(3) It is the Offeror’s responsibility to draft a logical, practical, clear and concise proposal that contains all pertinent information in sufficient detail so that the government evaluators are able to meaningfully evaluate the Offeror’s proposed approach and cost / price without discussions. An Offeror’s proposal must clearly and convincingly demonstrate that the Offeror has a thorough understanding of the requirements and associated risks; is able, willing, and competent to devote the resources necessary to meet the requirement; and has valid and practical solutions for all requirements. The Offeror must include any data necessary to illustrate the adequacy of the various assumptions, approaches, and solutions to problems. In presenting material in this proposal, the Offeror is advised that quality of information is more important than quantity. Offerors must use quantitative terms whenever possible and avoid qualitative and subjective terms to the maximum extent practicable. Proposal volumes must be consistent internally.
(4) The government may reject any proposal that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions, or unrealistically high or low in cost / price when compared to the government’s estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.
(5) The government may judge a proposal to be unacceptable if the proposal contains statements that do not clearly reveal the Offeror’s proposed approach; statements that the Offeror will comply with the RFP or provide a particular feature or objective without explaining how the feature or objective will be met.
(6) If the solicitation is amended, then all other terms and conditions that are not amended shall remain unchanged. Offerors shall monitor the FBO website frequently to ensure all amendments are captured in the submitting proposal before the RFP closing date and time.
(7) Any data previously submitted in response to another solicitation will be assumed to be unavailable to the government during this proposal evaluation and source selection process. Proposal data shall not be incorporated into the proposal by referring to another proposal or other instrument.
(8) If a discrepancy exists between the original paper copy of the proposal and the electronic copy, the paper copy will take precedence.
(9) The Government reserves the right to seek clarifications as defined in FAR 15.306 after receipt of the Offeror’s responses to the RFP.
(10) Proposals are to be based on the requirements contained in the solicitation Schedule, Specification, and other attachments and exhibits.
(11) Offerors are advised that proposals shall be accepted only from those offerors proposing as potential prime contractors. Such offerors shall be responsible for submitting complete proposal packages containing all components of the proposal inclusive of any team member or subcontract proposal information. Pricing data, or other information which may be considered proprietary to team members or subcontractors, shall be submitted with the prime contractor’s proposal in a separate sealed envelope.
(12) Submission of e-mail, facsimile or telegraphic offers is not authorized for this solicitation.
(13) If an Offeror believes that the requirements and/or instructions in the RFP contain an error, omission, or are otherwise unsound, the Offeror should timely notify the Contracting Officer in writing with supporting rationale.
(14) Prior to using an appointed agent to communicate with the Government on matters concerning this RFP or any resulting contract, the Offeror shall send written notification to the Contracting Officer outlining the time period and conditions when the appointed agent is authorized to act or communicate on the Offeror's behalf. The Offeror shall identify in its response to this solicitation the name of any agent, consultant or third party it used in preparing its offer.
(15) Offerors may submit questions requesting clarification of this requirement via email. Any clarifying information issued by the Government will be provided to all prospective Offerors. Proprietary data, if so noted, will be protected. All questions regarding the RFP must be submitted no later than 29 November 2013. Questions regarding this RFP are to be directed to all of the following:
Jun Ji – jun.ji@navy.mil Sarah Gallagher - sarah.s.gallagher@navy.mil

(d) Proposal Content Requirements.
In addition to a completed and signed Standard Form 33, the proposal must consist of Volumes I - II. Volume I shall contain proposal information addressing the following technical and past performance information. Volume II shall contain proposed pricing information.
VOLUME I: Technical Proposal (Non-Price factors)
Factor 1: Technical Merit of Design:
1. Specification (See Section J): Offeror shall use the attached Specification (See Section J) using MS Word as part of the technical proposal. Offeror shall complete the areas that are noted in red and use track changes to propose any alternative approach other than as required by the Specification. Any proposed alternative approach must meet the minimum requirement of the Specification. Offeror is not required to address each item in the Specification if the proposed item is the same as the Specification. However, if proposed approach is different than the Specification, then Offeror should address the following:
a. Offeror’s detailed approach to achieving each Specification requirement, including applicable material specifications, make and model numbers for all parts/components, and compliance with any requisite commercial or military standard, or associated “best practice”;
b. As appropriate for Specification requirement, provide any supporting product performance, test data, or other empirical evidence for the proposed product or service capability.
The Offeror shall submit their version of the Specification as a separate attachment to their proposal in MS Word format.
2. Supporting Technical Data: To support Government assessment of feasibility and practicability of the proposed design and technical approach, Offeror shall provide the following:
a. Drawings, technical specifications, key performance characteristics, analysis, calculations, test reports or certifications, and any other technical information sufficient to prove the feasibility and practicability of the proposed design to meet the requirements of this solicitation and to perform the mission specified in the Specification.
