Response to Bidders’ Questions - Amendment 0002
NAVSEA REFERENCE NUMBER: NAVSEA-010-REVISED
NAVSEA SHIP/PROGRAM: Salvage Services – Solicitation
TITLE/ REFERENCE: Page Count . PAGE NO. 67/68
QUESTION:
Is the resume page count separate from the page count of the total Technical Proposal? In the Section 1.1 Table on page 67, the Technical Proposal page count is limited to 45 pages and Resumes are limited to 2 pages each but don’t seem to be included in the 45. However, the Proposal Formatting Instruction (7) on page 68 that states “All Offeror documentation such as ….resumes… are included in the 45 page limit.” seems to contradict that.

Government Response:
The 2 page limit for resumes are NOT included in the 45 page limit for the Technical Proposal or the 20 page Addendum.
NAVSEA REFERENCE NUMBER: NAVSEA-016 - REVISED
TITLE/ REFERENCE: Solicitation, Offer and Award PAGE NO. 1-89
We note that the solicitation number is given as in box 3 of the RFP. However, other solicitation numbers are referenced throughout the RFP, its attachments and FedBizOpps (www.fbo.gov).
Please confirm correct solicitation number.
The correct solicitation is N00024-17-R-4310 which supersedes N00024-15-R-4115. The solicitation has been amended to reflect the correct solicitation number. See Amendment 0001.

TITLE/ REFERENCE: Conditions of hire for contractor’s ships, craft and barges PAGE NO. 13
Clause in RFP states: “No periods of post-operational maintenance, repair, or overhaul shall be included in the on-hire period except when structural alterations or modifications were required for the performance of the Delivery Order.”
If a ship, craft or barge sustains damage during the performance of a delivery order and that damage is not considered normal wear and tear, can the ship, craft or barge remain on-hire until the damage is repaired?
During the performance of a delivery order, and in the event a ship, craft, or barge sustains damage not considered to be normal wear and tear during performance, it may remain on-hire until the damage is repaired.

TITLE/ REFERENCE: NAVSEA-012, “Foldouts” Clarification PAGE NO. 68
Offeror is requesting clarification on a Government response to question NAVSEA-012 regarding “Foldouts”. In the government’s response, the government responded on allowable page size, but did not comment on allowable margin size, font or font size. Can offeror assume that a smaller font size in tables, maps, and org charts contained in foldouts is allowable since 12 point font would significantly wrap text used for graphical presentation.
There are no format requirements for Foldouts.
NAVSEA REFERENCE NUMBER: NAVSEA-027
TITLE/ REFERENCE: NAVSEA-010, “Page Count” Clarification PAGE NO. 67/68
Offeror is unclear on the government’s response to page count and is requesting clarification. Is government’s definition of an addendum a separate section that is 20 pages in length or is the definition of an addendum for page count allowing a total of 65 pages. If the answer is a separate section, what part of the submittal needs to be in the addendum.
The Addendum is a separate section limited to 20 pages that may be used for additional information not contained the Technical Proposal.
