1 5 Jul 17 SB Set Asides The ship repair market place is well developed with small businesses in San Diego in comparison with the JAX market. There are a number of companies who perform a significant amount of work for the large primes in the following areas. The LCS MAC IDIQ contract currently requires that a bidder would have to bid on:
-CM/EM
-Facility Maintenance -PMS work
Each of those areas has a number of small businesses in San Diego that are competent to bid on that work. Would the Navy consider setting aside these three areas and effectively creating three sub CLINS that could be bid on separately? By segregating those very distinct requirements you will develop a contracting base that will 1) get enough work to support the upcoming workload 2) get the efficiency of size to support a robust base 3) not get the overhead burden that the primes would place on their subcontractors by having them be part of a team. At the industry day you stated that you were looking at maximizing the number of bidders. By requiring a response (as if all bidders have the capability to perform all the work) you will limit the number of bidders. Secondly there is enough capability in San Diego that the government should consider setting aside these three categories of work to small businesses.
C The Navy intends to set aside Planned Maintenance (PM), Facility Maintenance (FM) and Corrosion Control (CC) work for small businesses to the extent possible. The CLIN structure supports this.
Offerors interested only in PM, FM and CC can submit a proposal that addresses only that type of work.

2 5 Jul 17 Docking outside of Homeport
Would the Navy be open to performing SRA and DSRA outside of homeport?
C No. The Navy is required, under 10 U.S.C. § 7299a, to award short-term work (defined as ten months or less in duration) for the overhaul, repair or maintenance of a naval vessel to a firm capable of performing the work within the vessel’s homeport area when adequate competition exists. None of the availabilities contemplated for this solicitation/contracts exceed 10 months in duration.

3 7 Jul 17 MSRA/ without dock
MAC
The MAC-I “Big MAC” is currently restricted, in the Draft RFP, to MSRA holders who possess or have access to a Drydock. The Government, in past solicitations have commented that it does not want to unduly restrict competition based on market capabilities and/or the Government’s minimum requirements. Given that only one of every three CNO Availabilities (DSRA every 64 months) requires a drydock, we believe that this unnecessarily restricts competition in the port of San Diego.
Recommend that the contract language be revised to allow a prime contract award to MSRA shipyards that do not possess or have access to a drydock; This would allow increased competition on those delivery orders that are Non-Dockers and still affords the Navy limited competition to those MSRA holders with drydocks for docking delivery orders. NOTE:
Similar to the MAC-IDIQ for Surface Combatant and Amphibious Class Ships.
C The Navy is contemplating revising the solicitation language to allow MSRA holders without access to a dry dock to compete for a MAC I contract.

4 7 Jul 17 Add OCONUS to little MAC
The MAC-II “Little MAC” is currently limited to perform PM/FM/CC in only CONUS locations, while the MAC-I holders will perform this same scope in OCONUS as well as CONUS locations. Given that non-shipyard service providers are often better equipped and more experienced at OCONUS travel and technical support than the MSRA shipyards, we believe that this unnecessarily restricts competition for the MAC-II contracts. Recommend that the contract language be revised to require or allow MAC-II contract holders to perform PM-FM-CC in both CONUS and OCONUS locations.
C The Navy is contemplating the requirements for accomplishing OCONUS PM/FM/CC efforts.

5 7 Jul 17 SOW Pg. 25 of 60 Sect. C
The industry day presentation, slide 15, described the Little MAC as consisting of executing Preventive Maintenance (PM) and Facilities Maintenance (FM) only and the DRAFT SOW N00024-17-R-4325 6-13- 17 Final on page 25 of 60 describe it as execution PM/FM/Corrosion Control (CC). Which one correctly describes the areas of execution for a Little MAC Prime Contractor
C The Little MAC will include the efforts that were outlined in the draft SOW.

