ADDITIONAL INFO FOR OFFERORS

1.0 INTRODUCTION

This solicitation package is a Request for Proposals (RFP) that will result in the award of Indefinite Delivery Indefinite Quantity Multiple Award Contracts (IDIQ-MACs). The IDIQ-MAC for the Surface Combatants (CG and DDG class ships) and the IDIQ-MAC for the Amphibious (LPD, LSD, LHA, and LHD class ships) will each be comprised of a minimum of two (2) responsible awardees (contractors) who will compete for Delivery Orders to provide complex surface ship repair and overhaul as outlined in Section C of this solicitation. The distinction between the two (2) IDIQ-MACs is based on ship class as outlined below:

Complex Ship Repair & Overhaul on CG and DDG Class Ships; San Diego, CA Complex Ship Repair & Overhaul on Amphibious Class Ships; San Diego, CA

Thus, the Government anticipates awarding a minimum of four (4) IDIQ contracts through a Best Value source selection process. A minimum of two (2) IDIQ contracts will be awarded to support ship repair requirements for CG and DDG class ships and a minimum of two (2) IDIQ contracts will be awarded to support ship repair requirements for Amphibious class ships. The Government’s objective in soliciting both IDIQ-MAC requirements in one (1) solicitation announcement package and requesting only one (1) set of proposals from offerors is to minimize contractor time, effort and cost in proposal preparation time. Offerors may elect to submit a proposal on either the Surface Combatant MAC or Amphibious MAC or both.

ALL INQUIRIES shall be directed to Brian Kimm, Procuring Contracting Officer (PCO), Casey Nau, Contract Specialist, and Gerald Robertson , Contract Specialist, at brian.kimm@navy.mil, casey.nau@navy.mil, and gerald.t.robertson@navy.mil . To ensure the Government is able to adequately address and respond to an offeror’s request for pre-proposal information (PPI) via a solicitation amendment, questions shall be submitted no later than 1300, local time (EST), 11 January 2016. Requests or questions received by 1300, local time (EST), on 11 January 2016 will be answered in writing and provided to all offerors prior to the required date for submittal of proposals.

The Navy reserves the right to not answer any requests received after 1300, local time (EST), on 11 January 2016.

All requests for PPI should reference the applicable solicitation and/or specification page and paragraph number and be submitted on the Request for PPI form (Attachment S-3) provided with this solicitation.

Additionally, all requests for Master Ship Repair Agreement (MSRA) equivalency inspections must be received within one (1) week after the initial date the solicitation is posted to the Federal Business Opportunities (FBO) website. Requests shall be sent to Brian Kimm, Casey Nau, and Gerald Robertson. Failure to request an inspection prior to 1300, local time, (EST) on 16 December 2015 may result in a negative determination of offeror eligibility.

All inspections will be completed by a representative from Commander, Navy Regional Maintenance Center (CNRMC). All offerors requesting equivalency inspections will receive a copy of the final inspection report prior to the date of contract award.

Offerors meeting this eligibility requirement with documents and evidence outside of a MSRA must contact the Contracting Officer by 16 December 2015 to schedule an on-site inspection.

The on-site inspection will supplement documentation provided with the offeror’s proposal.

The Government reserves the right to conduct a pre-award survey or to require other evidence of technical, production, managerial, financial, and similar abilities to perform prior to the award of any proposed contracts;

regardless of whether the offeror has an existing MSRA.

Estimated Award Date: The Government anticipates awarding both IDIQ-MACs in the June 2016 timeframe.

Offerors must provide a period not less than 120 calendar days from the proposal due date for Government acceptance of the offer. (Complete block 12 of the Standard Form (SF) 33).

Alteration of Solicitation: Offerors shall respond to the solicitation as posted. Offerors who alter the solicitation (except for completing appropriate “fill-in” blocks and certifications) may be considered non-responsive and thus ineligible for award.

Proposal Information: Offerors shall not presume the Government has knowledge outside of information provided in the proposal. Additionally, offerors are advised that statements such as: “the offeror understands”, “the offeror has a long history of outstanding support”, “standard procedures shall be used”, “well known techniques shall be employed” or any paraphrasing of the solicitation, shall be considered inadequate to demonstrate experience, knowledge of, or compliance with solicitation requirements. Offerors are encouraged to provide specific and concise information to validate all assertions.

Amendments: The Government may revise the solicitation at any time by means of an Amendment. It is an offeror’s responsibility to ensure it is accessing the FBO website to view potential amendments and procurement notifications for this solicitation.

