Example of Type of Work and the associated Requirements and Notional Maintenance Schedule

Field Change Designs

Design Field Changes or temporary modifications for DDS and provide appropriate Field Change documentation (e.g., Field Change records, Field Change installation drawings, logistics changes including recommended spare parts list, Provisioning Technical Documentation (PTD), a mass properties data report associated with the change, and interim supply support plans, as well as an order of magnitude estimate and period of performances for proposed DDS alterations). A Logistics Management Information Summary shall be prepared when tasked by Technical Instruction (TI) for development of Field Change proposals. Engineering drawings requiring modifications shall be developed on computer-aided design equipment (note that DDS drawings that have been converted to AutoCAD format shall be digitally transferred to the DDS Planning Yard (PY) for configuration control/sustainment). The certification requirements of NAVSEA SS800-AG-MAN-010/P-9290, Rev. A, Change 2, "System Certification Procedures and Criteria Manual for Deep Submergence Systems" shall be met.

The maintainer shall be capable of providing new technical manuals, technical manual changes and/or technical manual revisions to document Field Change related system changes for DDS along with recommended spare parts list, Provisioning Technical Data (PTD); interim spares;

and/or new or revised DDS Preventive maintenance System (PMS) pages as directed by the Technical Instruction, to support DDS Field Change tasks. As a minimum, all Phase 1 Field Change technical data packages must meet the requirements of NAVSEAINST 4720.23B (available upon request) and the Dry Deck Shelter Program Manual (included as a reference to this RFI).

All proposed designs will be supported by data and analysis results that demonstrate the design will meet parameters such as, but not limited to: occupant safety; structural adequacy; off-gassing of non-metallic material; system and/or component operability; human factors considerations, especially with regards to diver operations under limited light and building sea states; impact of the Field Change's weight and displacement to each DDS and its impact to the different DDS host submarine (HOSUB) Classes; and Field Change reliability, availability and maintainability requirements. The Field Change design shall include a Failure Mode, Effects and Criticality Analysis for each Field Change. If required and tasked, the maintainer (Field Change Developer) shall develop Field Changes or an applicable configuration change for DDS ancillary program hardware including, but not limited to, each DDS transporter, Little Creek and Pearl City Training Facilities, Training Closure and Hatch Assemblies (TC&HA) and any resulting interfacing support submarine configuration changes. New or modified software developed for a Field Change shall be engineered in accordance with the Contractor's approved Software Development Plan (SDP).

Field Change Production/Kitting/Installation and Test The maintainer will provide technical support including engineers, mechanics and/or technicians, and/or other experienced personnel to the operational site of the assigned DDS during installation, along with any testing and/or production hardware, as well as to investigate and resolve technical problems, material casualties and malfunctions.

The maintainer will provide the necessary labor and facilities required to fabricate, assemble, and test Field Change Kits. Kitting shall be accomplished to facilitate the shipment and installation

Attachment 1 through clear/proper marking and packaging. Kitting shall consider the order of need of an item during Field Change installation, as well as receipt inspection, and special storage and handling requirements. The maintainer will provide the necessary services for installation, along with support for post installation acceptance testing of the Field Change. A mass properties data report will be submitted for each Field Change installed.

The maintainer will be responsible for submitting a deviation for any departure or non-compliance with the DDS specification requirements in accordance with the Dry Deck Shelter Program Manual. The maintainer will also be responsible for submitting a Liaison Action Request (LAR) to the DDS Planning Yard when direction or a clarification regarding specifications or requirements or a course of action is required in accordance with the Joint Fleet Maintenance Manual (JFMM), COMUSFLTFORCOMINST 4790.3. The maintainer will be responsible to coordinate with the fleet activity for 'hotel support services' for the installation including the development of any Memorandum of Agreements.

DDS ROH Planning and Advance Material Procurement Support The maintainer will provide planning support to include attendance at ROH planning conferences, reviewing/assessing availability start dates, desired completion dates, and changes to the baseline work package. The maintainer will provide recommendations on best approaches to complete the ROH and acceptably return the DDS and the associated Training Closure & Hatch Assembly (TC&HA) to full operational condition, within cost and schedule objectives.

The maintainer will prepare necessary cost proposals in a timely fashion to support authorization and implementation of work changes.

DDS Regular Overhaul (ROH) The maintainer will conduct the assigned DDS ROH per the Baseline Overhaul Work Package (OWP). The DDS ROH entails, but is not limited to: restoring or replacing the Hangar Inner Door (HID) based on inspections; the disassembling, refurbishment and re-installation of all other DDS watertight doors; the rip-out, refurbishment and re-installation of all electrical components and wiring; and the rip-out, refurbishment and reinstallation of all piping and associated components from all systems. If the HID restoration requires removal and replacement with an available Ready For Issue (RFI) asset from the rotatable pool, the removed HID will be fully restored to include correction of corroded buttress threads, worn pinion bearings and worn quad gear bearings, worn Locking Ring, and seating inspections prior to its return to the rotatable pool. The Contractor shall prepare a project plan detailing the work plan, sequence, schedule and resources for conduct of the ROH at the Contractor’s facility.

The maintainer will blast, sand or remove paint and re-preserve all metallic and non-metallic surfaces such as the: DDS pressure hull and frames; fairing support structure and the composite fairings; fixed and portable track and cradle system; DDS support equipment such as the transporter; and TC&HA that the DDS rests on. In addition the maintainer will conduct Non- Destructive Testing (NDT) inspections and repair or replacement in accordance with DDS Hull Integrity Procedures (HIPs). Inspection and repair of DDS support equipment such as the transporter and its mechanical systems are also part of an ROH effort. The procedures to be followed for the inspection, repair or replacement of components or systems are contained in the NAVSEA Approved DDS Technical Manuals, Test Procedures, HIPs and/or PMS.

The maintainer will submit a deviation for any departure or non-compliance to the DDS specification requirements in accordance with the Dry Deck Shelter Program Manual. The maintainer will submit a Liaison Action Request (LAR) to the DDS Planning Yard when direction or a clarification regarding specifications or requirements or a course of action is required in accordance with the JFMM.
