About this file
This document provides an amendment to a federal solicitation for operation and maintenance services for the Emergency Ship Salvage Material System. Key details include:
-
The amendment adds responses to bidder questions, revises labor rate tables and personnel qualification requirements, clarifies the maximum number of presentation slides allowed, and adds clause 52.222-62 regarding paid sick leave.
-
The solicitation is for operation and maintenance of equipment stockpiles and emergency response resources to support Navy salvage, diving, pollution response, and underwater ship husbandry operations. The contractor will also provide support to other agencies for spill response, hazardous material control, and diving/salvage operations.
-
The Naval Sea Systems Command seeks to award a single-source IDIQ cost-plus-award-fee contract for a one-year base period and four one-year options, with performance at sites worldwide. The contract type and period provide flexibility to address contingencies.
-
Bidders must submit any remaining questions by specific dates and participate in oral presentations approximately three weeks after the amended proposal due date to verify their capabilities and understanding of requirements.
-
The amendment clarifies contracting and performance details to facilitate responsive proposals from qualified operations and maintenance providers.

• Brief Overview of Company and History.
• Company Mission Statement and Core Values.
• Geographical Organization of the Company and its core components worldwide.
• Reasons for Interest in this Contract.
• Plans for how Company will be successful at performing this Contract.
• Highlight past maritime emergency support experience and any other relevant experience.
After the submission of offers, each offeror must make an oral presentation to the Government’s source selection personnel. The purpose of the oral presentation is to demonstrate that the offeror understands the Government’s requirements. Subsequent to the oral presentation of the Introduction/ Company Overview, the offeror will be provided the opportunity to demonstrate its technical capability with its response to a Government technical problem. The oral presentation will also include a question and answer session following the technical problem and solution. The oral presentation will be recorded and constitute a part of the offer, however, the information communicated thereby will not become a part of any resultant contract. The oral presentation question and answer session will not constitute discussions, as defined in FAR 15.306(d). Further, it will not obligate the Government to conduct discussions, solicit or entertain any revisions to the offer, or request Final Proposal Revisions (FPRs).
The Contracting Officer will schedule the oral presentations and will notify each offeror of the date, time, and location of its oral presentation after the Government receives the offers in response to the RFP. The Contracting Officer will schedule the first oral presentation to take place approximately five (5) days after receipt of the offers. The Contracting Officer will provide additional instructions for the oral presentation with the notification. The Government reserves the right to reschedule an offeror’s oral presentation at the discretion of the Contracting Officer.
4.1 ORAL PRESENTATION
The Oral Presentation has three (3) parts. Part I is the offeror’s presentation of the prepared Introduction/Company Overview that was submitted as a part of Volume III. Part II is the presentation of the offeror’s technical solution to a Government technical problem. Part III is a question and answer session based on the offeror’s technical solution to the Government’s technical problem. The Government may elect not to conduct oral presentations. The Government will notify the contractor of this decision.
4.2 PRESENTATION LENGTH AND ORDER
Part I - Introduction/Company Overview
The information to be presented during the Introduction/Company Overview is described above. Offerors are limited to no more than fifteen (15) Microsoft PowerPoint (or equivalent style) slides for Part I of the oral presentation and not more than fifteen (15) minutes to present the Part I slides. The Part I slides will be submitted on a compact disk at the time of the oral presentation. Also, the offeror shall provide one (1) copy of the presentation slides on paper. Additional information on format is provided below.
Part II – Technical Problem The Government will present the technical problem as a real-life and real-time scenario at the conclusion of the presentation of the Introduction/ Company Overview. The offeror will have one hour to prepare their technical solution and will not be limited/restricted to a specific medium. It is expected that the offeror will cite actual (real) assets, personnel, and other equipment required to accomplish the mission as a part of their technical solution and that the offeror will only cite assets or personnel that were actually available for hire at the time the technical problem was presented. The technical solution should be consistent with the technical proposal.
In Part II of the Oral Presentation, the offeror will be allowed one (1) hour to present their technical solution to the Government’s technical problem. The Government prefers that the offeror’s solution to the technical problem be presented in Microsoft Power Point (or equivalent style) to the maximum extent practicable but any medium is permissible. There are no restrictions on the number of slides that the offeror can present during the one
(1) hour presentation. The Government reserves the right to verify the accuracy of information provided by an offeror by ensuring any personnel or assets proposed do actually exist and were available at the time when the technical solution was presented. Offerors will be required to leave a copy of all presented materials for the Government’s evaluation.
Part III – Question and Answer
Part III is a question and answer (Q&A) session that will follow the oral presentation of the offeror’s response to the Government’s technical problem. The Government may elect not to conduct the Q&A session. If the Government elects to conduct the Q&A, the Q&A session will be limited to 1 hour. The Government will provide a list of questions to each offeror at the start Q&A session and the offeror will have the balance of the hour to provide complete verbal answers to each of the questions. Incomplete answers will be evaluated as a weakness.
At no time will the offeror be permitted to ask questions of the Government.

9 13-Mar-18 009 09 J-1 Job Title clarification
There is a discrepancy between the Job Title listed in J-1 and the SCA code referenced. The SCA code referenced does not match the title in WD 2015-4341 for the following positions:
Telecommunication Mechanic II; Lead Electrician; Electric Shop Supervisor
In J-1 for the Position Title Telecommunication Mechanic II the SCA code listed is 23931. However in the Wage Determination (WD 2015-4341) for that particular title the SCA reference code is 23932.
Same discrepancy exists on the SCA code reference (23931 vs.
23932) for the Lead and Supervisor positions.
Please confirm that the correct SCA reference code is 23932 for the positions above.
Yes the correct SCA reference code is 23932 for Telecommunication Mechanic II and the SCA code reference for the Lead and Supervisor should also be 23932 (Virginia) - Revised J-1
