About this file

This is a Frequently Asked Questions document addressing clarifications on a Request for Information (RFI) submission process. The document does not specify required products or services, response dates, or award terms, as it is supplementary guidance only.

Key clarifications include: the hypothetical contract award timeframe referenced in Section 4.3 is October-December 2027 (not 2026); RFI responses must be marked Distribution D per DoDI 5230.24, and distribution statements cannot be altered or customized, though Distribution D allows sharing with Department of the Navy contractor support personnel; only Distribution B and Distribution E are permitted when using General Proprietary Business Information (PROPIN) designations; responses should be transmitted via encrypted email, with a DoD SAFE link available upon request before Noon ET on 29 May 2026 for vendors unable to use encrypted email; and all submission materials, including cover pages, are subject to a 20-page count limit.

Frequently Asked Questions

Q1: Section 4.3 requests a schedule from “a hypothetical contract/agreement award (October-December 2027 timeframe) to your first demonstration flight event.” Is 2027 correct or should it be 2026?

A1: 2027 is correct.

Q2: Section 5.2 indicates that the RFI should be marked Distribution D. The information to be provided will be proprietary and shouldn’t be shared with other DoW contractors which includes likely competitors (which Distribution D allows). Can we mark the document Distribution E with an additional statement approving sharing with in-house Navy Support Contractors?

A2: Per DoDI 5230.24, assigning, changing, or removing a distribution statement is an inherently governmental function and distribution statement language cannot be altered.

Distribution D allows for the DoW to share documents with DoW contractor support personnel. All information submitted will be adequately safeguarded from unauthorized disclosure. Q3: For CUI Categories, can we also include General Proprietary Business Information (PROPIN)? See https://www.dodcui.mil/Proprietary-Business- Information/General-Proprietary-Business-Information/

A3:Per DoDI 5230.24,only Distribution B and Distribution E are allowed when using

PROPIN.

Q4: To securely transmit the response, can the Navy provide a DoD SAFE link?

A4: Responses are to be provide via encrypted email. In the event an interested vendor cannot send an RFI response via encrypted email, a DoD SAFE link may be requested before Noon ET on 29 May 2026.

Q5: Section 5.2 requests corporate information like address and CAGE code. Can this information be provided on a cover page that doesn’t go against 20-page count requirement?

A5: Submissions cannot exceed the page count limit. Cover pages are inclusive of the 20-page count limit.