As a minimum, Offerors shall provide the following data items (drawings in PDF format, calculations in MS Excel format) to demonstrate the understanding of the requirements of the proposed boat:
i. General Arrangement Drawings (inboard and outboard plan and profiles, lines drawing, and dimensions of boat). Drawings shall illustrate dive bottle stowage, seating configuration, backboard location, collar design, and equipment tie downs;
ii. Transportability drawing(s) showing dimensions of boat and trailer combination;
iii. Powering analysis and fuel consumption estimate for Full Load condition, with propulsion and hull resistance curves;
iv. Proof of intact stability of the vessel (as defined in the Specification Item 079-1) in full load condition. Provide the full analysis including: righting arm vs. heeling arm curves, weight, centers of gravity, and the attained values of the area limits;
v. Detailed Full Load and GVW weight estimate, including centers of gravity;
vi. Trailer Specification Sheet including specific make/ model/ rating/ capacities of primary systems (suspension, brakes, tires/wheels, winch, etc.);
vii. Information pertaining the Offeror’s place of manufacture, manufacturing capability, administrative procedures for contract performance;
viii. Include a list of all technical documents, drawings, datasheets, etc. that are submitted with the Offeror’s proposal.
The Government will use the Offeror’s submitted drawings and technical data only for the purpose of evaluating the Offeror’s proposal.
b. Offer shall provide a Master Build Schedule outlining the major events of the production process for the first four (4) boats from start to finish.
3. Total Ownership Cost: Offeror shall identify features of the proposed boat that minimize Total Ownership Cost while achieving performance, readiness and sustainability. Examples of ways to minimize Total Ownership Cost are:
a. Select boat/components and/or features that are readily commercially available
b. Provide warranty policies applicable to the proposed boat and to the major equipment as required by the Specification (See Section J);
c. Highlight features of design/construction/documentation that minimize total ownership costs and achieve performance, readiness, and sustainability.
d. The Offeror shall fully address the Technical Data Rights and Computer Software requirements contained in the specification within Volume I, Technical Proposal. This information shall be follow the instructions and guidance provided in Attachment 6 and 7. This information shall be included as an Appendix to Volume I and will not be subject to the Volume I page limits. The Offeror’s response shall include the following:
i. For all non-commercial technical data and computer software to be delivered under the contract, the Offeror shall complete Attachment 6 (fill in “None” if it is not applicable).
ii. For all commercial technical data and computer software to be delivered under the contract, the Offeror shall complete Attachment 7 (fill in “None” if it is not applicable).
Factor 2: Past Performance and Experience (PP&E):
Offerors shall provide three (3) past performance references on same or similar work as required by this RFP, completed within the past five (5) years. Offerors shall use Attachment 5 to list these references and explain the relevance of each contract to the current requirement. Offerors shall verify that the references provided are current, available, and will be responsive to Government inquiries. If the Offeror will not be the Builder for the proposed boat (more than 50% of the boat will be built by a subcontractor or more than 50% of the boat will be built at a subcontractor’s facility), the Offeror shall include one (1) past performance reference for the Subcontractor and shall state the Subcontractor’s name, project manager’s name, street address, phone number, and e-mail address on a separate attachment to be included with the Offeror’s proposal. The Subcontractor’s past performance reference will be included in the maximum number of three (3) past performance references. Offerors are responsible to submit the Past Performance Form as part of the technical proposal. The Government will utilize Past Performance Reference Forms received and other resources to gather Past Performance and Experience information on the Offerors.
VOLUME II: Price Proposal
Factor 3: Price: The following items shall be completed and included in the Price Volume of the Offeror's proposal:
(i) Standard Form 33 Blocks 12-18 and any amendment.
(ii) Provide general pricing information or other basis for which proposed pricing was derived.
(iii) Offerors are required to propose a Step Ladder pricing structure up to the maximum quantity boats in Section B for each CLIN, with no restrictions on the number of step ladder. This is applicable to all CLINs in Section B of the solicitation with exceptions as noted in Attachment 8. Offerors should price the out year optional CLINs using the step ladder structure accordingly as this contract is FFP. Offerors should use Attachment 8 to develop the step ladder pricing structure (an example is provided below). CLINs that are excluded from stepladder pricing shall be included in the total price. Please insert the applicable CLIN prices in the “Total Per CLIN” column in Attachment 8. Offerors are NOT required to complete Section B of the solicitation.
(iv) Offerors must complete Section K of the solicitation (Certifications, Representations, and Other Statements). The reps and certs are in addition to the information in SAM.gov.
Offerors are required to provide sufficient supporting data to enable the Government to understand how the proposed Firm Fixed Price (FFP) step ladder amounts were developed and to determine the reasonableness of the proposed price. In regard to pricing the CDRLs, the Government does not expect the configuration of the boat to change much from the base year to the option years. Only minor updates to the technical date is required to capture the changes throughout the life of the contract. Therefore, offerors shall price the CDRLs accordingly for the base year and the cost for the anticipated changes for option years.
Clarity and completeness of the Price volume are of the utmost importance. Offerors should check for calculation errors to ensure the total prices are derived from the units and unit prices in Section B of the solicitation. The Price volume must be internally consistent or the price proposal will be considered unrealistic and may be considered unacceptable.

As evidenced in Attachment 8, PDIT and CDRL CLINs are excluded from the step ladder pricing model. However, these items must still be included in the total price calculation. PDIT and CDRL pricing may be inserted in the “Total per CLIN” column. Offeror shall ensure no calculation or rounding errors are present in the price proposal.
