NAVAL SEA SYSTEMS COMMAND

N00024-16-R-4400

QUESTIONS AND ANSWERS

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

24. The Solicitation provides the following guidance; Para. 3.1.3 - "Only Critical Path Work Items and Other Items approved by the Supervisor are permitted to start in the first thirty (30) days."

Given the Solicitation's emphasis on Intra-Availability schedule adherence and associated Attachments J-3 - Schedule Milestones and J-5 - Award Fee Intra-Availability Milestones, it is unclear how the above Para. 3.1.3 Solicitation direction impacts the bidder's ability to plan/manage/achieve schedule.

1. Please provide a list of which Work Items are on the Critical Path from the Navy customer's perspective?

2. Please provide a list of which "Other Items" (non-Critical Path Work Items) are contemplated in the above Para. 3.1.3 direction?

3. How and when does the "Supervisor" provide the approval to start work on the "Critical Path Work Items and Other Items" within the first thirty (30) days?

4. What is the process for requesting the ability to start other Work Items that the bidder needs to start within the first thirty (30) days?

5. Please provide more guidance regarding the statement "in the first thirty days"?

Please provide a list of Work Item start dates within the day one (1) to day thirty (30) range. Within the "first thirty days" does not provide bidder enough Work Item start date information to prepare its proposal and required Integrated Production Schedule (IPS) and associated manpower curves.

6. Is it correct to assume that bidder will have the ability to start all other Work Items after the first thirty (30) days?

ANSWER:

1. Critical Path Work Items are: 441-90-002 (CANES), 980-90-006 (CANES)441-90-001

(NMT), 450-90-002 (BMD), 450-90-003 (BMD), 450-90-004 (BMD), 980-90-012 (BMD),

431-90-001 (GEDMS), 437-90-001 (HM & E), 438-90-001(MCS/DCS) 541-90-

001(DFS) and 980-90-010 (AIT-Test).

2. All 992 and 993 series work items are intended to start day 1 of the availability.

3. Contractor is authorized to start Critical Path Work Items and all 992/993 service items on day 1.

4. Requests to start within the first 30 days are to be made via the Project Manager Shaun Dennis at shaun.dennis@navy.mil

5. The intention for the first thirty days of the contract is to start critical path work items and services, offload the ship’s equipment and stores, and allow ship’s force to move to their living barge. As ship’s force offload and movement is labor intensive, delaying and disrupting the contractor’s work is to be kept to a minimum. The first thirty days is intended to provide the ship maximum time to conduct their business preparing the ship for the shipyard environment.

6. The bidder will be able to start all other work after the first thirty (30) days. As ships force finishes up their offload, work can be pulled forward prior to the A+30 date by a request from the contractor to the Project Manager or Contracting Officer.

30. Work Item 243-11-001, Stern Tube Shaft Seal; overhaul.

Bidder notes that the GFM kits listed in para 5.1 and installed in para(s) 3.5 and 3.6 are sufficient for 1 ea shaft seal.

Para 1.3 identifies both Port and Starboard Stern Tube Seal Assemblies.

Is the intent to replace both Port and Starboard stern tube seals and if so will both sets of kits be provided GFM?

For Work Item# 243-11-001, an ERRATA will be issued indicating both sets as GFM.

31. Work Item 857-11-001 Personnel Berthing Barge Support; provide para. 3.1. states "Pick-up and deliver Personnel Barracks Barge designated for the ship listed 1.3 from and to NAVSTA San Diego."

Understanding that the solicitation is a West Coast Wide bid opportunity, please update the Work Item Specification to reflect para 3.1 work requirement/scope and associated cost estimating assumptions for bidders not located in the San Diego, CA homeport.

Work Item# 857-11-001 states that the barge is to be picked up at NAVSTA San Diego and delivered to the contractor’s yard. At the end of the availability it is to be delivered back to NAVSTA San Diego. All offerors are to bid from NAVSTA San Diego to their yard and back.

32. Work Items 150-11-005 (Deck Edge Waterway Bar; replace), 167-80-004 (ShipAlt DDG51-77228D

(Partial), Watertight Door; replace), and 631-41-001 (Freeboard Preservation; accomplish) include requirements to "Remove and dispose of existing and install new PCMS tiles".

Each of these Work Items Specifications depict that there will be no GFM provided.

Question: Please confirm that required new PCMS tiles will not be provided as GFM? If not provided as GFM, please provide new PCMS tile sourcing information. If new PCMS tile will be provided as GFM, please update Work Item Specifications accordingly.

ANSWER:

For Work Items# 150-11-005, 167-80-004 and 631-41-001, an ERRATA will be issued to include PCMS installation requirements and GFM.

35. Incorrect Schedule Format in Solicitation.

Bidder has reviewed the provided solicitation and has discovered a discrepancy on the requested Integrated Production Schedule (IPS) format.

The solicitation is specific about providing the Integrated Production Schedule (IPS) in MS Project to meet the requirements of FY-16, 009-60 CH 2. The use of MS Project is referenced several times throughout the solicitation (Pg. 10 under Evaluation Criteria and on Pg. 15 under Schedule). Submitting the MS Project IPS as requested by the solicitation contradicts the requirements established by FY-16 Standard item 009-60 CH 2.

FY-16,009-60 CH 2 deleted the MS Project format requirement for the IPS and replaced the report submittal with a PDF copy of the IPS and an MS Excel extract of the IPS. This can be accomplished using the scheduling program/Format of choice.

Page 15, para. 3.3 of the solicitation prohibits that the post award IPS is materially different than the solicitation IPS. To the bidder’s interpretation, this means that all IPS submittals would need to be in MS Project format for the duration of the contract if the initial solicitation IPS was submitted in MS Project format.

Bidder recommends complying with the requirements of FY-16, 009-60 CH 2 which deleted the MS Project requirement. Bidder intends to submit all required reports from contract award to contract completion IAW 009-60, FY-16 CH 2 utilizing Deltek Open Plan format to produce the required PDF IPS file and MS Excel extract.

Please specify the correct scheduling format for providing the IPS deliverables or concur with bidder’s recommendation of complying with the requirements of FY-16, 009-60 CH 2.

Amendment 0003 to the RFP will reflect current NAVSEA standard item FY-16 009-60 CH2

39. Work Item# 472-90-001. Estimator notes that 3.1 states “Conduct a pre-installation ship-check in conjunction with the NSWCPHD / AIT Lead Engineer and project /Port Engineer prior to actual installation date to verify and determine applicability of provided drawings and identify potential installation problems. Review all LARs that pertain to installation drawings and utilize references

2.2 through 2.6. The documentation listed in Section 2 will be made available to the shore support contractor personnel for use. See 4.1 through 4.3.”

No quantities or details for the removal and installation of PCMS are given within the specification.

Estimator also notes that reference 2.2 and 2.5 are not available on the Drawing disk. Is it stated that “These are all Distro F. Generally, the requests for these dwgs go through the PE to the waterfront SME who then provides the sheets required for each dwg."

Unless otherwise directed. The scope of work within this work item will not be estimated and any modifications identified after submittal will be the subject to an equitable adjustment.

Please advise.

For Work Item# 472-90-001, concur that references 2.2 and 2.5 were not available on the disk provided. The missing references will be provided by request from the offeror.

A pre-install ship-check can be scheduled any time before the un-docking of the ship to support para

3.1. If any modifications are discovered while performing the ship checks which are not included in current work item then those discrepancies will be subject to an equitable adjustment.

40. Work Item# 551-80-001. Reference 2.4 RLAR 64209/DDG67/1111476 zeroed out p/n 3902 and added p/n 3931 CAT No. 88013-735 on reference 2.2.

P/n 3902 is listed as GFM. Since p/n 3931 replaces a GFM provided part, contractor believes the new part number will also be provided as GFM.

