NAVAL SEA SYSTEMS COMMAND

N00024-16-R-4401

QUESTIONS AND ANSWERS

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

1. This RFP includes multiple facets of a new Government contracting strategy including a requirement to price firm fixed price CLINs for five years into the future as well as other new unique and complex requirements. The bid due date of 8 January 2016 does not allow sufficient time to absorb and respond to these requirements in a competitive manner and for the best value to the Government, especially considering that the proposal work would need to occur mostly over a holiday period where there is generally a loss of resources due to travel and other commitments. Therefore, this offeror respectfully requests an extension of the bid date by 14 days to 22 January 2016.

ANSWER:

Please see Amendment 0001.

2. Ref: (RFP Note B, Para 1) To properly and accurately determine the Ship Repair Labor Rate, that is required by this paragraph to include much higher priced labor costs for Engineering and Design Support labor, please provide the percentage of the level of effort that should be assumed for these efforts for a typical CNO availability SRA.

ANSWER:

This is not a developmental effort that requires engineering and design support. The engineering and design support is incidental to the production process. Therefore, the engineering and design support will be treated as a support function.

3. To properly and accurately determine the Ship Repair Labor Rate, please provide the percentage mix of each craft in paragraph 1 for a typical CNO availability SRA.

ANSWER:

In order to be found technically acceptable, an offeror must demonstrate that they have performed work similar to that contemplated in the solicitation. Therefore it is incumbent on the offeror to understand their typical labor mix for accomplishment of ship repair.

4. To properly and accurately determine the Ship Repair Labor Rate, are all hourly and salaried levels of supervision from lead-men to foremen intended to be included or only foremen?

ANSWER:

The fully burdened ship repair labor rate is inclusive of all items found in Section B Note B of solicitation N00024-16-R- 4401.

5. According to Section B, Items 0001 and 0002 are BASE year CLINs. Therefore, the Base year would commence on contract award. The Latest Option Exercise Date for Item 0002 is listed as 365 days after Contract Award which would put it into the Option Period 1 time-frame. Please review and advise whether or not the OE date for Item 0002 is accurate.

ANSWER:

The solicitation is correct in stating that CLIN 0002 is a base year CLIN. CLIN 0002 is an option item that is exercised by the government would be utilized during the base year. Cost CLINs (0002, 0005, 0008, 0011, and 0014) can be exercised in the period then current up to and including the last day of the current period.

6. Paragraph 1 under the heading of “Volume 1” states that Volume 1 is “limited” to the Cover Letter, SF 33, the Labor and Material Burden Rates Price Sheet Attachment J-2, the subcontracting plan and if applicable, the JV agreement.

However, there are contract clause fill-ins as well as the DFARS Proposal Adequacy Checklist that also need to be included in order to be fully compliant that would exceed the “limited” listing in this paragraph. Please clarify.

ANSWER:

As part of the Price proposal package, the offeror shall submit the completed SF 33 with blocks 12 through 18 completed as well as all sections with applicable fill-ins. Submission of a signed offer to the Government constitutes agreement and acceptance of the solicited terms and conditions.

7. Ref: (RFP Section L, para 5.0) The subject paragraph states that subcontracting plan shall be submitted for each ship class. As the RFP covers 2 combatant ship classes and 4 amphibious ship classes on two different intended contracts to be awarded, we believe that the intent is for a subcontracting plan to be submitted for each intended IDIQ-MAC contract (Combatant and Amphibious) not for each ship class.

ANSWER:

Yes, the intent is to submit two (2) subcontracting plans if an offeror chooses to propose for both (Surface Combatants and Amphibious) IDIQ-MAC Contracts.

8. Neither the Labor and Material pricing sheet Attachment J-2 nor the RFP specify the amount of man hours and material dollars for each CLIN that will be applied to the Ship Repair Labor Rate and material markup rate to develop the total price used for evaluation purposes. Please confirm the man hour and material values in J-2 are to be left blank and only the rates are to be filled in.

