HM&E), Aviation systems, and C4I/combat support systems and other support equipment; to identify and correct systems material discrepancies; update and maintain configuration and availability report database systems; develop or update on board training and curriculum and conduct instruction in U.S. Naval Air Force Carriers or U.S. Naval Surface Force. The contractor shall provide teams of craftsman, technicians and engineers qualified in hull, mechanical, electrical, electronic, and ordnance systems. These individuals shall be familiar with carrier and surface ship maintenance procedures and hull coatings. The contractor shall also have logistical specialists familiar with COMNAVSEASYSCOM Integrated Logistics Support Center (ILS) procedures and functions of the Ship's Maintenance Support Center (MSC), Corrosion Control Information Management System (CCIMS), and Integrated Technologies (IT) specialists familiar with fleet database management systems.
1.3 The contractor shall perform inspections, examinations, analysis, repairs incidental to such and make recommendations in the areas of maintenance planning and/or repair as requested on naval propulsion and auxiliary machinery associated with high pressure steam propulsion plants, non-nuclear steam plant systems of nuclear powered Aircraft Carriers, and aviation systems associated with these naval propulsion plants and U.S. Naval Surface Force Ship propulsion plants and auxiliaries. This will encompass, but not be limited to the following when specifically tasked:

1.3.1 For this contract, in regards to nuclear powered Aircraft Carriers, the list of systems, subsystems, and components marked by an “*” may comprise part of, or may be, located within secondary propulsion plant boundaries as listed in OPNAVINST C9210.4 (current series). Contractor access to these systems, subsystems, and components for the performance of inspections, testing, troubleshooting, repair, production and design services require a demonstrated ability to adhere with ship's instructions, shipyard rules and regulations, and NAVSEA instructions and directives in quality controls of work performed, radiological control practices, ship safety, security of Naval Nuclear Propulsion Information (NNPI), and personnel occupational safety and health, as defined in paragraph 7.3.10.
1.3.2 Specific emphasis will be placed on providing support to the Carrier Engineering Maintenance Assist Team (CEMAT), Food Service and Laundry Support programs, COMNAVSURFOR maintenance and material readiness programs/projects, Surface Engineering Maintenance Assist Team (SEMAT), Underway Material Assessment Team (UMAT), Aircraft Carrier Climate Control Improvement Team (ACCCIT), Corrosion Control Information Management System (CCIMS), Enhanced Quality of Life Program (EQOL), Light Industrial Facilities (LIFAC) support, SURFOR Enhanced Capability to Assess Program (SECAP), INSURV support, Cableway Improvement Program and Tool Depot program in conjunction with the engineering maintenance/auxiliary systems assist program. The program will provide dedicated engineering and design services, maintenance information and metrics management, engineering maintenance, technical assistance, and configuration management and planning support for Carrier Availability Planning System (CAPS), Pre-Overseas Movement (POM) Periods, Carrier Availability Support Teams (CAST), Post Shakedown Availability (PSA), Selected Restricted Availability (SRA), Refueling Complex Overhaul (RCOH), Planned Incremental Availability (PIA), Docking Planned Incremental Availability (DPIA), Carrier Incremental Availability (CIA) and in-port upkeep periods.
1.4 Liaison with ship's reactor department is required prior to accomplishing inspections, testing, and production work on any equipment onboard nuclear powered Aircraft Carriers which could affect propulsion systems as listed in NAVSEA Instruction C9210.4 (current series) or which are located within, or adjacent to, the propulsion spaces. In addition, contractor personnel shall not enter any propulsion plant machinery space during reactor operation or enter into a radiation area or a high radiation area without express permission of the Reactor Officer, the cognizant Type Commander (TYCOM), and Regional Maintenance Center (RMC) Technical Point of Contact (TPOC).
1.4.1 Additionally, the contractor shall provide technical guidance to Ship's Force relating to work on Hull, Mechanical & Electrical (HM&E) and aviation equipment and systems which interface with combat support systems, and hull support items such as damage control equipment for flooding and fire, climate control/ventilation systems, tank and voids, plenums, etc., habitability improvements, and piping systems. Also encompassed are electrical generation, power and distribution systems including controllers, junction boxes, cabling, and cableways.
1.5 The services to be provided hereunder shall be performed on board U.S. Navy vessels or at shore government facilities and shall be accomplished in conjunction with Ship's Force, government personnel, and other government agencies utilizing government equipment, facilities, and special tools maintained there. Responsibility for the provision of basic mechanical tools such as wrenches, hammers, pliers, and other common hardware shall rest with the contractor. The government as may be required, for the directed installations, overhaul, or repair of equipment being serviced, will provide material and parts. In cases involving training, the government may authorize procurement by the contractor of special tools, test equipment, or parts to support the training tasks. In the event that these items are unavailable, the Government may authorize procurement by the contractor using standard procedures. Actual requirements for engineering and technical support services to be furnished by the contractor hereunder may include, but are not limited to, any or all of the following when specially tasked:
1.5.1 Perform, assist, or provide technical guidance on the performance of fault identification and support Ship's Force with physical repairs of the types of naval propulsion and auxiliary and aviation/flight deck equipment/combat systems and systems set forth herein.
1.5.2 Provide technical guidance and advice to Ship's Force and RMC personnel pertinent to the operation, overhaul, and repair of specific items of, auxiliary machinery, electrical, and hull support and aviation systems as directed by the appropriate technical authority.
1.5.3 Perform or provide technical guidance IAW Corrosion Control Assessment and Maintenance Manual (CCAMM) for the Corrosion Control Information Management System (CCIMS) (T-9630-AB-MMD-010/all USN hulls) to Ship's Force with training, inspection and reporting of tanks, voids, plenums, bilges, catwalks, pump room decks, and Aqueous Film Forming Foam (AFFF) station decks. Perform or provide technical guidance in support of TYCOM Cableway Improvement Program (CIP) in accordance with NAVSEAINST 9304 series to Ship's Force with training, inspection, repair assistance and reporting.
1.5.4 Provide training, as an adjunct, to an authorized repair tasking when specified. Develop equipment/system specific training guides.
1.5.5 In conjunction with paragraph 1.5.3 above, complement classroom instruction with shipboard "hands on" instruction and on-the-job training (OJT) through the application of current maintenance techniques and practices on actual equipment.
1.5.6 Develop and maintain a prioritized listing of material deficiencies in accordance with OPNAVINST 4790.4 series http://www.public.navy.mil/surfor/Documents/4790_4E.pdf.
1.5.7 Establish, implement, and maintain a plan of action to complete assigned corrective actions.
1.5.8 Develop and maintain a prioritized plan of action to track all critical deficiencies.
1.5.9 Provide pre-CNO availability assistance to forces afloat in the identification, preparation, evaluation, planning and schedule deconfliction of work assigned to Ship's Force.
1.5.10 Provide technical in-process review of progress of work identifying specific deficiencies and recommending corrective action for items identified.
1.5.11 Provide technical guidance to Ship's Force with testing and repair of HM&E, aviation, combat systems and support equipment.
1.5.12 Provide post - CNO Availability assistance to forces afloat in the identification and correction of remaining deficiencies following a scheduled availability.
1.5.13 Using maintenance data, visit reports, and other information, establish a baseline of current materiel condition and provide updates to the Weapons System file.
1.5.14 Provide and maintain on a routine basis all engineering evaluations and recommend changes or improvements to HM&E systems.
1.5.15 Maintain continuing status of all failures, visit reports, and changes on equipment materiel condition, recommending corrective engineering solutions. For correction of items, which are system or equipment modifications in nature, prepare a Ship Change Document (SCD) for submission by the ship or TYCOM.
1.5.16 Provide information to update Current Ships Maintenance Projects (CSMP) to respective TYCOMs and to respective ships in automated data transfer format compatible with existing shipboard systems. Develop Automated Work Requests (AWR) for all outstanding discrepancies as part of the Intermediate or Organizational Maintenance Management System (IMMS/OMMS) and the Regional Maintenance Automated Information System (RMAIS). A computer sort of the discrepancy data will be required to support Ship's Force with a preliminary assessment of the equipment of highlighting items of discrepancy, which must be corrected prior to deployment.
1.5.17 Identify and record material deficiencies. This includes, identifying material requisitions for items that are required to correct discrepancies, and the preparation of Planned Maintenance System (PMS) feedback documentation. Support in the update of the CSMP with validated deferrals in accordance with specified uploading procedures as identified by the Navy Management System Support Office (NMSSO). The development of line diagrams, system operating procedures, and maintenance requirements may also be requested.
1.5.18 Apply ISO 9001 (current year) processes and techniques to quality assurance practices in the performance of maintenance and on board maintenance training for mechanical, electrical, electronic, ordinance handling equipment, combat systems, auxiliary, aviation, hull support systems and equipment. Contractor shall demonstrate their Quality Management System meets ISO 9000 program registration standards or equivalent.
1.5.19 Provide monthly status reports of all tasking, including funding obligations and expenditures by month and end of year compilation by hull.
1.5.20 Staging/laydown areas are availability specific and will only be used as directed/requested by respective TYCOMs. Special consideration will be given to the environment required for staging ship material to protect component integrity. Absolutely no hazardous material staging can be permitted in these areas.
1.6 Requirements / Deliverables. In the performance of any contract resulting hereunder, the preparation and delivery of documentation in various formats (electronic media preferred) will be required. Such deliverable documentation will be specified in such individual delivery or task orders as may be issued by the Government. Examples of deliverable products are:

1.6.1 Administrative Reporting
1.6.1.1 Monthly Level of Effort Report (CDRL A014): Monthly level of effort reports shall be submitted to the respective Administrative Contracting Officer (Mid-Atlantic RMC, Code 413; Southwest RMC, Code XXX; and the respective Contracting Officer's Representatives (CORs). This report shall be submitted on the fifteenth (15) of each month commencing with the fifteenth (15) day of the month following award. The monthly report shall be submitted in the contractor’s format. The report shall be a compilation of the information included in the Invoice Task Status Report (CDRL A015), specified in paragraph 1.6.1.2 below. The monthly level of effort report should include the quantity of hours per labor category, material, travel and subcontractor hours ordered and expended to date remaining on each task order and shall contain a brief narrative showing the progress of each task order.
1.6.1.2 Invoice Task Status Report: The contractor shall establish and maintain records of incurred costs. The contractor's accounting system shall be capable of separately identifying costs by ship, task assignments, and other charges as listed in the vouchers. With each invoice, an Invoice Task Status Report (Attachment J1) shall be submitted in the contractor's format which shall include the following categories:

1.6.1.3 Quality Assurance (QA)/Inspection: The contractor shall allow Government access to inspect/QA processes and performance annually, utilizing the Quality Assurance Plan (QASP) (Attachment XX).
1.7 Deliverable Products. The reports specified in Section 1.6 shall be forwarded by traceable means to locations that will be specified in each individual task order. "Traceable" means shall be defined as a cover letter, identifying the task and deliverable being sent, along with a properly filled out Task Action Memorandum (TAM) for each product (see CDRL Item A003). The cover letter shall include a statement indicating to what other activities the product has been delivered.
1.8 Nuclear Powered Aircraft Carriers: The contractor shall not accomplish or participate in any work on those systems, subsystems and components defined in OPNAVINST C9210.3 (latest series). In addition, the contractor shall not accomplish or participate in any work, proposed changes or additions to compartment utilization within the zones delineated by OPNAVINST C9210.3 (latest series). Contractor personnel accessing propulsion plant machinery spaces (Main Machinery Rooms, Reactor Rooms, Reactor Auxiliary Rooms, Feed Control Rooms, Coolant Turbine Generator Rooms, Emergency Diesel Generator Rooms, Shaft Alleys, and Damage Control Central) require a demonstrated ability to comply with ship/shipyard rules and regulations in quality controls of work performed, radiological control practices, ship safety, security of Naval Nuclear Propulsion Information, and personnel occupational safety and health as defined in paragraph 7.14. The contractor shall not provide deck penetrations in restricted deck locations as described in above reference without prior approval from appropriate technical authority (if required, approval will be specified in individual task order).
