Attachment 9-Solicitation Questions and Answers

Question 1: Is there an incumbent contractor/contract number associated with this opportunity? Or is this a new requirement?

Government Response 1: There is no ongoing effort at this time for this requirement. Therefore, this is a new requirement.

Question 2: As per the instructions of the Design-Build requirements, is there a set of drawings for the asset that this build will replace? Specifically, can we have a copy of the design/functional drawings for the support craft currently utilized for the missions indicated in the synopsis/solicitation?

Government Response2: No Government-Furnished Information (GFI) will be provided as a part of this solicitation. All available documents are posted on FedBizOpps. The Government is soliciting commercial craft tailored to meet the specification requirement.

Question 3: The delivery destination is San Diego, CA; however, is there a geographic restriction on where this work will be performed?

Government Response 3: The work must be performed within the United States.

Question 4: The description of this vessel calls for Outboard Gasoline Engines. Would consideration be given to Diesel Inboard/outboard units or Diesel Jet units as a propulsion method? The Diesels would be much more fuel efficient and also have the ability to run not only on diesel fuel but also on JP-5 and JP-8 aircraft fuels.

Government Response 4: Consideration will not be given on proposing a different engine configuration outside of what is specified within the RFP.

Question 5: Item 078-5 states “foam in place solutions are not preferred” Please confirm whether or not pour in foam is acceptable.

Government Response 5: Use of pour in foam is not prohibited, but is not preferred by the Government. Use of pour in foam will be assessed on impact against performance requirements and total ownership cost, due to the impact on aluminum corrosion and general boat maintenance.

Question 6: Item 150-1b states “enclosed cabin with coxswain and navigator stations and passenger bench seating.” Item 150-2b states “space shall be provided for standing navigator position to port of coxswain seat. The remaining personnel will be seated on gunwales.”

a) Can you confirm if the passengers will be seated on the bench seating in the cabin as per Item 150-1b, or seated on gunwales as per Item 150-2b?

b) If bench seating is required in the cabin, can you please confirm that it is only for two passengers in addition to the two crew as per Item 070-3b?

Government Response 6: Passengers are seated on the gunwales per Item 150-2b of the Specification. Bench seating is not required. However, seating arrangements must meet the minimum payload capacity in Item 070-3b. Requirements for Item 150-1b have been updated in Specification v1.1 to remove the language for "and passenger bench seating."

Question 7: Are the NSWCCD -23-TM-2009/61 Rev A, U.S. Navy Boat Example Data Package, dated November 2011documents listed in Attachment 1 (Section J) - Descriptions and Specifications, Section 042-2 available to the public? Will the response date be changed to allow for proper review of any documents produced by the Government?

Government Response 7: The referenced guidance documents have been made available to the Offeror as GFI (hereby added as Attachment 10). The response date has been extended from January 3, 2014 to January 8, 2014.

Question 8: Section 085-2 mentions training as part of the TDP, but it is not clear if the contractor is to provide training for the vessel or if the Navy will conduct the training. If training is to be provided, is it per hull; and where would it need to take place?

Government Response 8: Training is not required for this RFP. The purpose of the Technical Data Package (TDP) is intended to allow the Government to conduct training and as well as acceptance, operation, maintenance, repair, modification and supply support for the delivered boat and trailer if needed. Detail requirements of the TDP are listed in Section 085-2 of the Spec and Attachment 2-CDRLs, of the RFP.

Question 9: Please provide clarification for NAVSEA's definition of “Nominal Characteristics” (Item 070-1a).

Government Response 9: These are the anticipated design parameters and a high level view of what the boat characteristics will be based upon the intended mission.

Question 10: With the upcoming Christmas holiday, is there any chance of extending the due date for this response by a few days, or possibly a week?

Government Response 10: The due date for responses to this RFP has been extended from 03 January 2014 to 08 January 2014.
