FFG(X) Request for Information (RFI) Industry Questions

# Question Reponse

Request that the Government provide Table 2 values in terms of space, weight, power and cooling.

This information, marked Distribution D, has been provided to all DOD contractors requesting said GFE information as of the date of this release. If your company requires and has not received the information, please contact the RFI POCs

1. Will an Executive Summary count against the 25 page limit for submittals?

2. Are 11 X 17 size pages allowable in the submittal?

1. Executive summary counts against the 25 page limit.

2. 11 x 17 pages are acceptable for tables/exhibits.

What assumptions can be made with respect to the combat systems integrator? Does the anticipated acquisition strategy provide a Government furnished integrator similar to the DDG 51 program, or will the contractor provide an integrator similar to the LCS program?

GFI will be provided in the Conceptual Design (CD) RFP. Contractor testing requirements will be provided in the system specification, which will be included in the CD RFP.

What is the Navy's acquisition plan? Will there be a funded design phase between now and Detail Design?

The Government plans on a funded Conceptual Design prior to DD&C

RFP.

Please advise if the ultimate source selection criteria for DD&C of FFG(X) will be "best overall value."

Source selection criteria for DD&C will be provided within the DD&C

RFP.

What specification requirements/classification rules set will be applied (e.g. NCDS, ABS-NVR, etc.) for the FFG(X)? Will the Navy allow use of the specification requirements/classification rules set the parent ship is designed to (e.g. DNV, BV, Lloyds, foreign Navy standards, etc.)?

As part of the CD RFP, a Navy developed System Specification will be included. The contractor is required to comply with the System Specification.

Please provide the breakdown of 200 manning accommodations by crew and detachment personnel.

Notional crew accommodations as follow:

For 140 crew:

Officers- 17 Chiefs- 13 Enlisted- 110

For 200 crew:

Officers- 20 Chiefs-16 Enlisted- 164

Please provide additional detail on definition of "critical systems" which are required to be Grade A Shock hardened.

Additional definition will be provided in the System Specification. A draft System Specification will be included with the Conceptual Design

RFP.

Please provide details on what major components are included in the AN/SQQ-89F system. Does it include sensors beyond the TB-37MFTA and AN/SQS-62 VDS listed in Table 2?

No. There are no sensors beyond TB-37MFTA and AN/SQS-62 VDS included in AN/SQQ-89F system. GFE and draft GFI values will be further defined in the Conceptual Design RFP.

10 How many awards does the Navy plan for Conceptual Design? The Navy plans to award at least 3 contracts for Conceptual Design.

Request Navy provide operational profile in order to calculate fuel cost in response to the RFI.

Threshold for SWaP-C is different between PowerPoint slide (26MT, 6000kW, 300 GPM) and RFI (26MT, 600kW, 300 GPM).

Administrative error on the PowerPoint slide. The RFI values are correct.

FFG(X) Request for Information (RFI) Industry Questions

The RFI describes the ships purpose as "This ship will reduce demand on high end cruisers and destroyers that currently conduct ASW, SUW, and Theater Security Cooperation missions." and has several areas of discussion that talk about those missions. It later discusses air threat self-defense in a contested environment.

Looking at Table 2 Notional Major Weapon Systems, all of the ASW systems are in Tier 2, while there are AAW and SUW systems in both tiers.

Does this mean that, when conducting tradeoffs, the ASW mission area is secondary in importance to SUW and AAW?

All warfare areas and systems in all tiers should be considered minimum (threshold) for the FFG(X). When considering total ship design, the Navy values greater capability/capacity in Tier 1 than Tier 2.

During Industry day, the Government stated that they will provide contacts for SPAWAR Charleston with respect to application(s) of advanced technology Shipboard Communications Management System.

Therefore, please forward the applicable people and their contact information.

The point of contact at SPAWAR Charleston is Bill Joo at william.joo@navy.mil

Who is/are the technical lead for the Power systems, Warrant Holder, in

NAVSEA 05?

There is not a single warrant holder. They are broken up into 3 functions. The responsible specification section are listed as well by warrant names.

1. Machinery - Electrical Systems Architecture, Control and Interface - Ships - Tim Zavertnik (300)

2. Machinery - Electrical System Power Generation, Conversion and Propulsion - Ships- Dana Delisle (302, 310, 314)

3. Machinery - Electrical System Protection, Safety, Distribution and Instrumentation - Ships- Jeff Paige (303, 304, 305, 320, 324, 331, 332)

Assuming the power plant and propulsion plant is based on a Hybrid Electrical Drive HED, what is the configuration, power plant size, propulsion power size, and auxiliary power system size? Is the auxiliary power system a zonal system?

The Navy recommends the Contractor direct this question to prospective shipbuilders with parent designs.

Assuming future dynamic loads of the auxiliary electrical system, what is the objective for stored energy onboard?

The Navy recommends the Contractor direct this question to prospective shipbuilders with parent designs.

NGSSR requirements were raised and it appears there are no documented requirements at this stage. Can government confirm if this is the case, and if not can industry get access to the requirements?

The NGSSR is a GFE system and its SWaP-C data will be provided upon request with the RFI (and with the CD RFP).

If possible, request government provide current FFG(X) radar unclassified and classified requirements?

The Government is not able to provide the requested information at this time.

Review the methodology and information involved in the derivation of the mission threats to the critical radar requirements.

The Government is not able to provide the requested information at this time.

What is the maximum consecutive days at sea the FFG(X) would be required to conduct without replenishment?

Sustainment at sea is 30 days. This only applies to food and provisions.

What is the maximum number of days the FFG(X) to operate away from home port?"

This ship can operate away from port as long as desired but would need to be resupplied with food and fuel periodically.

The RFI states, "responses shall be no more than 25 pages in length (not including design artifacts such as general arrangements)." Is the list of attachments in the text and a cover letter included in the page count?

The list of attachments is included in the page count. The cover letter is not included in the page count.

File details come from the government source that posted it. Updated .
