12. The scope of work for work item 993-31-001 is unclear . Paragraph 3.1 states to install 15,000 square feet of temporary deck protection. Paragraph 3.1.2 states 2,000 square feet. Is this a discrepancy or is Paragraph 3.1.2 an additional requirement over 3.1? Please clarify.

Work item 993-31-0001, Paragraph 3.1.2 is an additional requirement to 3.1. There are areas of the ship that need added protection underneath the matting that will be put down in 3.1.

13. Please provide the hull number for the Personnel Barracks barge that will be designated for this availability (Ref paragraph 3.1 of work item 857-11-001).

Barge is YRBN-44.

14. Is movement of the berthing barge authorized by utilizing a sufficient amount of tugs as authorized by the licensed marine pilot that have less than 1,200 shaft horsepower each?

If unable to attain tugs with a minimum of 1,200 shaft horsepower, additional tugs would be acceptable if the licensed marine pilot agrees that the berthing barge is under full control of the tugs in the weather conditions and sea state at the time of and during barge movement.

15. Please provide location of berthing facility in paragraph 3.1 of work item 857-11-001. Please confirm that the requirement is only to have the capability to move 250 crew members for paragraph 3.1 and 3.1.5 and move only whatever the actual demand is each day.

This question is not pertinent to work item 857-11-001. However, in accordance with Work Item

992-11-004, the requirement is to move up to 250 PAUL HAMILTON crew members in the morning from the berthing facility to the shipyard and 250 PAUL HAMILTON crew members in the afternoon from the shipyard to the berthing facility; 250 is the maximum number of PAUL

HAMILTON crew members that will need transportation each morning and afternoon.

16. Please provide confirmation that the original location of the fuel barge for paragraph 3.2 of work item 992-11-007 is the fuel depot at Point Loma. Paragraph 3.5 discusses “each” barge. Please clarify the quantity of barges and round trips required for the requirements of paragraph 3.2.

Please clarify the Government’s intent for where the cost for these additional management efforts should be covered.

Work items 813-11-002 and 813-11-003 are for production planning and estimating. The costs of other production support requirements are to be included in the individual work specifications.

18. Request paragraph 3.3 of work item 992-11-005 be changed to “within ½” mile of the ship.

Please confirm that roving security in conjunction with security cameras for parking lot security is authorized in lieu of full time 24/7 watch hut guard, as is the common practice for ship repair in this locale.

For work item 992-11-005:

1. ½ mile is acceptable. This change will be incorporated in a future Errata.

23. The solicitation includes Section B Option CLINs 0004 - 0011. The solicitation also provides

Attachments J-1 (PH EDSRA Specifications) and J-4 (Pricing Spreadsheet).

Review of the Work Items depicted in Attachments J-1 and J-4 does not provide bidder an understanding of which Work Items are associated with each individual Option CLINs 0004 -

0011.

It appears that the List of Work Items depicted in Attachment J-1and J-4 incorrectly labels some

Work Items as "OPTION ITEM" and some Work Items as "Base Items - CLIN 0001".

To ensure accurate Section B CLIN pricing, request updated Attachment J-1 and Attachment J-4 to depict whether the Work Item is an "OPTION" and to depict which Option CLIN each

OPTION Work Item should be priced under.

Bidder requests that Attachment J-4 be reorganized to depict the List of Work Items by Section B

CLIN to ensure accurate CLIN pricing integrity.

A revised J-4 (Pricing Spreadsheet) will be provided in a future amendment.