Unless otherwise directed contractor will estimate work item with p/n 3931 being GFM.

There will be no GFM provided for Work Item 551-80-001. All material is to be procured by the contractor.

41. Work Item# 438-90-001. Estimator notes that 3.1 states to accomplish Sheet 4 of Ref 2.12 Zone 2-D

Local Note L2 states to utilize Ref 8 (320-8418030) to accomplish the modification to the existing No.1 and No.2 Motor Controllers for the Potable Water System .

The material listed on Ref 8 that is required to accomplish the modification to the two controllers are not listed on Ref 2.12 and are not listed on the 4720 as being provided. Ref 2.12 is only listing the label plates that are required for this modification.

Unless otherwise directed no material will be ordered to accomplish this modification and any material needed will be subject to an equitable adjustment.

For Work Item# 438-90-001, the government AIT will purchase material in order to accomplish Sheet 4 of Ref 2.12 Zone 2-D Local Note L2 " utilize Ref 8 (320-8418030) to accomplish the modification to the existing No.1 and No.2 Motor Controllers for the Potable Water System".

42. Work Item# 259-11-004. For paragraph 3.1.6 in the Specification, Contractor has determined that it may be impossible to hold the required Test Pressure in the Uptake Space 01-248-O-Q for this New Installation.

Contractor recommends conducting a Local Air Test in Lieu of what is called out in Paragraph 3.1.6

For Work Item# 259-11-004, General Specification for Overhaul (GSO) of Surface Ships Para 192C allows a local air hose test.

43. Work Item# 980-90-012. Paragraph 3.14 states to provide services of 36 mandays for sandblasting, painting and insulation/lagging services.

Will the materials be provided or will contractor provide material?

If contractor is to provide material, we will require detail as to what is being sandblasted, painted and insulated

Please review and advise.

ANSWER:

An Errata will be issued. Per para 1.2.4, 1.2.5, 1.2.17, 1.2.20, 1.2.29 of WI 980-90-012, the work will require the need for supplemental sandblasting, painting, and lagging of various I-beams, Angle Iron, Support Beam, etc. not covered in the SIDs but necessary to return the space to original condition per NAVSEA Standard Items (various). This requirement varies in size based on actual affected areas, for planning purposes it is required that enough material (sandblasting, paint, rollers, lag, etc.) be procured to treat an overall area of 400 sq. ft. to cover the combine spaces above; the actual breakdown of material will be under the direction of the Supervisor, BMD Project Engineer.

44. Work Item# 562-11-002. Paragraph 3.3 states to purchase Split Sealing Rings in addition to the Major Overhaul Kits.

In regards to the Major Overhaul Kit P/N WLP1260-001 contains all the AM#’s and QTY that are being requested.

Unless otherwise directed contractor will only price the overhaul kits.

Please review and advise.

For Work Item #562-11-002, if the Major Overhaul Kit contains all the AM #’s identified in the work specification, then procuring just the Major Overhaul Kit is advised.

47. Work Item# 120-11-001. What is the meaning of the word “renew” in this paragraph (Para 3.3.6)?

What is the intent of the repair to shell stringer S-10, as compared to the repair (“install new”) to shell stringer S-13?

For Work Item# 120-11-001, an Errata will be issued to provide clarification of renew. Paragraphs will be revised as follows:

3.3.6 Clad weld a total of 360 square inches of deteriorated plating.

3.3.6.1 For pricing purposes the clad welding shall be one quarter inch thick.

3.3.6.2 Fill local pits and grooves with weld metal prior to the application of the principal build-up layers. Surfaces shall be ground to smooth metal.

48. Work Item# 150-11-005. There are no scuppers at this location.

Based on ship check provided, bidder understands intent was to identify (2 ea) scuppers on the 03 level stbd (going down to the 02 level).

Please confirm this is correct.