1.9 The contractor shall perform the actual work either in US Naval Shipyards or private shipyards or aboard any US Naval Aircraft Carrier and/or Surface Ship located at either assigned homeport or worldwide location. Performance of work may require unescorted access to classified ships spaces that cannot be sanitized. For access to ship spaces that cannot be sanitized below the Secret level, a minimum of six technical representatives with Government granted clearances at the Secret level shall be available to perform under this contract. Examples of spaces that may require Secret clearance are Aircraft Intermediate Maintenance Department (AIMD) Avionics shops, weapons magazines and Intel spaces and combat system spaces. All company representatives must be US citizens. All documents including unclassified documents relating to this contract, when no longer needed shall be destroyed as classified waste.
2 REFERENCES

NOTE: The contractor shall comply with the latest revision of these documents in effect at solicitation closing and when each option year is invoked. Additionally, in the event that there is any conflict between the references, NSIs, LWTs, and SWTs take precedence over technical manuals/specifications and other references.
3 - PERSONNEL REQUIREMENTS
General: The contractor is responsible for providing personnel with proper education and experience to perform the tasks assigned under this contract. Personnel assigned to these tasks will need tact and diplomacy to effectively work with civilian and military personnel. The Contractor shall take corrective action if any unsatisfactory performance/behavior by a contractor team member is identified.
3.1 Personnel Experience: Knowledge and experience with U.S. Naval Aircraft Carrier and/or Surface Ship systems are essential. Duties shall require a practical application of basic scientific principles involving mathematics, physical and engineering sciences, and knowledge of fundamental engineering concepts. Experience shall be relevant to the assigned responsibilities.
3.2 Personnel Qualifications. The qualifications shown below represent desirable levels of education and minimum requirements of experience for personnel assigned to labor categories 1 through 10. For labor categories 11 through 14, the qualifications and education shown represent highly desirable for personnel assigned to these categories. In addition, labor categories 15 through 16 are to be in continuous improvement and current for quantified specialized skills and/or certifications such as: Manufacturer's certification of training for shipboard systems, specialized equipment and components, specialized trade qualifications, company-certified technicians, apprentice school journeyman technicians, etc. The intent is a highly qualified, up-to-date contractor deckplate work force that is the most advantageous to the government in maintenance/repair training tailored to Ship's Force.
3.2.1 Program Manager -- Position 1 (key personnel, three resumes required)
a. Bachelor's Degree with ten (10) years’ experience in related engineering management field, or Associate's Degree with fifteen (15) years’ experience in related engineering management field.
b. Five (5) years’ experience in program management services relating to aircraft carrier /surface ship (as applicable) maintenance. It is required that the individual has verifiable, extensive organizational knowledge of public naval shipyards, aircraft carrier/surface ship departmental structure, TYCOM structure, and /or the applicable RMC structure, as well as commercial structure.
c. Five (5) years’ experience in actual operation, repairs, and maintenance of Navy aircraft carrier main propulsion, auxiliary, electrical, and damage control systems either in technical or management positions which included supervision of personnel. Three (3) of the five (5) years should include experience with steam propulsion plants. Two (2) of the (5) years should include experience in actual operation, repairs and maintenance of carrier auxiliary, electrical and damage control systems either in technical or management positions which include supervision of personnel. One (1) of the five (5) years should include direct experience with Naval Nuclear Propulsion Secondary Systems and/or Non-Nuclear Interface Systems and verifiable knowledge of NNPI in either technical or management positions. For Surface Ship Program Manager support, key personnel should have five years of experience on surface ship propulsion, auxiliary, electrical and damage control systems including at least 3 years of experience in gas turbine propulsion systems. Experience should include 2 years of actual ship auxiliary, electrical, propulsion, damage control, or distributed ship's system maintenance and operations including supervision of personnel.
d. Three (3) years of supervisor or managerial experience with one (1) year at the level equivalent to a Civil Service GS-12 rating or Navy Lieutenant (O-3), or Chief Warrant Officer Two (CWO2) involving direct supervision of subordinate groups working in an engineering discipline.
3.2.2 Project Engineer -- Position 2 (key personnel, six resumes required)
a. Bachelor's Degree with ten (10) years’ experience in related engineering management field, or Associate's Degree with fifteen (15) years’ experience in related engineering management field.
b. Five (5) years’ experience in the area of technical assistance, maintenance, or design related to Navy Aircraft Carriers/surface ships (as applicable) and three (3) years should be closely involved with practical aircraft carrier/surface ship (as applicable) maintenance, design, operation, and other problems of main propulsion, auxiliary, and damage control equipment associated with shipboard level maintenance.
c. Two (2) years direct experience with auxiliary, electrical, and damage control systems and included steam propulsion plants.
d. Two (2) years direct experience with auxiliary, electrical and damage control systems for U.S. Naval Ships.
e. One (1) year direct experience in Naval Nuclear Secondary Plant Systems and/or Non-Nuclear Interface Systems and verifiable knowledge of NNPI (for CVN Project Engineer position only).
f. Two (2) years of supervisory experience.
3.2.3 Marine Mechanical Engineer -- Position 3 (key personnel, two resumes required)
a. Bachelor's Degree with ten (10) years’ experience in related engineering management field, or Associate's Degree with fifteen (15) years’ experience in related engineering management field.
b. Five (5) years marine or mechanical engineering experience is required. Three (3) of the five (5) years should be in detailed design analysis of naval ships rotating machinery and/or piping systems.
c. Ten (10) years’ experience in U.S. Navy propulsion/auxiliary engineering operations/maintenance.
3.2.4 Production Manager -- Position 4 (key personnel, thirty-two resumes required)
a. Ten (10) years’ experience in aircraft carrier or surface ships as applicable HM&E engineering, including:
b. Five (5) years’ experience in coordinating and supervising personnel effort in accomplishing shipboard HM&E repairs. Two (2) years should be closely involved with practical aircraft carrier or surface ships as applicable maintenance availability, procedures, work integration, administration and maintenance scheduling.
c. Four (4) years’ experience in administration of the Navy Quality Assurance Program, 3M and Supply System.
3.2.5 Senior Maintenance Specialist (Mechanical) - Position 5
a. Twelve (12) years’ experience in the operation, repair, and maintenance of naval or marine propulsion machinery is required including:
b. Six (6) years’ experience in a position of supervisory responsibility over a subordinate work force involved in the physical maintenance and repair of mechanical equipment systems.
c. Five (5) years’ experience with shipboard propulsion plants or auxiliary machinery equipment and/or nuclear-powered propulsion plants maintenance and repair.
d. One (1) year experience as a technical instructor
3.2.6 Senior Maintenance Specialist (Electrical/Electronic) -- Position 6
a. Twelve (12) years’ experience in the operation, repair, and maintenance naval or marine electrical/electronic generating equipment and distribution systems is required, including:
b. Six (6) years’ experience in a position of supervisory responsibility over a subordinate work force involved in the physical maintenance and repair of electrical/electronic equipment and systems.
c. One (1) year experience as a technical instructor.
d. Twenty (20) weeks of specialized formal courses in electrical/electronic maintenance and repair of naval and marine propulsion plants is highly desired.
3.2.7 Senior Engineering Technician (Mechanical) -- Position 7
a. Twelve (12) years’ experience in the operations, repair, and maintenance of mechanical equipment and systems of U.S. Naval ships is required, including:
b. Four (4) years of experience directing or supervising a work force of skilled technical personnel in the performance of repair and maintenance functions.
c. Five (5) years’ experience in administration of the Navy 3-M and supply system.
d. Five (5) years’ experience with shipboard propulsion plants or auxiliary machinery equipment and/or nuclear-powered propulsion plants maintenance and repair.
e. An Associate Degree in an appropriate discipline from an accredited college or university may be substituted for up to two (2) years of technician experience.
