propulsion. Accordingly, nothing in this instruction supersedes or changes those authorities, and SEA 08 shall be consulted concerning all matters related to Naval Nuclear Propulsion.

b. For equipment temporarily added to or used with a DSS that interfaces and requires a modification of the host submarine, a Temporary Alteration (TEMP ALT) must be submitted for approval per reference (b) for the modification(s) to the host submarine.

c. A TEMPALT (vice TEMPMOD) must be submitted for approval per reference (b) for modificatfon(s) of host submarine DSS. Examples of such systems are Lock-Out Chambers, Lock Out Trunks, host submarine diver's air systems, etc.

5. Background. Deep Submergence Systems, as defined in reference (a), are those systems and components that, when working together, provide the capability for manned underwater operations.

TEMPMODs are components, systems, or subsystems temporarily installed for the purpose of test and evaluation, research and development programs, or in support of short-term mission or exercise requirements. TEMPMODs are not intended to cover equipment required for normal or long-term operation of the DSS.

6. Action

a. Administration. The cognizant NAVSEA Program Office and the Sustaining Activity for the DSS shall maintain a file of DSS TEMPMODs. The file shall contain the information shown in enclosure (I), and all official correspondence regarding each TEMPMOD. Enclosure (I) has columns for a unique tracking number (TEMPMOD Number), title of the TEMPMOD, the DSS asset/platform on which the TEMPMOD is installed, purpose of the TEMPMOD (i.e., Test and Evaluation, Research and Development, etc.), any restrictions or limitations imposed while the TEMPMOD is installed, the date of approval, date of installation, and th~ required removal date.

Installation approvals and durations shall be in accordance with, and not exceed, the guidelines provided in Table 6.a-1. IN NO CASE shall equipment that is required for regular and routine operations of the DSS asset remain installed by TEMPMOD beyond the time period(s) authorized by NAVSEA. All equipment required for regular operations shall be permanently installed via the formal configuration change process established by the Program Office for the DSS asset. If equipment has been temporarily installed for evaluatio11 purposes via a TEMPMOD, an evaluation shall be conducted by the DSS asset's operational command using a form similar to enclosure (2). If a TEMPMOD is determined as suitable to become a permanent part of the configuration of the DSS asset, the appropriate configuration change process shall be initiated to convert the TEMPMOD into a permanent configuration change prior to the expiration of the approved TEMPMOD installation period.

b. Policy

(I) TEMPMODs will not be accomplished on certified DSS assets unless detailed technical design packages have been approved by NA VSEA for the specific DSS Asset or DSS

*** TEMPMOD installation extension approvals shall not exceed a total TEMPMOD installation period of 36 months.

Class (i.e., Dry Deck Shelters) designated to receive the modification and the installation is authorized by the parent Type Commander (TYCOM). A major nonconformance (i.e., Departure From Specification, waiver or deviation) shall be submitted to document an installation that is not accomplished per the approved NAVSEA TEMPMOD design and when the TEMPMOD removal does not return the DSS Asset to an "as-certified" configuration.

(2) All modification design packages shall address the relevant attributes defined in paragraph 6.c below.

(3) In all cases, NAVSEA, the Immediate Superior In Command (ISIC), the cognizant Sustaining Activity and TYCOMs will be notified by Naval message when the installation has been accomplished, relocated, or removed. Installation and removal of mission specific equipment which has been approved and authorized for reinstallation for continuing use, i.e. side scan sonar, is controlled locally and does not need to be reported via message except for initial installation and for final removal within the approved duration period.

(a) Installation. At a minimum, the Naval message shall include the TEMPMODs number and title, DSS asset, ship's name and hull number (when applicable), purpose of the TEMPMOD (i.e., Test and Evaluation, Research and Development, etc.), date of installation, any preliminary Integrated Logistic Support provided, any restrictions or limitations imposed as a result of the installation, proposed removal date, the Installing Activity's point of contact, and a reference to the NA VSEA approval and TYCOM installation authorization letters. The message will contain a statement certifying the installation was accomplished per the NA VSEA approved technical design package; and will identify any lessons learned, authorized administrative "red line" changes, and any non-conformances that were adjudicated per references (a) and (c) or the applicable DSS Scope of Certification Notebook. The message will include a statement that Ship's personnel have been trained to operate the TEMPMOD equipment, when required.

(b) Removal. At a minimum, the Naval message will include the TEMPMODs number and title, DSS asset, ship's name and hull number (when applicable), date of removal, the Removal Activity's point of contact, a statement certifying that the DSS asset was restored to original configuration or identify any non-conformances initiated, and identify any outstanding item(s) preventing complete TEMPMOD removal and restoration of the DSS asset.

c. Procedures. Any organization within the DSS community may recommend the development of a TEMPMOD. In developing a TEMPMOD, the recommending (sponsoring) organization should work closely with the cognizant NA VSEA Program Office, the SEA 05 DSS Ship Design Manager, the specific DSS Planning Yard (PY), and the DSS Engineering Agent, throughout the development process to ensure all technical requirements are adequately identified and addressed prior to submittal to the cognizant NAVSEA Program Office for approval. The proposed TEMPMOD or TEMPMOD technical design package shall be submitted in writing to the cognizant NAVSEA Program Office. The request shall be submitted no less than 60 working days prior to the requested approval date. Due to the varying degrees of complexity among different potential TEMPMOD installations, the NA VSEA review and approval process may take significantly longer than 60 working days to perform a thorough engineering and logistical analysis, particularly if the TEMPMOD has an impact on Scope of

Certification/SUBSAFE items or requires modification or attachment to a pressure boundary/hull structure. The submitting activity may prepare and submit to NA VSEA a preliminary design study investigating the impacts of the proposed TEMPMOD in any available areas listed below to streamline the review process. The preliminary design study may be submitted prior to submitting a formal TEMPMOD technical design package to NAVSEA for approval.