For Work Item# 150-11-005, the government concurs that the scuppers are on the 03 level starboard going down to the 02 level

49. RESERVED

50. RESERVED

51. Work Item# 150-11-006. What are “deck drain brackets”? Location listed in this paragraph is also unclear.

Is the intent to replace scupper drain pipe hangers?

For Work Item# 150-11-006, the intent is to replace scupper drain pipe hangers.

52. Work Item# 150-11-006. This location does not exist. 03 level stbd at frame 142 would be inside

Array 1.

Is the intent to identify the 04 level stbd, frame 142 (bridgewing area)?

For Work Item# 150-11-006, the 03 level stbd at frame 142 is the SLQ-32 platform underneath the bridgewing.

53. Work Item# 150-11-007. Is the intent of this note to direct use of this shipalt for new deck thickness?

Should the KTR use the original (as built) material for this deck (3/16” or ¼”) or should the contractor use the material directed in the shipalt (5/16”) ?

An Errata will be issued. For Work Item# 150-11-007, the intent is for the contractor to replace the current deck with the ShipAlt deck thickness.

54. Work Item# 643-11-003. Contractor performed a Ship Check of the location listed in Para 1.2 and notes that the Identification of the quantities of Equipment listed in Para’s 1.3.2 through 1.3.6 are incorrect.

During the Ship Check, bidder understands the following quantities of Equipment to be correct; and as such the incorrect quantities depicted in the Specification need to be corrected and the Specification needs to be reissued:

Para 1.3.2 reads QTY (3 EA)… Actual QTY (1 EA) Para 1.3.3 reads QTY (2 EA)… Actual QTY (3 EA) Para 1.3.4 reads QTY (3 EA)… Actual QTY (5 EA) Para 1.3.5 reads QTY (4 EA)… Actual QTY (9 EA) Para 1.3.6 reads QTY (12 EA)… Actual QTY (19 EA)

Please verify that above quantities are correct for estimating/pricing purposes. If above quantities are incorrect, please provide correct quantities for estimating/pricing purposes.

Para 1.3.2 reads QTY (3 EA)… Should read QTY (1 EA) Para 1.3.3 reads QTY (2 EA)… Should read QTY (3 EA) Para 1.3.4 reads QTY (3 EA)… Should read QTY (5 EA) Para 1.3.5 reads QTY (4 EA)… Should read QTY (9 EA) Para 1.3.6 reads QTY (12 EA)… Should read QTY (19 EA)

For Work Item# 643-11-003, concur, an ERRATA will be issued to change the above quantities.

58. Normally, electrical shipalt drawings specify the footage of cable to be removed in order to accomplish the alt. The electrical drawings for most of the shipalts in the PAUL HAMILTON work package do not specify the length of the cables to be ripped out, only for the cables being installed.

Most circuits being ripped out are being replaced with new cable, however there are some circuits being ripped out that are not being replaced with new cable, and there are also some new circuits being installed where there was no rip-out before. Therefore, offerors cannot assume the rip-out length is the exact same as the install length.

For example, Item 651-90-001, Ref. 2.8, Dwg.# 8634606, Sheet 7 shows circuit (1-219-3)-1P-P being ripped out but it does not get replaced with a new cable. Please advise for estimating purposes, how offerors should calculate the length of cable rip-out, in cases where the drawings do not specify footage and there is no other reasonable way to determine.

DDG Class drawings do not include the footage of cable to be removed only cable to be installed.

59. Work Item# 167-11-002. Paragraph 3.2 calls out for flame spray in accordance with 2.2 and 2.3 but is invoking NAVSEA standard item 009-105 which is a requirement for metal build-up repair under Mil Std. 1687A. The correct specification for corrosion protection of scuttles (the scope of work item 167-11-002) is a NACE Spec, CS 23-00/ CS23-00M (used to be NAVSEA standard item 009- 28). Unless directed otherwise, the contractor will estimate in accordance with CS 23-00.

Please concur.

