Obtaining a PMS377 IDESC Account:
Contact the Contracting Officer and identify the member of your team that will require access to the IDESC and will be submitting CDRL’s. The number of IDESC accounts/licenses is limited to 1 and is restricted to U.S. Citizens only. The information needed for each person includes First Name, Last Name, Title, Company Name, phone number, and email address. The account will be generated for this individual and emailed to them directly.
Note:
In accordance with DoD requirements, the PEO Ships PMS377 IDESC is configured to use the Public Key Infrastructure (PKI) to verify user identity. To access the service, you are required to enter a valid username and password and also to present a valid DoD-approved certificate. This certificate may be provided by a DoD-issued Common Access Card (CAC) or may be a certificate issued by a DoD-approved External Certification Authority (ECA).
To access to this service, each user MUST obtain a DoD-issued CAC or obtain a certificate from one of the approved ECAs listed below.
· Operational Research Consultants, Inc. (ORC) http://www.eca.orc.com/
· Symantec, Inc. http://www.symantec.com/theme.jsp?themeid=eca-certificates
· IdenTrust, Inc. http://www.identrust.com/certificates/eca/index.html
Login:
When the user first receives his/her email, they should follow the instructions to confirm that the user account is fully setup; this includes registering their PKI credentials (outlined above). Once the account is setup and training has been completed the user is ready to begin transmitting CDRL’s. Users can login to the IDESC at anytime using a standard web browser (e.g. IE6 or higher, Mozilla).
Attributes:
There will be required fields to select attributes associated with each document. An example of the type of attributes that will be required for the submission of CDRLs provided below.
All document types will require the following attributes:

Training is regularly provided online to all users of the IDE. The Contractor may participate in this training as needed.
The following sections of this attachment are provided as a general example. Specifics and details will be provided during training, post contract award.
CDRL Project:
An IDESC project will be established for the contract. This project will contain all CDRLs submitted by the Contractor. To upload deliverable files, follow these steps.
Select the expand button on the navigator bar.
With the navigator bar open select the Browse Tab.

With the Recent Projects open select View All.
Now in the Project List open the desired project by selecting the project name from the name column. For this demonstration we will use the IDESC Training Project.
After selecting the project name you will be dumped into the Folders section of the project. This will be where we upload the files. Select the Actions Dropdown from the Folder Contents table.
With the Actions dropdown open select the New Option from the list.
With the New Option open select the New Multiple Documents from the list.
The New Multiple Documents window will open, now select the Type Dropdown from the list.
In the Type Dropdown select the type that best describes what you are uploading. For this demonstration we will chose the Training Type.
A new table will appear after selecting a type. Now choose the New local File Attachment button as many times as you have files to upload. For this demonstration we will select the button three times.
Now I have inputs for three new files to upload. Select the Browse Button and navigate to the file that you need to upload.
With the files selected for upload now select the Program dropdown and choose the appropriate program for the upload. For this demonstration we will select the “LCU 1700” program.
With the program selected now select the OK button to complete the document uploads.
Process Complete - Note that in the Folder Contents table all three files have been uploaded.