Teaming Arrangements: Proposals must be submitted by one (1) prime contractor. Offerors may be listed as subcontractors in multiple proposals but may only submit one (1) proposal as a prime contractor with a unique Commercial and Government Entity code and Taxpayer Identification Number. To be evaluated as a Joint Venture (JV), offerors must provide a notarized agreement (with the price proposal) delineating roles and responsibilities for all proposed work.

4.0 PROPOSAL FORMAT

To facilitate efficiency and consistency in proposal evaluation, the following guidance is mandatory. Proposals which do not follow this guidance may be rejected as non-responsive and thus ineligible for award.

Hard Copy Proposals: Offerors shall use the forms provided with this solicitation. All pages shall be double-sided on 8.5 x 11 inch paper with a one-inch margin. Text shall be Times New Roman with a minimum font size of 12.

Each side of the page will count as one “page”. Any type contained on graphics page shall not be smaller than 10-point font. Any pages that may be revised as a result of discussions (if required) shall contain revision numbers and date of the proposal revision submission.

CD: Proposal information provided on the CD shall conform to the requirements of the hard copy proposal such that if an evaluator were to print from the CD, the format would be identical to that provided in hard copy.

Documents shall be in Microsoft Office version 2010 and Adobe X Pro PDF compatible, virus-free stable media storage devices capable of being read on a DVD/CD-ROM drive. All spreadsheets shall be in Microsoft Excel format such that each mathematical equation is obvious. No fields shall be password protected. If files are compressed, the necessary decompression program must be included. In cases where the hard copy and the electronic copy of the proposal conflict, the hard copy shall take precedence. The CDs shall be labeled to indicate the Offeror’s name, the solicitation number and the associated volume numbers.

Past Performance: The Government shall seek relevant performance information on all Offerors based on the past and present efforts provided by the Offeror and data independently obtained from other government and commercial sources. The Government will evaluate the Offeror’s past performance. The Government may also evaluate the past performance of an Offeror’s subcontractors. In the investigation of an Offeror’s past performance, the Government reserves the right to contact former customers and Government agencies and other private and public sources of information. The Government will also assess the role that subcontractors have played in contributing to an Offeror’s success and/or failure and to what extent subcontractor’s performance has contributed to an Offeror’s past performance evaluation.

Offerors shall submit information concerning contracts and subcontracts which offerors consider relevant in demonstrating the ability to perform the proposed effort via Attachment S-2. Offerors shall identify portions of the contracts/subcontracts that are relevant. Offerors are requested to provide information (up to five (5) previous Government availabilities) where the effort is recent and relevant to the effort required by this solicitation.

“Recent” is defined as a contract in-progress or completed within the last three (3) years as of the date of the initial solicitation. If the offeror has not completed up to five (5) Government availabilities within the last three (3) years as of the date of the initial solicitation, information on recent and relevant subcontracts and/or commercial contracts may be submitted.

“Relevant” is defined as a contract that is of similar scope, magnitude, and complexity to the requirements as set forth in this solicitation.

o Scope: Experience in the areas defined in the SOW.

o Magnitude: The measure of the similarity of the volume, dollar value and/or duration of the work actually performed under the offeror’s submitted contracts to the SOW.

o Complexity: The measure of the similarity of technical difficulty, managerial intricacy and/or required coordination of efforts and disciplines performed by the offeror in its submitted contracts to the SOW. For complexity, not only will the tasks performed by the offeror be considered, but also the offeror’s ability to coordinate tasks (e.g., concurrent performance requirements).

Offerors shall provide a detailed explanation demonstrating the similarity of the contracts to the requirements of this solicitation; a detailed description of the work performed for the contract; and the role performed, including whether the offeror acted as a prime contractor or a subcontractor. Offerors are responsible for the accuracy of all data provided. Past performance information regarding predecessor companies, key personnel who have relevant experience and subcontractors that will perform major or critical aspects of the requirement may be provided as past performance submissions.

An offeror that does not have recent and relevant past performance to provide for consideration is requested to affirmatively state that it does not have recent and relevant past performance for the Government to consider.

Offerors to this solicitation shall provide Past Performance Questionnaires to their customers for completion (Attachment S-2) for up to five (5) availabilities within the last three (3) years involving same or similar efforts.

Each proposal shall include no more than a total of five (5) Past Performance questionnaires, one per contract identified. Offerors shall fill in Parts I, II, and III for each customer and include as part of their proposal. Parts I, II, and III of the past performance questionnaire shall not exceed three (3) pages.
