Text version
"The Offeror shall submit a written proposed subcontracting plan in accordance with the clause entitled "SMALL BUSINESS SUBCONTRACTING PLAN" (FAR 52.219-9). It is the intent of the Government to encourage the use of Small Businesses whenever practicable. The Government desires at least an eight percent (8%) small business participation goal of the total subcontracted dollar amount, inclusive of the congressionally mandated five percent (5%) goal for Small Disadvantaged Business concerns. The Offeror shall describe the extent to which its company has identified and committed to provide for participation by small businesses, including veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small business, Small Disadvantaged Business, women-owned small businesses, historically black colleges and universities, and minority institutions for the performance of this contract. Of special interest is the amount and type of work to be performed by the subcontractors. The Offeror shall provide sufficient information to demonstrate that the contributions that small business subcontractors make will be meaningful in the sense that they will be performing functions important to the overall success of the program and also broaden the subcontractor's technical capabilities. The Offeror shall explain the reasons for, and advantages of, selecting the particular subcontractors (this explanation need not include material vendors).
Failure to support a proposed Small Business participation percentage may result in a more unfavorable evaluation than a Small Business participation percentage that is supported. The Offeror may receive a more favorable evaluation if its proposal includes an overall small business participation goal that meets or exceeds eight percent (8%) of the total subcontracted dollar amount and is supported."