An Errata will be issued. For Work Item# 167-11-002, Government concurs that contractor should bid to accomplish thermal sprayed coating IAW CS 23-00.

62. Work Item# 243-80-001. The OEM(MIDE) for the new bulkhead seals upgrade has stated that the technical manual, S9243-CS-MMA-010, listed in the 2.11 is incorrect. This is for a MIDE insert that is installed within a ND-Type Housing. The correct technical manual for MIDE's standalone seals (P/N 100-101-400), which is being installed aboard DDG 60, is S9243-CV-MMA-010. Please update this reference document in the work item.

66. Work Item# 167-11-002. Paragraph 3.2 tasks the accomplishment of NAVSEA Standard Item 009-

105 for application of thermal sprayed coating to new scuttle listed in 1.3

Contractor has been informed by thermal coatings vendor that the requirements of 009-105 are incorrect for this application. Vendor recommends thermal sprayed coating in accordance with AWS CS-23-00 as the proper process.

For estimating purposes, Contractor will bid to accomplish thermal sprayed coating per AWS CS- 23-00 in lieu of 009-105.

Please concur or advise.

This question is the same as #59 and the answer is the same as for #59.

67. Work Item# 167-80-004. Paragraph 3.1 states “Accomplish the requirements of 2.2 through 2.13 using 2.14 through 2.16 for guidance…”

KTR notes that Ref 2.3 through 2.13 consists of LARs AND RLARs, the majority of which are drawing corrections or corrections to manufacturing discrepancies.

Since new CRES doors are being provided as GFM, KTR assumes that all manufacturing discrepancies addressed in 2.3 through 2.13 will have been accomplished by the manufacturer prior to receipt by KTR.

Please concur or advise.

For Work Item# 167-80-004, the CRES doors that are ordered are standard. Modifications will need to be made upon receipt by the contractor to meet the requirements of the ship. Contractor will be responsible for all modifications outlined in the references.

71. Work Items 813-11-002 for NAVSEA and 813-11-003 for TYCOM specify very specific efforts;

production planning, estimating, scheduling, progressing, etc., to support the availability. While these are typical support efforts, these work items as well as other work items in the work package do not specifically list the entirety of other administration and support efforts that are essential for successful execution of the availability.

Questions:

1. Please confirm that all necessary administration and support, required to support the availability in accordance with the RFP SOW, whether or not specified in a work item is required to be included in the bid.

2. Please clarify which work items should cover administration and support efforts that are not specified by work items but are required.

3. Please confirm whether accumulation of all administration and support costs, regardless of what item they may or may not be specified on, and placement on a single work item is authorized or should such costs be pro-rated against all production work items.

4. Please confirm that all administration and support efforts should be included in the estimates/bid as opposed to being included in the Ship Repair Labor Rate CLIN in order to assure coverage of the management and support team cost to support administration of the base work package.

ANSWER:

As stated in the response to Question #12, which is similar to this question, the intent of the solicitation is to have all administrative costs that were previously billed under a PMO specification in a cost-plus contract, spread out and billed to each individual work item.

72. Work Item# 245-11-001. The specification, paragraph 3.8 requires accomplishment of an unknown amount of weld repairs. For estimating purposes, how many inches of weld repair should be assumed for each blade? Or, should weld repairs be excluded from the bid and estimated after the results of the inspection and testing by paragraphs 3.7.2 and 3.7.3 are known?

For Work Item# 245-11-001, weld repairs should be excluded and will be subject to change order based on the results of inspection and testing.

73. Work Item 150-11-009, paragraph 3.4 specifies accomplishment of listed structural repairs to the location in paragraph 1.2.1, “as designated by the Supervisor.” The location in 1.2.1 is 05 Level Weather Deck, Frame 272 and Director Equipment Room No. 2.

