"When one of the U.S. Navy prototypes were recently UNDEX tested, numerous critical components (engine mounts, 193 marine gears, hatches, stowage of the MK104, etc.) failed." No such documents within the bidder’s library and GFI documents could be found containing search for a report or detailed data describing the test configuration such as boat and system component size/weight, and charge size(s) and Standoff distance(s) and test results such as accelerations and damage assessments. Please provide report so that loads derived from keel shock factors can be validated against test results of prior prototype testing.
No, this test report has not been finalized.

Section 3.20.4.b
SRD Paragraph 3.20.4 Mine Fire Survivability, subparagraph b reads "The Off-board Component shall be designed and built to survive [KSF2] KSF (Craft
Survival) loads such that it shall be salvageable." The System Requirements Verification Matrix (SRVM) notes for requirement 3.20.4b reads "Analyze design. Test during DT. PIT – review analysis from EDM to determine applicability based on LRIP design. If not applicable, reconduct analysis and/or test."
Since successful UNDEX testing of the UISS system to the full KSF2 levels testing can leave the USV system in a "barely salvageable" condition (i.e. likely destroys a complete UISS system) should bidders assume that UNDEX testing will be limited to the "survivable" KSF1 level and that KSF2 will be satisfied via extension from the KSF1 results and shock analysis.
Yes, as stated Table VII of the SRD (page 196), the SRVM, the
."Analyze design. Test during DT. PIT – review analysis from
EDM to determine applicability based on LRIP design. If not applicable, reconduct analysis and/or test." The Government reserves the right to test all requirements. In some cases analysis may be used instead.

046 SOW 52 SOW 2.13
This SOW section (Supportability and ILS) states that various subsections are applicable to all maintenance levels (O, I and D). But some key subsections, such as Training and TM, are limited to only O and I-levels. This appears to be conflicting requirements.
No. SOW Section 2.13 requires "Identification of Organization
(O), Intermediate (I), and Depot (D)-level maintenance requirements for the UISS and tools and test equipment IAW
Attachment J-2, UISS SRD." The more specific subsections cite items to be developed, such as training or TM.

Page
4 and
SOW
2.1.10, SOW 2.13.2
SOW section 2.1.10 seems to infer three separate courses of instruction (Operator, O-Level Maintainer, and I Level Maintainer). This appears to be contradicted later in section 2.13.2 where it seems to infer a single course of instruction that trains all 3 of these skills. Additionally, the LCS MCM NTSP supplied in the Bidders Library indicates there are separate operator and maintainer courses for USV. Is the training required a total of 360 hours of instruction materials (3 separate courses of 120hrs each) or is it 120 hours of instruction materials (single combined course)?
Yes, the requirement is for a single course for 120 hours for operator and O- and I- level maintenance training. The LCS
MCM NTSP as a Bidder's Library item, was provided for informational purposes only to assist in developing an understanding of the T2C/T2Q process that will be required for the MCM Mission Package.

CLIN 0010 - Data Rights. This paragraph states that the TD, CS, and CSD shall be in sufficient detail to allow the Government to meet the UISS life cycle requirements including independent construction, upgrade, repair, installation, operation, training, and maintenance. It also states that the Government may purchase Government Purpose Rights (GPR) for the TD, CS and CSD that the contractor intends to deliver with less than GPR. The rights described in the first sentence above most likely will be less expensive than GPR since GPR allows the Government unlimited use for Government purposes and the first sentence limits use to just the UISS. Can the Government clarify whether they desire rights as described in the first sentence above or GPRs?
No, the Government desires Government Purpose Rights as defined in the RFP.

3.8
This paragraph states that the Offeror should provide licensing option prices for commercial and non commercial CS, CSD and TD and these prices should be stated on a per system basis. Since the Government has requested Government Purpose Rights (GPR) be priced in CLIN 0010 and GPR provides the
Government with unlimited quantity for use within the Government, it appears this per-system pricing is in conflict with GPR requirements.
No, the Government desires Government Purpose Rights as defined in the RFP.

Section L, Chapter 3.5
There appears to be a disconnect between the definition of major subcontractors defined in the text of Chapter 3.5 and the note in A-2 Attachment. Chapter
3.5 defines major subcontractors as subcontracts of $1,000,000 or more per year, or 10% of the total contract price, whichever is greater. A-2 Attachment defines subcontractor work for each CLIN where subcontractor work of $1M or 10% of total cost is proposed. What is the correct definition of a major subcontract for providing information?
Major subcontractor is defined as $1,000,000 or more per year, or 10% of the total contract price, whichever is greater.
056 SRD 47 SRD 3.9.8
This para states "The solution provided by the Contractor shall require identification of pump/hoses as Support Equipment for use by the MPSF, the Mission
Module Readiness Center, and in the support container." This seems to imply an ISO container (10ft or 20ft) onboard the LCS. Is there an existing support container onboard the LCS for UISS storage and maintenance? Does the contractor need to supply a support container, or configure a Govt provided support container?
No, the ISO container is not part of this contract.
057 SRD 69 SRD 3.26.6 What is the calculation to be used to determine or verify Am?
A_m =(Total number of operational UISS)/(Total population of
UISS). For the proposal purposes, use 20 as the number of operational UISS.
058 SRD 67 SRD 3.25.1
Per para (c) "Development of new or special purpose equipment shall be avoided." What existing support equipment (including tools, TMDE, etc.) is currently in use on LCS and/or MM's?
There are no support equipment (including tools, TMDE, etc.)
on LCS and/or MM's that is available for use in support of
UISS. Tools and TMDE should be selected IAW SOW paragraph 2.13.4 and the various websites provided in the SRD paragraph 3.25.1.b.
