CEMAT INDUSTRY DAY Q&A – N00024-19-R-4304
**Please note: Until a final Request for Proposals (RFP) is issued, the answers below are tentative and subject to change**
1. Q: What is the incentive fee criteria?
A: This has yet to be determined. A draft RFP will be posted on FBO with this information and bidder’s questions will be accepted for a period of time.
2. Q: Is the 30% small business participation goal 30% of subcontracting work or 30% of the total contract?
A: 30% of the total contract value.
3. Q: When will the draft RFP be issued?
A: The Government anticipates posting it in approximately 45 days.
4. Q: Is past performance assigned a grade when evaluated?
A: No, it is evaluated qualitatively by relevance and the confidence assessment, but it is not assigned a grade/score.
5. Q: Are hand held devices or iPads allowed on board for training purposes?
A: It depends.
6. Q: Does the Government believe the number of people working on CEMAT will change with this new contract?
A: The workload does continue to increase.
7. Q: How do all of the efforts on the east coast and west coast compete with each other?
A: The percentage of work described by location in the slides is accurate for both coasts, but keep in mind that SURFPAC is growing.
8. Q: Will there be surface work in Mayport, FL and/or Newport, VA?
A: The Government does not anticipate surface work at either location at this time.
9. Q: If the incumbent is unseated, is it required for the Offeror to have an administrative facility in
Newport?
A: No, but the Government does believe the awardee will need east coast and west coast office/administrative spaces.
10. Q: Will the Government provide the number of hours to bid on in the RFP? Will deviations be allowed?
A: Yes, the Government will provide the number of hours to bid on. An Offeror can deviate from this, however, the Offeror needs to clearly show the reasoning behind any deviation.
11. Q: Does the Service Contract Act apply?
A: No. This will be a supply contract.
12. Q: Who will be the ACO?
A: That has yet to be determined, however, the contract will not be awarded until established.
13. Q: If an ACO has not yet been determined, will that affect the release of an RFP?
A: No, the RFP release date will not be affected, however, it could potentially affect the date of award.
14. Q: Will there be a correlation between wage determined positions?
A: This will be a supply contract and wage determinations will not be included.
15. Q: How is this both a Cost Plus Fixed Fee and Cost Plus Incentive Fee contract?
A: There is a fixed fee for work. Once a year, that will be accrued to determine the incentive fee.
16. Q: In the draft SOW, Section 1.3.1 contradicts Sec. 1.8. How will this be resolved?
A: The SOW is still being edited. The draft RFP will reflect changes to these sections once posted.
17. Q: In the SOW’s personnel requirements, the senior maintenance hull specialist is missing. Will this be added?
A: Yes, that personnel requirement will be incorporated into the SOW.
18. Q: Why is Newport News listed on the slide showing carrier location distribution? Should an awardee have an administrative office there?
A: Newport News is where RCOH is centered, however, it’s not required for an administrative office to be located there.
19. Q: Will Other Direct Costs (ODCs) be separate line items?
A: Yes. ODCs, Material, and Travel will all be separate line items.
20. Q: Will a proposal be thrown out if the Service Contract Act (SCA) applies and resumes of non-employees are submitted?
A: This will be a supply contract and SCA will not apply.
21. Q: How many labor categories are there?
A: Twenty-five (25), however, this can fluctuate.
22. Q: What kind of scenarios will the notional work package contain? Will surface ships be included?
A: Tasks will be pulled from previous avails and will include, but are not limited to, work in
Japan, on the west coast, RCOH, and surface ships. Overall labor hours and material will be provided, but not labor categories/skill mix.
23. Q: How will the notional work package be evaluated?
A: The Government will look at both cost and technical information proposed.
24. Q: The draft SOW looks similar to the current CEMAT contract’s. Will the positions be the same?
A: Most likely. The customers are the same, the type of work and ships still similar, and the
Government currently has no intentions to restructure. There are currently 32 key positions. It is important to note that CVN-78 class ships will be included in this contract.
25. Q: Will the SOW be changed to be CVN-78 class specific?
A: No. The SOW currently lists “systems and others”, but Offerors should note that the 78-class does have several new systems that differ significantly from the 68-class ships. From an RCOH standpoint, there are no signs that the SOW will change.
26. Q: Who actually does the wrench-turning if the emphasis of this contract is “Find, Fix, Train?”
A: The emphasis of the CEMAT contract is training and teaching the sailors to do the work. The work must be done, but this must include training.
27. Q: What are the drivers of SURFPAC’s increased utilization of the CEMAT contract?
A: The Littoral Combat Ships (LCS) are not a part of SURFPAC, but SURFPAC is growing.
28. Q: Does the Government expect the division of work to change throughout the life of the contract?
A: The Government doesn’t anticipate the percentage of work divided between the east and west coasts to change significantly. The work has been consistent and is not expected to change much from the last contract.
29. Q: Will target costs or labor rates be capped?
A: The Government currently intends to cap labor rates.
30. Q: For key personnel, would letters of intent be acceptable in lieu of resumes?
A: Yes, those are acceptable and partly why the SOW provides for a thirty (30) day transition period.
31. Q: Is there a list of small businesses that could be aligned with this opportunity?
A: The Government recommends looking on www.sam.gov and doing a business search under
NAICS 336611. Additionally, Ann Bannister from the NAVSEA Small Business Office can be reached at (202) 781-2061.
32. Q: What is the Government looking for when it comes to training?
A: A lot of the work is repetitive. The hope is the contractor would lead the sailors by example in the hopes that they learn how to do the work under the guidance of the contractor and eventually be self-sufficient. Classroom trainings are also a potential option.
33. Q: Is material management a challenge? If so, how?

A: Yes, it’s a challenge to get parts. Some manufacturers are no longer in business, there are long lead times, etc.
34. Q: Are most of the parts needed Government Furnished Property (GFP)?
A: Majority will likely be contractor furnished.
35. Q: Will the RFP be issued through SeaPort?
A: No.
36. Q: Is there a page count determined for the proposal’s technical volume?
A: Not yet. The notional work package and resumes will not be included in the page count, but the resumes must be limited to key personnel.
37. Q: Can a facility supporting Norfolk also support Newport News?
A: Yes.
38. Q: Will a contractor be required to have key personnel upon date of award or within a certain time frame?
A: Key personnel must be hired within the specified transition period.
39. Q: What are particular differences between the east coast/west coast division of work?
A: The east coast is more continuous availability (CMAV) driven, while the west coast is more availability-driven with a wider geographic range.