3.2.8 Senior Engineering Technician (Electrical/Electronic) -- Position 8
a. Twelve (12) years’ experience in the operations, repair, and maintenance of hull, mechanical, and electrical or electronic equipment and systems of U.S. Naval ships is required, including:
b. Four (4) years of experience directing or supervising a work force of lesser skilled technical personnel in the performance of repair and maintenance functions.
c. Five (5) years’ experience in administration of the Navy 3-M and supply system.
d. An Associate Degree in an appropriate discipline from an accredited college or university may be substituted for up to two (2) years of technician experience.
3.2.9 Senior Engineering Technician (Hull) -- Position 9
a. Twelve (12) years’ experience in the operation, repair, and maintenance of hull, mechanical, and electrical equipment and systems of U.S. Naval ships is required, including:
b. Four (4) years of experience directing or supervising a work force of lesser skilled technical personnel in the performance of repair and maintenance functions.
c. Five (5) years’ experience in administration of the Navy 3-M and supply system.
d. Five (5) years’ experience in damage control, climate control/ventilation, habitability improvements, piping, and structural repairs.
e. An Associate Degree in an appropriate discipline from an accredited college or university may be substituted for up to two (2) years of technician experience.
3.2.10 Corrosion Technician - Position 10
a. Ten (10) years’ experience in the inspection, maintenance and repair of tanks and voids, ventilation Plenums, trunks and bilges in accordance with NAVSEA Corrosion Control Assessment and Maintenance Manual (CCAMM), current revision (T-9630-AB-MMD-010/All USN Hulls).
b. Completion of Navy Basic Paint Inspector (NBPI) Coating Inspection Course or National Association of Corrosion Engineers (NACE) Level 1 Basic Course.
c. Knowledge of state-of-the-art coating systems established by NAVSEA 05M1 for critically coated surfaces, and the use of the CCIMS database and documentation of the coating inspections.
d. Three (3) years tank or corrosion inspection experience, in accordance with the Corrosion Control and Assessment Manual (CCAMM). Quantified specialized skills such as trade qualifications, manufacturer certifications of training for Coating systems and corrosion prevention may be substituted for up to two (2) years of technician experience for each major qualification or specialized trade skill.
3.2.11 Engineering Technician (Mechanical) -- Position 11
a. Eight (8) years’ experience in the operation, repair, and maintenance of naval or marine propulsion hull, mechanical, or electrical systems is highly desired, including:
b. Experience that clearly demonstrates the ability to read and interpret blueprints, drawings, diagrams, or other mechanical technical data pertaining to the construction and operation of naval hull, mechanical, and electrical equipment.
c. Two (2) years’ experience in a position of team leader or supervisor of subordinate work groups is desired.
d. An Associate Degree in an appropriate discipline from an accredited college or university may be substituted for up to two (2) years of technician experience.
e. Quantified, specialized skills such as trade qualifications, manufacturer certifications of training for shipboard related systems, equipment and components may be substituted for up to two (2) years of technician experience for each major qualification or specialized trade skill.
3.2.12 Engineering Technician (Electrical/Electronic) -- Position 12
a. Eight (8) years’ experience in the operation, repair, and maintenance of naval or marine propulsion hull, mechanical, electrical or electronic systems is highly desired, including:
b. Experience that clearly demonstrates the ability to read and interpret blueprints, drawings, diagrams, or other mechanical technical data pertaining to the construction and operation of naval hull, mechanical, and electrical equipment.
c. Two (2) years’ experience in a position of team leader or supervisor of subordinate work groups is desired.

3.2.13 Engineering Technician (Hull) -- Position 13
a. Eight (8) years’ experience in the operation, repair, and maintenance of naval or marine propulsion hull, mechanical, or electrical systems is highly desired, including:
b. Experience that clearly demonstrates the ability to read and interpret blueprints, drawings, diagrams, or other mechanical technical data pertaining to the construction and operation of naval hull, mechanical, and electrical equipment.
c. Two (2) years’ experience in a position of team leader or supervisor of subordinate work groups is desired.
d. An Associate Degree in an appropriate discipline from an accredited college or university may be substituted for up to two (2) year of technician experience.