6 7 Jul 17 Teaming Are there any limitations to the makeup of proposed teams under the subject solicitation?
C The Government does not anticipate imposing any limitations on the makeup of proposed teams under the solicitation.
27 July 17
7 7 Jul 17 Teaming Is it the Government’s intention to have offerors under either the LITTLE MAC or BIG MAC rely solely on their individual company’s capabilities and/or past performance, or are offerors able to include team members’ capabilities and/or past performance to address all areas required within the solicitation?
C Teaming arrangements are not discouraged, as long as they do not have an anti-competitive effect on the marketplace. However, there can be only one prime for each proposal submitted. The solicitation will address the extent to which team members’ capabilities and/or past performance may be considered.
27 July 17
8 7 Jul 17 Teaming Will awardees under either the LITTLE MAC or BIG MAC be limited to the proposed team under which a MAC award was released, or will the Government permit either: 1) additions to the team on an ad-hoc basis, or
2) delivery order-specific additions to the team when submitting a delivery order proposal?
C The Government will not require a MAC awardee to propose any particular subcontractors/team members when competing for delivery orders.
27 July 17
9 7 Jul 17 Teaming Will the Government limit a company’s participation to a single team, or permit a company to participate on multiple teams?
C A company may participate as a subcontractor to multiple primes;
that is encouraged. However, there can be only one prime for each proposal.
27 July 17
10 7 Jul 17 Teaming Will the Government permit cross teaming, meaning a prime on the LITTLE MAC participating on a BIG MAC team and vice versa?
C Yes, a prime Little MAC holder can participate as a subcontractor to a prime Big MAC holder and vice versa.
27 July 17
11 7 Jul 17 Sail Away vice Crew
Move Aboard
When does shipboard maintenance commence for a ship? C All PM and FM starts at Crew Move Aboard, while CM/EM work starts after the Obligation Work Limiting Date (OWLD).
27 July 17
12 7 Jul 17 Non-Dock
MSRA
consideration
The previous SEC East MAC IDIQ contract requires MAC I and MAC II holders to have an MSRA. Only limited availabilities require the ships to be dry-docked e.g. DSRA, SRA(d), and some voyage repairs. Other shipyards can perform CMAV level work both CONUS and OCONUS with the exception of dry-docking availabilities. Opening the MAC II scope of work to include all work that does not specifically require dry-docking the ship would allow more local shipyards to bid for that work and open the competition.
Will the Government consider opening the MAC II scope of work to include all work that does not specifically require dry-docking the ship?
C See answer to #3, above. 27 July 17
13 7 Jul 17 EAM What Enterprise Asset Management (EAM) system will be utilized? C MAXIMO is the EAM preferred by the Government. 27 July 17 14 7 Jul 17 FM Is there a possibility of breaking the FM out into its own CLIN? There is significant savings to be had.
C Ordering activities can shape the delivery orders to maximize competition and provide the best fit for the homeport, which could include competing the FM separately.
27 July 17
15 7 Jul 17 ABR As a Little MAC Bidder, are we required to have an ABR Agreement? C No. 27 July 17 16 7 Jul 17 MAC Holder
Subcontractor
Is there a conflict of interest if a company holds a little MAC and submits a quote as subcontractor to another MAC Holder on the EAST or WEST Coast?
C A Little MAC holder is not prevented from submitting a quote as a subcontractor to another MAC holder on the East or West Coast.
27 July 17
17 7 Jul 17 Rolling Admissions
How will Rolling Admissions be announced for contractors who do not win the initial MAC Awards?
C Notices will be posted on FBO.gov. 27 July 17
18 7 Jul 17 D.O. Contract Type Decision
How will the Government determine if a FFP or CPFF Order will be issued?
C The Navy will determine the contract type of an order on a case by case basis; however, the Navy anticipates the majority of orders to be
FFP.

19 7 Jul 17 Non-Complex availability consideration
Would NAVSEA 02 consider breaking Big MAC into a complex and non-complex availability split for small business participation as many of us are also ship repairers with much talent for performing pier side availability work? The current East and West coast MACMO’s have both large and small complex and noncomplex where small business is performing well and broadens the industrial base.
C The Navy is evaluating the delineation of work under the Big MAC to possibly include complex and noncomplex availability work.

20 24 Jul 17 Clarification 1. On 6 April 2017, NAVSEA issued a synopsis for the current LCS SEC West contract (N00024-15-C-4313) to extend the period of performance out to April 2020.
2. During the San Diego LCS MAC IDIQ Industry Day conducted 29 June 2017, the brief to industry (slide 9) advised LCS SEC West would expire in April 2018:
3. There appears to be a conflict; does the Government intend to have two contracts for maintenance/ modernization of LCS class ships homeported San Diego?
C The Navy intends to mitigate the need to extend the current SEC W contract by awarding the follow-on MAC IDIQ’s per the timeline discussed during Industry Day. The current SEC WEST contract will expire in April 2018.