A corrected Attachment J-2 (Labor and Material Burden Rates Price Sheet) will be issued via solicitation Amendment 0001.

9. Note D states that DCMA is conducting financial capability reviews. Please confirm that there is no requirement to submit any documentation to DCMA with the IDIQ-MAC cost proposal. Section L provides a table with the number of Price and Non Price proposals to submit but doesn’t indicate whether or not any data is to be sent to DCMA. If so, please provide address and POC at DCMA to send to.

No data at this time is required to be sent to DCMA. Section B Note D “Documentation for this review will need to be provided to DCMA upon request by the PCO after contract award.”

10. It is noted that many of the support functions outlined in section B, note B, paragraph 2 are required to execute requirements of the NAVSEA Category I Standard Items. Assuming the cost of such support services is to be included as a burdened rate on the direct production man-hours executed by the trades outlined in paragraph 1, will the Government allow for modifications to the offeror’s out-year fully burdened ship repair labor rate in response to changes in requirements outlined in the Standard Items? If not, will the Government agree to execute all years of the resultant contract under the initial year Standard Items upon which the offeror’s proposed burdened rates for all years of contract execution was based?

ANSWER:

No. The list provided at Section B, Note B, Paragraph 2 is not intended to be all inclusive. It lists some examples of support functions typical to ship repair. Support functions would be minimally affected, if at all, by changes to the Standard Items.

Support functions such as these need to be incorporated into the offeror’s fully burdened rate.

11. The solicitation provides limited information with regard to potential workload that a single awardee can anticipate performing over the course of contract execution. Knowledge of the type and amount of work an offeror can reasonably anticipate accomplishing under this as well as other contracts over the next five years is essential to projecting a realistic, defendable, and executable ceiling rate for the period over which the Government intends to lock the offeror’s fully burdened ship repair labor rate. The fidelity of data available with regard to potential workload over the five year period for all customers makes it virtually impossible for the offeror to accurately project workload for this period of time. The result of which would be rates that could be either much higher or much lower than those being incurred in the out-years. The offeror requests that provisions be included for revising the fully burdened ship repair labor rate on an annual basis to provide all awardees the opportunity to adjust their rates based on near tem projections of anticipated workload.

ANSWER:

The rates established at MAC award for the base year and all option years will be the offeror’s ceiling rates and will not be subject to change unless the clause entitled Rolling Admissions For Future IDIQ-MAC Holders in Section H is invoked.

Offeror’s pricing for Delivery Orders shall be no higher than the ceiling rates and will apply to all changes made under the applicable Delivery Order. Bear in mind that rates established at award will need to be found fair and reasonable in accordance with FAR 15.404, Proposal Analysis.

12. The Solicitation, Section L Price Proposal requires an acceptable subcontracting plan to be submitted in accordance with FAR 52.219-9 and 252.219-7003. FAR 252.219-7003 paragraph 2 cannot be accomplished without total availability level or contract values and paragraph 3 cannot be accomplished without having a defined scope of work. In view of these missing ingredients, please define what would be considered an acceptable subcontracting plan.

Please review solicitation Amendment 0001 for a revised J-2 Attachment. The subcontracting plan in regards to solicitation N00024-16-R-4401 is based on the expected totals at the IDIQ-MAC level. After the contract awards are made for the IDIQ- MAC the IDIQ-MAC holders will be required to submit an availability specific subcontracting plan with each Delivery Order solicitation.

13. In view of missing data in Attachment J-2 that would roll to a total price for each priced CLIN and because the Volume 1 listing of required price proposal deliverables doesn’t list Section B, we assume Section B is not required to be submitted with the bid.

ANSWER:

A corrected Attachment J-2 (Labor and Material Burden Rates Price Sheet) will be issued via solicitation Amendment 0001.

As part of the Price proposal package, the offeror shall submit the completed SF 33 with blocks 12 through 18 completed as well as all sections with applicable fill-ins.
