About this file
This document is a Justification and Approval (J&A) for a sole-source purchase order by the Department of the Navy's Naval Sea Systems Command. The procurement is for four Fire Control System (FCS) Point of Service (POS) Coolers from VT Milcom Inc. in Virginia Beach, VA, supporting modernization efforts for the United States Navy and the government of Japan. The coolers provide demineralized and temperature-regulated cooling water to the AEGIS system, with two shipsets being acquired, each consisting of POS coolers. The procurement has a 9-month performance period, with anticipated funding from Other Procurement Navy and Foreign Military Sales appropriations.
VT Milcom is the sole source for these coolers due to its unique expertise, facilities, and tooling, and because it is the only vendor currently going through the qualification process for U.S. and Japanese ships. The Navy requires delivery of one POS shipset by July 2026 and another by August 2026. Failure to meet these dates would delay the modernization schedule by at least 12 months. The government plans to obtain a Level III Technical Data Package after July 2026, which is expected to enable future competition for these requirements.
