About this file

This document is a Request for Information (RFI) issued by the Naval Sea Systems Command (NAVSEA) on behalf of the Support Ships, Boats, and Craft Program Office (PMS 325). The RFI seeks feedback on a draft specification and assesses the availability of qualified small businesses to bid on a procurement for Expeditionary 11 Meter Rigid Inflatable Boats (RIBs) in two configurations: Expeditionary Mine Counter Measure (ExMCM) and Very Shallow Water (VSW). The RFI includes the draft specification outlining key requirements such as dimensions, payload capacities, propulsion systems, transportability, and davit and stowage systems for the different configurations. Interested parties are requested to submit information on relevant vessel designs and production capabilities by January 12, 2018. The RFI will assist NAVSEA in defining future acquisition strategies for these boats to support operations including mine countermeasures and shallow water missions.

040 INTRODUCTION AND GENERAL DESCRIPTION

040-1 Background

The 11 meter Rigid Inflatable Boat (11m RIB) is a multi-purpose platform with several distinct missions. With the emergent establishment of an enduring, Explosive Ordnance Disposal Mine Countermeasure Platoon (EOD MCM PLT), Very Shallow Water operations (VSW) and MK 18 UUV family of systems (FoS) capability for near-term operational missions, an Expeditionary variant of the 11m RIB is required. Highest priority is placed on fielding the MK 18 UUV FoS, with associated Expeditionary 11m RIB variants to conduct assigned missions.

A configuration of the Expeditionary 11m RIB equipped with a vehicle Launch, Recovery, and Handling (LR&H) system for interface with the MK 18 Mod 2 UUV will be referred herein as the ExMCM configuration. This configuration will have the capability to launch, recover, and handle two (2) Unmanned Underwater Vehicles (UUV) using two (2) davits and two (2) vehicle stowage cradles located in the aft deck of the boat for Mine Counter Measure (MCM) operations.

A configuration of the Expeditionary 11m RIB referred to herein as the VSW configuration incorporates an empty aft deck for the stowage and deployment of two (2) F470 Combat Rubber Raiding Crafts (CRRC) or one (1) F580 CRRC.

The 11m RIB platform entered service with the U.S. Navy in the early 2000s. Since then sequential Mk numbers designate major changes to the 11m RIB configuration. Before this Specification, the most recent configuration update was the fourth version of the 11m RIB (11m RIB Mk4). The Expeditionary 11m RIB will use the same hull form as the 11m RIB Mk4 for commonality purposes throughout the fleet.

040-2 Configurations

This Specification describes two (2) configurations of the Expeditionary 11m RIB: the Expeditionary Mine Counter Measure (ExMCM) configuration and the Very Shallow Water (VSW) configuration.

Specification section headers and Contract Drawing titles indicate where features are unique to only a specific configuration. The below table summarizes the differences between the configurations throughout this Specification. Commonality shall be maintained for all major components such as engines, trailers, hoisting slings, and tie down straps on all configurations.

Commonality shall be maintained in other respects as much as practicable.