The current requirement could pose risk to offerors because the specific location (yet to be identified by the Supervisor) determines what interferences will need to be removed and replaced. In addition, the specification is not clear as to whether the structural repairs are all in one location or in one or more locations. More than one location would compound the risk associated with unknown interferences as well as the cost for the structural repairs. Contractor requests that the Government revise the requirement with a more precise location/description of the repairs or add a specified amount of manhours and material to cover unknown interferences.

Work Specification 150-11-009 paragraph 1.2.1 is for 05 Level Weather Deck, Frame 272. Director Equipment Room No. 2 is identified in paragraph 1.2.2. The location is very specific as to where the repairs are to be made.

76. Work Item# 643-11-001. Paragraph 3.1 states, “Accomplish removals , modifications and installations in accordance with 2.2 through 2.6 in support of habitabilty improvements in locations listed in 1.2.1 through 1.2.2.”

1. The scope of work is not clearly defined on the specification or on the the Drawings. Is the intent to remove all equipments and furnishings on these drawings for locations 1.2.1 and 1.2.2?

2. Paragraph 3.7 states, “Remove existing and install new table tops for the equipment listed in

1.3.3.” There is no paragraph 1.3.3. Where or what is 1.3.3?

For Work Item# 643-11-001, the scope of work is clearly defined in the references and in the work specification.

An ERRATA will be issued to change paragraph 3.7 to read as follows:

Remove existing and install new table tops and naugahyde covers for the equipment listed in 1.3.2, located in 1.2.1, using 2.6 and 2.9 for guidance and material requirements.

81. Work Item# 245-11-001. Paragraph 3.4, specifies the blade palm dimensional inspection based on the specified work item sequence listed to be completed in dry-dock and before the propeller blade sets are shipped to the propeller repair facility. This would require rigging and lifting into position the blades for inspection in dock or at shipyard, vice the rigging, set up and inspection at NAVSEA propeller repair facility.

Please verify that the dimensional inspection specified in paragraph 3.4 will be allowed to be completed at the NAVSEA propeller repair facility subsequent to transportation of blades specified in Item 245-11-001, paragraph 3.5.

For Work Item# 245-11-001, blade palm inspections can be completed in the shop vice in the dry-dock

82. Work Item# 245-11-001. Paragraph 3.9.5, specifies the inspection of the prairie air channels and emitter holes in accordance with paragraph 5-6 of 2.9 (NAVSEA S9245-AR-TSM-010/PROP REV.

2).

As stated in an earlier question submitted, Item 245-11-001. Paragraph 3.9.5 (Reference 2.9, Para. 5-

6) requires the blades to be rigged, positioned and tested in a horizontal position that necessitates significant labor and several weeks of additional allowance to the repair schedule. Request verification that NSWC Technical Notice Ser. 932/93, dated October 9, 2013, that allows prairie air channel and emitter hole testing to be completed in a vertical position is applicable authorized.

For Work Item# 245-11-001, the emitter holes can be tested in the vertical position. This contradicts the requirements of S9245-AR-TSM-010, but the NSWC Tech Notice Ser 932/93 allows the repair activity to test in the vertical position in order to save time, money, and rigging evolutions.

83. Work Item# 245-11-001. Paragraph 3.9.6 specifies the balance requirement for the DDG 51 Class blade sets. Paragraph 5, does not included government furnished material (GFM) to complete the blade set balance requirements, specifically the GFM balance fixture that would be necessary to complete the balance inspection and repair specified is not included which is always provided as

GFM.

Will DDG 51 Class port and starboard balance fixtures to complete the specified balance requirement listed in paragraph 3.9.6 be provided as GFM? If so, please modify specification to reflect.

For Work Item# 245-11-001, if a blade set needs to be balanced, then the balancing is conducted at the propeller repair facility (PMPI or Wartsila). Those subcontrators have their own balancing equipment so no GFM balance kit is necessary.

86. In Section B clause HQ B-2-0003 DETERMINATION OF FEE (NAVSEA) (APR 2015) section (f) it states “The contractor shall complete each intra-availability milestone’s work scope and up to a 25% contract scope increase (as measured by production man-days at the intra-availability milestone required completion date set forth in Attachment J-5) without a change to the milestone completion date.”

