b. Weight reduction

c. Energy use reduction

d. Reliability improvement

5. Should the Contractor encounter conflicts within, or between, documents provided by the Government, the Contractor shall identify the specific conflict and provide a recommendation to resolve/eliminate the conflict

6. Other comments

C.1.2.6.2 Corrosion Control Approach

C.1.2.6.2.1 LCU 1700 values corrosion resistance of the craft and its components throughout its service life with low maintenance. The existing LCU 1610 craft have experienced substantial deterioration of steel plating and structural members in the hull and bow ramp. The deterioration has required extensive high cost repairs and replacement of areas of plating and structure that has led to craft out of service for extended periods.

C.1.2.6.2.2 The Contractor shall provide recommended corrosion control approaches and their effect on minimizing the total cost of ownership of LCU 1700 over its 30-year service life. Approaches may include design details for the hull and bow ramp structures to preclude corrosion; corrosion control processes from receipt of materials at the shipyard through preconstruction anticorrosion processing, fabrication, final preparation for coating and final coating materials and processes; structural materials selection including selective or overall use of corrosion-resisting materials; and other approaches. At a minimum, for each recommended approach, the Contractor shall identify the:

1.Area of the craft:
2.Approach recommended:
3.Supporting data/analysis:
4.Effect on minimizing total cost of ownership:

C.1.2.6.3 Cost Estimate

C.1.2.6.3.1 The Contractor shall provide an LCU 1700 craft cost estimate (in Fiscal Year 2016 dollars) broken down as follows:

1.Detail Design (including non-recurring engineering and jig construction)
2.Lead Craft Construction (through craft delivery)
3.First Follow Craft (the second craft) Construction (through craft delivery)

C.1.2.6.3.2 These estimates shall be based on the dimensions and requirements described in Attachment J-1, LCU 1700 Indicative Design, and be inclusive of all burdens and fees. The Contractor shall identify cost assumptions made in developing the estimate and the basis for the cost assumptions. Assumptions based on recent relevant construction experience of comparably sized ocean going craft/boats shall be noted. The estimate shall include the assumption that commonly required Government contract craft/ship data deliverables and compliance with Earned Value Management requirements would be included in any future craft procurement.

C.1.2.6.4 Schedule Estimate

C.1.2.6.4.1 The Contractor shall develop a schedule estimate (in months) broken down as follows:

1.Detail Design (including non-recurring engineering and jig construction)
2.Lead Craft Construction (through craft delivery)
3.First Follow Craft (the second craft) Construction (through craft delivery)

These estimates shall be based on the dimensions and requirements described in Attachment J-1, LCU 1700 Indicative Design. Lead craft schedule for detail design and construction shall include an estimated six weeks in order to conduct three formal Government design reviews and three underway Trials prior to delivery. The Contractor shall provide a narrative identifying all additional assumptions affecting the schedule duration based on relevant construction experience and experience with Government contracts.

C.1.2.6.4.2 The Contractor shall provide any proposed areas where the schedules provided in accordance with paragraph C.1.2.6.4.1 above may be accelerated. Each proposed area shall be accompanied by a narrative explaining the required action, an estimated reduction in schedule, and identification of any risks associated with the proposed change.

C.1.2.6.5 Propulsion and Maneuvering System Study

C.1.2.6.5.1 The LCU 1700 values fuel efficient propulsion at cruising and full speed; high astern bollard thrust; and maneuverability and controllability ahead and astern. The existing craft use a fixed Kort 19A nozzle with a B-series propeller and air foil-shaped rudders with two flanking rudders ahead and one main rudder astern of each nozzle. This system has relatively low propulsive efficiency, and while it provides adequate ahead control and maneuverability, at astern speeds exceeding about 3 to 4 knots or in crosswinds, the craft is not controllable and cannot maintain an intended course astern. The LCU 1700 Indicative Design propulsion system uses fixed Type 37 nozzles and Kaplan propellers; symmetrical-section flanking rudders ahead of the nozzle; and a Schilling-type main rudder astern of the nozzle. These changes from the existing craft design are intended to improve propulsive and control performance, but have not been validated by model testing or Computational Fluid Dynamics (CFD) analyses.

C.1.2.6.5.2 The Contractor shall provide a proposed propulsion system, or systems, appropriate for the requirements of the LCU 1700. Supporting data and analysis shall be provided documenting the (1) suitability of the proposed system or systems, (2) the performance impacts of the proposed system(s), and (3) the cost impacts of the proposed system(s). Validated existing craft test data, hydrodynamic model testing, or CFD modeling is desired, but not required.

Provide supporting data and analysis documenting the (1) suitability of the proposed system or systems, (2) the performance impacts of the proposed system(s), and (3) the cost impacts of the proposed system(s).

C.1.2.7 Summary Study Report The Contractor shall submit a Summary Study Report (CDRL A003). At a minimum, the report shall address:
