About this file
This document contains two sample tasks for a federal contract soliciting foreign military sales follow-on technical support services. The first sample task involves planning shipboard repairs for an ex-USCG cutter, including developing a plan of action and milestones, estimating labor hours, identifying required documentation and references, providing a notional material list and identifying sourcing options. The second sample task involves competitive solicitation for an availability for an ex-USN frigate, including developing a plan of action for the solicitation process, estimating labor hours, identifying required documentation, describing the selection criteria and bid evaluation considerations. The solicitation number is N0002418R4200 and is being issued by the Department of the Navy Naval Sea Systems Command to provide foreign military sales technical support services.

SAMPLE TASKS
The offeror, in addition to providing their technical approach to each sample task, shall include a discussion of engineering requirements, on-site supervision, operations, logistics and financial management considerations. Include a discussion of the level of authority provided to on-site supervisors during an operation. Clearly define where subcontractors, if any, fit into the project team structure. The offeror shall address budgeting and cost control, quality assurance, safety considerations and training, hazardous material/environmental compliance; equipment maintenance and operation; data management; equipment and material procurement process; and security, where applicable for each task.
Sample Task #1
Subject: Planning and preparation for Specific Shipboard Repairs
Background:
· An FMS customer currently operates an ex-USCG HAMILTON-Class ship, transferred to them three years ago.
· The ship is scheduled to begin an 8-week maintenance availability 10 months from now.
· This availability has been requested to take place in a commercial shipyard in the customer’s country, and will involve a 30-day dry-dock period.
· The major work items required for accomplishment in the engineering plant include: (1) groom and repairs to one air conditioning plant, and (2) replacing of two auxiliary sea water system intake valves with an estimated 50 feet of associated piping.
· The customer’s budget was based on use of in-country contractors where possible, which also helps support enhancing their self-sustainment objectives.
· OEM or suitable substitute material should be planned for procurement in a manner that looks to achieve cost savings and utilization of in-country sourcing where possible, but consideration of lead times are critical to include shipping and export paperwork if required for material sourced outside of the customer country.
Requirement:
· Prepare a Plan of Action and Milestones (POAM), with a timeline identifying key events necessary to develop an effective and accurate work package for the completion of these two work items (CLIN 0001)
· Provide estimated labor hours by labor category to perform the tasks from planning through execution. This should include total labor hours by labor category for each major task, as well as for the total effort. Provide the basis of estimate (BOE). (CLIN 0001/0002)
· Identify documentation, technical data, specifications and references required to develop the work packages and subsequently carry out the repairs. (CLIN 0002)
· Provide a notional list of materials required to execute these tasks, including identification of potential growth risk based on age of the ship. (CLIN 0005 AND 0006)
· Provide your process for identifying, recommending and obtaining approval for emergent material procurements not previously identified prior to the maintenance availability. (CLIN 0001/0002)
· Discuss sourcing options – CONUS or OCONUS. (CLIN 0001/0002)
· Clearly define the format and structure of the repair work packages to be developed for these two items. (CLIN 0002)
· Describe the composition of the team (a project team structure) that will manage the effort, develop the repair work packages, and the recommended composition of the team that would work with the FMS customer in conducting the repairs at the commercial yard. (CLIN 0001/0002)
· Distinguish between CONUS and OCONUS labor in the accomplishment of this task. (CLIN 0001/0002/0003/0004)
· Demonstrate your process for sourcing, acquiring and handling material procurements to accomplish in-country repairs. (CLIN 0001/0002)
Sample Task #2
Subject: Competitive Solicitation for a Drydocking Availability
Background:
· An FMS customer is taking custody of an ex-USN PERRY Class ship through an Excess Defense Article “cold” transfer.
· The asset being transferred is currently maintained at the Inactive Ships Facility in Philadelphia PA. The ship has been in storage for approximately 2 years.
· The Customer is requesting NAVSEA conduct a reactivation availability – including a drydocking – to address all required safe-to-sail requirements. The availability must begin no more than four months from today.
· The FMS customer has requested the availability take place on the East Coast of the US.
· A Ship’s Alteration and Repair Package (SARP) has been developed by the Customer and the US Government (USG), and the work definition conference is complete.
· The USG estimate is that the docking portion of the availability will require 6 weeks to complete.
· During the availability, there will be periods of time when the ship will be uninhabitable.
· The Customer wants the ship to begin the transit home within 6 months of the start of the availability.
· A full crew of 200 will be on site throughout the duration of the availability.
· The FMS Customer’s available budget for the reactivation (excluding transit back to home) is $25 million. The USG estimates that the work in the approved SARP should fit within the available budget.
· The FMS Customer has specified the following factors as their priorities for selecting the shipyard:
· Price (Most Important)
· Schedule
· Past Performance on other ship maintenance contracts
· Proximity to US Navy facilities (Commissary, Exchange, Medical Treatment Facility, etc.) (Least Important)
Requirement:
· Provide a Plan of Action and Milestones (POAM) for the steps to prepare the solicitation package, issue the bid and make the selection. (CLIN 0001)
· Provide estimated labor hours by labor category to perform the tasks from planning the solicitation through execution of the contract with the winning shipyard. This should include total labor hours by labor category for the total effort. Provide a supporting rationale for the estimate. (CLIN 0001/0002)
· Identify documentation, technical data, specifications and references required to develop the solicitation. (CLIN 0002)
· Describe the selection process that would be used to determine the winning bid, including any specific software or programs that would be used to assess the offers. (CLIN 0001/0002)
· Describe the considerations that would go into each of the factors identified by the Customer for evaluating the bids. For example, what elements would be included in consideration of the Price factor? (CLIN 0001)