3.2.14 Material Management Specialist -- Position 14
a. Five (5) years’ experience is highly desired in the provisioning, fitting out, and support of Aircraft Carriers or surface ships (as applicable) including hands-on experience in Integrated Logistic Overhauls (ILO) and participation in Integrated Logistic Support Management Teams (ILSMT).
b. Five (5) years’ experience in provisioning and COSAL validation procedures and associated allowance products including general knowledge of commercial and naval shipyard planning procedures and policies relating to ILS.
3.2.15 Computer Programmer -- Position 15
a. Equivalent training may consist of the following combinations of professional study and/or technical experience.
b. Successful completion of or graduation from a two-year program in a professional or technical school in computer science or a related field and two years of experience in computer applications or a related field or a technical discipline; or,
c. Four (4) years of verifiable experience in computer applications, including programming with recognized and widely used languages, development of application programs, database, and telecommunications.
d. Two (2) years of experience in database management concepts/development and programming languages such as Visual Basic, C++, Access, SQL and Oracle.
3.2.16 Draftsman/CAD Operator -- Position 16
a. Minimum of three (3) years of general drafting experience is required including preparing line art, statistical charts, graphs, illustrations, training materials, etc. Graduation from an accredited technical, vocational, or apprentice school may be substituted for up to two (2) years of general experience.
b. Minimum of one (1) year of Computer Aided Drafting (CAD) experience.
c. Demonstrate familiarity with military specifications, standards, and/or designations.
3.2.17 Data Entry Operator -- Position 17
a. Six (6) months of experience in data entry utilizing basic information management for maintaining sequence and control of source documentation entered into tape or disc media via CRT terminal.
3.2.18 Technical Typist -- Position 18
a. Shall have a good working knowledge of English grammar, spelling, and punctuation. Highly desired experience in word processing programs such as: MS Word, Access, PowerPoint, Project, etc.
3.2.19 Administrative Assistant -- Position 19
a. In addition to administrative duties (filing, taking phone calls, scheduling appointments, making travel arrangements), this position will provide administrative support to executive staff with office management responsibilities to include budgeting, personnel records and payroll. The Administrative Assistant may be required to work independently on projects requiring research and preparation of briefing charts and other presentation materials.
3.3 Replacement Personnel. The contractor agrees that if one or more key personnel, for whatever reason, becomes, or is expected to become unavailable for work under this contract for a continuous period exceeding thirty (30) work days, or is expected to devote substantially less effort to the work than indicated in the proposal or initially anticipated, the contractor shall promptly replace such personnel with personnel that meet the qualifications for the position. The contractor shall provide resumes of substitute key personnel upon request of the Ordering Officer, Administrative Contracting Officer (ACO), or Procurment Contracting Officer (PCO).
3.4 Remedy. If the Contracting Officer, in conjunction with the COR, determines that suitable and timely replacement of personnel who have been reassigned, terminated, or have otherwise become unavailable for the contract work was not reasonably forthcoming or that the resultant reduction of productive efforts was so substantial as to impair the successful completion of the contract or service order, or that replacement personnel do not have the required qualifications, the contract may be terminated by the Contracting Officer for default or for convenience of the Government, as appropriate. Alternatively, at the discretion of the Contracting Officer if she/he finds the contractor at fault for the condition, the contract price or fixed fee may be equitably adjusted downward to compensate the Government for any resultant delay, loss, or damage.
3.5 Staffing/Phase-In. The contractor shall provide a balanced work force as needed to accomplish work assignments at the following minimum levels of direct effort within the designated timeframes after the effective date of the contract.
3.5.1 Task orders may be issued on the date the contract becomes effective. The contractor is required to be staffed and operational with personnel whose resumes were submitted, within 14 days after the effective date of the contract. Further, the contractor shall be 100% fully staffed and operational within 30 days after the effective date of the contract.
3.5.2 All requests for approval of substitutions of key personnel hereunder must be in writing and provide a detailed explanation of the circumstances necessitating the proposed substitutions. They must contain a complete resume for the proposed substitute, and any other information requested by the Contracting Officer or needed by her/him to approve or disapprove the proposed substitute. The Contracting Officer or her/his authorized representative will evaluate such requests and promptly notify the Contractor of her/his approval or disapproval thereof in writing.
