About this file

This document contains questions and answers related to a Request for Proposal (RFP) for the Pacific Northwest Carriers CVN IDIQ Maintenance/Repair contract opportunity (N00024-24-R-4110-0003) issued by the Department of the Navy Naval Sea Systems Command.

The key details are:

  • The RFP indicates the contract will use a combination of contract types including Cost-Plus-Fixed-Fee (CPFF), Cost-Plus-Award-Fee (CPAF), and Cost-Plus-Incentive-Fee (CPIF), with the Contracting Officer determining the appropriate contract type for each delivery order.
  • The RFP includes an Incentive Fee structure with two phases - Phase I for Award Fee and Phase II for Incentive Fee. There is also a separate Small Business Subcontract Incentive Fee.
  • The RFP requires a 45-day transition plan, though the government does not intend to transfer any in-process tasks from the incumbent contractor.
  • Offerors must demonstrate their labor capacity and pricing based on the labor hours, ODCs, and escalation provided in the RFP attachments.
  • The RFP specifies requirements related to facilities, lay-down areas, and trailer/building standards on the naval base.

Question: Response:

RFP Page 2 of 188 Section B

The RFP Section B, CLINs state fee types of CPFF/CPAF/CPIF. Please clarify how the fee type for each order will be determined.

The intent is for the ACO at the ordering site to determine how they would like to issue each respective order. This allows the ACO maximum flexibility to utilize a contract structure that best supports the requirements to be issued at the DO level.

RFP Page 2 of 188 Section B

It appears by the structure of Section B that the Government intends to place delivery orders on either a CPFF or CPAF/IF fee structure. What criteria will the ACO utilize to determine whether a DO would be CPFF, CPAF or CPIF? Is it conceivable that an ACO could use discretion to make most deliver orders CPFF with only a maximum potential of 6% fee?

The ACO will follow FAR Part 16 for application and limitations of CPFF/CPIF/CPAF contract types in deciding what type of contract to use. The Government will not respond to hypothetical questions like whether something is “conceivable.”

J-8 Page 1 of 13 and Page 11 of

J-8 Page 1 of 13 states, "Fee payable under this contract shall be evaluated in two (2) Phases, Phase I will evaluate Award Fee (AF). Phase II will evaluate Incentive Fee (IF). J-8 Page 11 of 13 has a Phase III for SBSIF Determination. This suggests that the Phase III SBSIF is additive to Phase I and II. Please confirm.

The Small Business Subcontract Incentive Fee is separate from the incentive fee and award fee determinations.

Attachment J-8 establishes the criteria and pool available for this incentive.

RFP Page 160 of 188, Transition Plan

On page 160 of 188 in the RFP, it is stated that the transition should demonstrate all necessary steps to assume responsibility from the incumbent within forty-five (45) days. It also states under subpara (b) Work Turnover, that the plan should demonstrate transfer of tasks in process at the expiration of the current contract. Is it safe to assume that this refers to any Delivery Order in place under the current contract finishing out with the current incumbent contractor?

It is not the intent of the Government to transfer to the new contractor any task onboard the carrier to finish out.

However, the Inter-Availability Planning Administrative (IAPA) (CLIN 0001) will be part of the current incumbent contractor to turnover to the incoming contractor.

RFP Section B, Page

Section B Note C refers to the incorporation of indirect rates with Attachment J-10 upon award of the contract.

How will these rates be used and applied during performance?

The J-10 is an IDIQ tool to allow DO placement if necessary. DOs may still be negotiated as noted in the solicitation as the work package is defined.

L-3 LH Phasing The values in columns O, P, and R do not add up to the numbers shown. What should the values be?

Corrected values have been updated via Amendment.

RFP Page 160 of 188, Transition Plan

What facilities and lay-down area will the government provide to the successful offeror during transition and after?

Facilities and lay-down areas are at a premium at Naval Station Bremerton and will be addressed when an official request is submitted to C/980.

RFP and L-3 Page 148 of 188, Section 2 and LH Phasing

Page 148 Section 2 seems to suggest that Offerors are required to demonstrate the capacity of the labor resources associated with the hours in L-3 LH Phasing.

Please confirm.

Section L, Para 2.0 notes that the Offeror's proposal will be used as the basis for evaluating their capacity in accordance with all requirements. Capacity should be discussed in narrative format in Volume II. Please propose to the Government provided numbers included in L-3.

RFP Does PSNS require that trailers or industrialized buildings brought on base by contractors be Non- Combustible?

Yes, the trailers and industrialized building must be Non-Combustible

RFP Does PSNS have any minimum square footage requirements for each contractor/subcontractor personnel working in trailers or industrized buildings on base?

No, PSNS does not have a minimum square footage requirements for each contractor/subcontractor personnel working in trailers or industrialized building on base.

L-3

On the LH Phasing tab of the L-3, row 1 is labeled Contract Year and row 2 is labeled as Fiscal Year. Please confirm if the rates to be applied to labor hours in a Fiscal Year Column should cover a government fiscal year starting on October 1st and ending on September 30th.

For example, in the LH Phasing tab, column C displays labor hours in Fiscal Year 2025. Should the rates applied to the 14,640 labor hours for CLIN 0001 represent the period from October 1, 2024 through September 30th, 2025? If not, please clarify the start and end dates to be used when calculating rates for each Fiscal Year column.

The years for estimating cost should be 1 November 2024 completing 31 October 2029 and include a single year option through 31 October 2030. A contract year will therefore cross Government fiscal years. Offerors are instructed to indicate whether the Offeror's Contractor's accounting system is based on a calendar year or fiscal year and to indicate the months during the period of performance that these rates apply.

L-3 LH Phasing Please confirm that Offerors are to price their proposals according to the government provided Hours, ODCs, and Escalation provided in Attachment L-3.

Confirmed.