1. What is the basis for measurement of the 25%, the overall scope of work or just the volume of work originally planned to be completed by that milestone date?

2. Is this 25% growth factor based on the entire scope of the availability or just the specific work items noted in the milestone definition?

3. What consideration will be made for the impact of when this growth work is contracted?

For example, Milestone HM&E Turnover #1 is scheduled to occur at A+58. The consequences of having the scope increased by 25% on A+1 are significantly different from them suddenly increasing by 25% on A+57.

A future RFP amendment will be issued to revise Attachment J-5.

87. In Section B clause HQ B-2-0003 DETERMINATION OF FEE (NAVSEA) (APR 2015) section (f), paragraph (1) states “Timely provision of original production schedules, submitted IAW Standard Item 009-60, integrated with the requirements of the total ship test requirements in SI 009-67, provided in electronic and fully traceable Microsoft Project format…” and paragraph (6) states “…Revisions must also be submitted IAW SI 009-60, integrated with the requirements of the total ship test requirements in SI 009-67, be provided in electronic and fully traceable Microsoft Project format,…”

The requirement to use a specific software program, Microsoft Project, represents a significant revision to the requirements of NSI FY16Chg2 009-60. It is recommended to delete the reference to a specific software since 009-60 is already designed to provide information “…of sufficient quality and detail to allow the Government to provide oversight to the Availability.”

A future RFP amendment will reflect current NAVSEA standard item FY-16 009-60 CH2

88. Section C paragraph 1.1 defines the applicability of NAVSEA FY16 Standard Items through CHG 2 to this solicitation.

The Standard Item index provided in Attachment J-1 is from NAVSEA FY16 Standard Items CHG

Recommend revising the standard item index in Attachment J-1 to reflect NAVSEA FY16 Standard Items through CHG 2.

A future RFP amendment will be issued to revise Attachment J-1 that will reflect current NAVSEA standard item FY-16 009-60 CH2.

89. Section C paragraph 1.1 states “Category I NAVSEA FY16 Standard Items through CHG 2 identified under Attachment J-1 are applicable to all items without further reference.”

JFFM Appendix 4E, Annex A, Section 1 “INVOKING GUIDE” states “a. Category I SIs: A determination shall be made as to which of these are applicable to a specific Job Order. The applicable SIs are invoked for a specific Job Order by inclusion in the IFB/RFP Schedule and listed in the index of Work Items which is included in each specification package.”

For the sake of clarity, it is requested that the Section C paragraph 1.1 and the standard item index in Attachment J-1 be revised to be in accordance with JFFM Appendix 4E and that category I standard items not applicable to this solicitation be stricken out.

Please advise.

A future RFP amendment will revise Attachment J-1.

90. Work Item Start Dates

The table of milestones (J-3) calls for open & inspect reports to be submitted by A+80, yet Section C paragraph 3.1.3 states that “Only Critical Path Work Items and Other Items approved by the Supervisor are permitted to start in the first thirty (30) days.”

By precluding work for the first 30 days, paragraph 3.1.3 is contradictory to the A+80 goal and award fee milestone and it is recommended that this paragraph be deleted.

Please advise.

ANSWER:

A future RFP amendment will revise Attachment J-3.

92. Work Item# 651-90-001. Paragraph 3.2.6 states to replace with new, up to 20 ea stainless steel honeycomb panels as directed by the supervisor.

All support materials required to support the installation of these additional panels will not be known until the supervisor provides that direction.

Since no specific work can be identified until direction has been designated by the supervisor, is this paragraph subject to a change order at the time the actual requirements are provided.

For Work Item# 651-90-001, the contractor should provide a bid to include the purchase and replacement of 20 ea stainless steel honeycomb panels. Any material not used will be turned over to the Supervisor at the end of the contract.
